14. General Summary of Function/Purpose of Position
This position will gather, manage and distribute Gordie Howe International Bridge (GHIB) related project information and other supporting activities for the GHIB Project. This includes working with Bureau and Division leadership, GHIB Project Managers, Windsor Detroit Bridge Authority (WDBA), Federal Highway Administration (FHWA), Governor’s office staff and MDOT staff to gather, organize and report on GHIB related activities.
This position will be included in a rotational training program for acquisition, relocation and property management functions in the other units of the Real Estate Services Section. This includes performing entry/intermediate/journey level property analyst duties in the Real Estate Section.

Duty 1

General Summary of Duty 1 % of Time 70
This position will gather, manage and distribute GHIB related project information and other supporting activities for the GHIB Project.
Individual tasks related to the duty.
·  Primary GHIB Project Information Management and Reporting position.
·  Lead GHIB Project Information Liaison to all project stakeholders
·  Investigate and verify project data to project and department management regarding parcels, parcel activities, resources and timelines.
·  Coordinate interagency communication and business decision support.
·  Information Management through GHIB Project real estate software (PAECETrak)
·  Identification of business process improvements on the project
·  Formulate and distribute reports to GHIB Project Team
·  Participate and facilitate management level discussions on GHIB project reporting issues

Duty 2

General Summary of Duty 2 % of Time 25
Participate in a rotational training program with direct supervision for acquisition, relocation and property management functions in the other units of the Real Estate Services Section.
Individual tasks related to the duty.
·  Prepare market studies and appraisals.
·  Negotiate the acquisition of non-complex parcels of property.
·  Prepare relocation determinations for single family owner occupied parcels.
·  Prepare demolition contracts.
·  Prepare leases licenses, and rental agreements.
·  Prepare and monitors engineering reviews for excess property requests.
·  Participate with litigation activities involving Attorney General’s office.
·  Activities may be performed in Region offices.

Decisions on how to gather, manipulate, analyze and display GHIB data. PAECETrak enhancement decisions and guidance to GHIB users and program developers.

May be required to transport heavy files, and right of way plans, enter upon and traverse across all types of real property, including multi-leveled and non-handicap accessible property, extensive and overnight travel, and travel in high traffic areas where future improvements are planned.

25. What is the function of the work area and how does this position fit into that function?
One of the Division Administrator’s responsibilities is delivery of the Right of Way needed for the GHIB Project. This position assists the Division Administrator in providing information to all the project stakeholders.
The rotational training program will expose this position to the Development Services Division’s responsibilities for statewide policy, procedure, guidelines, technical expertise, problem solving, training and forms in support of the Regions, Real Estate Section, and the Attorney General's Office by providing acquisition, relocation, tax payment services, consultant contracting, Local Public Agency compliance and right of way clearance.
26. What are the minimum education and experience qualifications needed to perform the essential functions of this position?
EDUCATION:
Possession of a bachelor's degree in any major.
EXPERIENCE:
9 level: No specific type or amount is required. 10 level: One year of professional experience in real estate equivalent to a Property Analyst 9. 11 level: Two years of professional experience in real estate equivalent to a Property Analyst, including one year equivalent to a Property Analyst 10. Alternate Education and Experience Property Analyst (Departmental Trainee) 9: Education level typically acquired through completion of high school. Administrative Support Experience: Two years of E10- or E11-level experience. OR Four years of advanced or supervisor 9-level, or Senior Executive Management Assistant 9 experience. OR Two years of advanced or supervisor 10-level experience. OR One year of advanced or supervisor 11-level (or higher) experience.
KNOWLEDGE, SKILLS, AND ABILITIES:
Ability to travel statewide effectively. Ability to learn from and attend training programs. Ability to perform duties as described. Knowledge of federal, state, and departmental laws, rules, practices, methods, and procedures related to the work. Knowledge of landowner rights. Ability to maintain records, and prepare reports and correspondence related to the work. Ability to communicate effectively with others. Ability to maintain favorable public relations.
