STEVE’S COMPANY PROFILE

At the age of 21, I joined London Transport based at Edmonton North London as a Bus Driver, some 5 years later I joined Brighton & Hove Transport again as a Bus Driver and stayed there for 2 years gaining experience in the transport industry along the way.

I then came back to London and joined Travellers Coaches as a coach driver. I then moved to Spirit of London Coaches also as a coach driver and travelled most of Europe and was the third UK Coach Company to enter Romania after the end of communist rule.

I then joined Impact Coaches as Transport Manager, I also joined a local Coach Company in Hayes as General Manager. Over the next 25 years I have worked together in various managerial roles.

In 2010, I decided I needed to look at going it alone. Then decided that the Driver CPC being the next momentous change in the Transport Industry is where I should be heading.

I became a fully Qualified Registered Driver CPC Instructor and Consortium Member and WestLondonTrainingServices Ltdwas born, and over the last 7 years I have been providing Driver CPC Training with a very successful pass rate.

It is an offence to drive professionally without a Driver Qualification Card and you could be fined £1000.

What is Driver CPC?

Driver Certificate of Professional Competence – Driver CPC is a new law that has been introduced across the EU to maintain high driving standards and improve road safety and is designed to boost driver’s knowledge and skills initially and continuously develop driver knowledge throughout a drivers Vocational Career.

All professional bus, coach and lorry drivers must work towards holding a Driver CPC Driver Qualification Card to drive one of these vehiclesfor a living.

New LGV/PCV licence holders who drive for a living need Initial Driver CPC

Existing licence holders must complete 35 hours

Driver CPC Periodic Training

Once I’ve passed my initial qualification, is that it?

No! Your Initial Driver CPC last for 5 years. To renew your Driver Qualification Card, you will need to complete 35 hours of periodic training every five years, before the expiry date to continue to drive professionally.

However, if you are gaining a LGV C1 licence to become an ambulance technician or paramedic, once you have completed your blue light training you won’t need to undertake Driver CPC Periodic Training or gain a DQC (unless you decide to take up C1 driving as a vocation).

Check how many hours of Driver Certificate of Professional Competence (CPC) training you’ve done and check which courses you’ve attended:

How will it affect me?

If you obtained your UK car licence after January 1997, you need to passInitial Driver CPC tests to get a Driver Qualification Card which you must have to be able to drive professionally and work as a lorry, bus or coach driver on lorries of 3.5 tonnes and upwards, and/or minibuses with 9 seats or more.

Drivers of minibuses with a ‘not for hire or reward’ (Code 101) licence will have to take the initial qualification should they wish to drive professionally.

Drivers with an LGV licence who want to gain the PCV Licence or drivers with a PCV licence who want to gain a LGV licence(unless they hold C1 already) WILL need to undertake the Initial Driver CPC.

Initial Driver CPCmeans passing a Case Study 2 theory test and a practical Safety Demonstration testModule4, whichare on top of the theory tests (multiple choice)and practical driving test.

Once you have passed all tests, you will receive the DQC and you will need to complete 35 hours periodic training over the following five years to keep your Driver CPC Qualification (Ideally; 7 hrs every year)

If you have an LGV licence and want to gain a PCV licence, or if you have a PCV licence and want to gain LGV licence (unless you hold C1 already) you will also need the Initial Driver CPC.

We provide Initial Driver CPC TrainingCase Study 2 & Module 4 for drivers who have passed their test after 2008/9; ask for details

Beware – Some providers do not offer Initial Driver CPC Training. Some don’t even mention you’re going to need a Driver Qualification Card before you can start work as a vocational driver or tell you the extra charges involved.

When to take

Driver CPC Periodic Training

To work as a driver for your living, all Bus (PCV) /Coach (PCV) and Lorry (LGV) drivers who obtained their car licence after January 1997 (and with only category B entitlement) MUST pass all four modules (five tests) to be able drive for a living. However, it is still possible to just obtain your LGV/PCV driving licence (three tests) if you don’t need the licence to drive as a vocational driver.
Driver CPC Law is in effect. If you have not completed 35 hours before September 2013 for PCV or September 2014 for LGV, you won’t be able to work as a paid driver. You could face a £1000 fine for working as a professional driver without a Driver Qualification Card. It is illegal to drive as a professional driver without a DQC.

After you have passed all 5 modules you will be sent a Driver Qualification Card (DQC) which is issued without charge.

Your DQC is sent to the address on your driving licence. So, keep your details up to date with DVLA. You must carry your DQC whilst driving and there will be penalties if you are found to be driving professionally without one. If your DQC has been lost, stolen, or damaged, what you must to is report it to the DSA within 7 days and apply for a replacement. You must also report your card lost or damaged to your employer.

You will have to pay a fee for a replacement card.

Having Driver CPC through 'acquired rights'

You could have the Driver Certificate of Professional Competence (CPC) through ‘acquired rights’ if you’re already a professional lorry, bus or coach driver.

This means that because you’ve already been working as a lorry or bus driver, your experience is counted as the same as taking the Driver CPC initial qualification.

You’ll still need to do 35 hours of periodic training every 5 years to keep your Driver CPC.

Who has ‘acquired rights?’

You’ll have ‘acquired rights’ if you’re a:

  • lorry driver and got your vocational licence (C, C1, C+E and C1+E) before 10 September 2009
  • bus or coach driver and got your vocational licence (D, D1, D+E and D1+E) before 10 September 2008

You don’t have ‘acquired rights’ if you have a D, D1, D+E or D1+E licence with ‘not for hire or reward’ or ‘101’ on it. You’ll need to pass all 4 parts of the Driver CPC initial qualification to be able to drive professionally.

Periodic Training should have been completed by:

If you’ve got your Driver CPC by ‘acquired rights’ you must do 35 hours of periodic training by:

  • 9 September 2013 if you’re a bus or coach driver
  • 9 September 2014 if you’re a lorry driver

Bottle Neck Looms in 2018 / 19

The government has confirmed it has no plans to repeal the Driver CPC legislation, and the periodic training process is continuous and must be undertaken during the five-year validity period which starts when each Driver CPC card is issued.

Many people think they can run their card to the end and then start training.... but they are all going to want training at the same time, while some think that Brexit will see it kicked into the long grass... It won't be.

"In fact, if Driver CPC is reformed post-Brexit, then there is more likely to be an end to the policy of making the training attendance-only: there may be basic testing to ensure the training had been comprehended. At the moment, we have candidates who can speak very little English being 'trained', but there's nothing we can do about it.

We've also noticed that JAUPT (the Driver CPC training standards body) is getting very hot on renewing courses: they are even asking for mid-term changes to courses that they are running.

"These factors, combined with the current shortage of training candidates, means that capacity is being lost as trainers go out of business, if demand picks up abruptly in 2019, there won't be capacity to meet it. "Only the big companies seem to recognise DCPC is here to stay".
