A Message To All CUPE 1196 Members

Work-To-Rule Instructions

As you know CUPE 1196 is in a legal strike position effective September 10, 2015. We are following a phased in approach to our strike activities. It is vitally important that we all work and perform our duties as normal except for those items outlined in the work to rule instructions.

The work to rule instructions are for ALL CUPE members across the province, you may feel some of them don’t apply to you, but they may apply to members in other CUPE locals.

Below are the instructions for Phase 1 and now Phase 2 of our work to rule.

Work to rule Phase 1 – effective September 10, 2015

-  Follow the terms and conditions of the Collective Agreement.

-  Work only your assigned hours, do not come in early or stay late unless on approved overtime.

-  Take all breaks and lunch.

-  No volunteering – extracurricular or other non paid activities.

-  Take overtime in the form of money and not lieu time.

-  Don’t take calls from your supervisor or manager at home outside of your normal work hours.

-  Don’t allow volunteers to do our work.

-  Do not attend unpaid meetings.

-  Work at a safe pace.

-  Do one task at a time (no multi-tasking).

-  Don’t do the work of another union’s members.

Work to rule Phase 2 – effective September 29, 2015

-  Wear a black t-shirt on Friday’s instead of a uniform shirt.

-  Do NOT do school compost programs.

-  Take breaks and lunch together with other CUPE members.

-  Seek medical attention immediately for any workplace injuries.

-  Carefully follow all school board regulations and health safety procedures.

-  Refuse to handle chemicals if any of the following is not in place:

o  Workplace Hazardous Materials Information System (WHMIS) training.

o  Material Safety Data Sheet (MSDS) posted for each chemical.

o  All safety equipment required for handling the chemical.

-  Call the MOL Hotline for any health & safety infractions.

-  Wear a work to rule wrist band and display work to rule materials.

-  Do NOT sign in when you report to work unless you are the only one in the building (Health & Safety).

-  Do NOT attend Caretaker training sessions.

-  Do NOT cut grass, tree trimming, fall clean up of leaves – unless a health & safety risk. (ie. catch basins).

-  Do NOT clean chalk boards, white boards, or empty pencil sharpeners.

-  For health & safety reasons school yard garbages should be emptied when ¾ full.

-  Do NOT attend SOFS team meetings.

-  Do NOT unlock doors for staff who are supplied with their own keys.

-  Do NOT carry or transport photocopy paper or deliver teaching supplies to classrooms.

-  Get detailed requests for work in writing (beyond normal cleaning duties).

-  Only check email once a day (morning).

-  In Accordance with Safe Drinking Water Act 2002, Reg. 243/07. No one under the age of 18 allowed in the building prior to the completion of the water flush.

-  Maintenance vehicles should be picked up and returned to the employers property daily.

-  Ensure any temporary assignment changes or shift changes are done in compliance with the Collective Agreement.

-  No work without a work order.

-  Do NOT replace bulbs and ballast unless it is a health & safety risk.

-  No minor maintenance (ie. minor repairs, pencil sharpeners, bulletin boards, painting, drywall, etc.) unless it is a health & safety risk.

-  Do NOT sweep entrances.

-  No irrigation system maintenance including seasonal shut down.

-  Do NOT set up or take down for Federal Elections.

-  Do NOT clean the offices of Principals, Vice-Principals or other Managers.

-  Do NOT set up for Staff functions.

-  Do NOT participate in Parent Councils

-  Do NOT change messages on the outside signs of schools.

-  No meetings with school administration.

-  Do not drop the normal duties of your workload to cover for absences.

-  No sweeping hallways.

These items are now considered “struck work” and we must respectfully ask that our CUPE 1734 and ETFO and OSSTF labour partners do NOT take on these tasks.
