A.Public Participation
Mrs Wilson addressed Members to report that post-boxes in the area had been recently painted aside from the one outside of the old Post Office in Horse Street and could STC report the matter to the appropriate authority? Action – Clerk.
Mr Wilson addressed Members to report increased fly posting in the area and whose responsibility it was to remove posters etc. Members responded that posters on private buildings were the responsibility of the landowners.
Mr Tesdal addressed Members as he had concern with regard to constant, excessive speeding in Old Sodbury. It was thought the overtaking lane promoted the offence to speeds in excess of 50mph in a 30mph zone. He sought advice on a way forward and Cllr Creer confirmed he would refer the matter to SGC and take relevant contact details from Mr Tesdal at the end of the meeting. In addition, the matter should be referred to the local Speed Watch group. Mrs Wilson added that she had a document from SGC thatstated they would review the 30mph in the area.

0382Reports from South Gloucestershire Councillors on matters relating to the Parish and not included on the Agenda
Cllr R Creer updated with regard to (1) the West of England Joint Spatial Plan (JSP). Five locations in South Gloucestershire had been identified as Strategic Development Locations, notably “Northwest Yate and South Chipping Sodbury”. Members were encouraged to attend a drop-in event on Wed 4 October at Chipping Sodbury Town Hall from 2-8pm. (2) Members Awarded Funding (MAF) had now been allocated.
0383Reports from representatives from other bodies on matters relating to the Parish and not included on the Agenda
Cllr Rumney reported attendance at the AGM of Avon Local Councils Association (ALCA). Agenda items included an update on the Consultation proposals for Junction 18A and “Parishes on-line”, a mapping software used by BANES.
0384Approval of Minutes of Full Council Meeting on 11th July 2017
Resolved the Minutes of 11th July 2017are approved and signed as a true andaccurate record of the meeting and signed by the Chairman.
0385Matters Arising
The Clerk confirmed the date for 2018 Sodbury Sportive had been changed to take account of the “Sodbury 800” celebration on The Ridings.
Cllr O’Rourke updated with regard to the ‘Tour of Britain’ (road cycling race) and that he had been invited to take part in a conference call to look at a route for 2018.
0386Finance – Payment of Accounts
Resolved that the schedule of payments and Bank Reconciliation wereapproved.It was noted that there were no cheques to sign.
Cllr Creer was thanked for the £1000 grant from MAF towards the 800th Celebrations.

- Road Closure Application – Sodbury Slog on Sunday 12th November 2017 – 11:20-11:50 closure of Horton Road between Portway Lane and Sodbury Common - Members agreed to the road closure.
- South Glos Council – Pharmaceutical Needs Assessment (circulated to all members for completion) - Members encouraged to complete the Consultation.

0388800th Anniversary Celebrations
The Clerk reported that she was in receipt of three quotations in relation to the appointment of a company to organise the event in August 2018. To comply with due diligence, it was Resolved that the quotations be circulated to Members and the matter reviewed at October’s Full Council meeting. In addition, it was Resolved that a sub-committee be appointed (Cllrs Gibson, Lewis, Rumney and Williams) who would report back to Full Council. Once Members had considered the quotations and an organisation appointed, consideration would be given to submitting an application to the Heritage Lottery Fund. In the meantime, letters of support from the community, eg schools, churches, Chamber of Commerce would be prepared and distributed.
0389Chipping Sodbury Library
Following discussion, it was Resolved that the Service Level Agreement be approved in principle subject to spelling amendments.
It was noted that the Clerk had put in a lot of work to get to this stage and Members thanked her.
The official opening of the library would take place on 7th October from 10am – 1pm and Members encouraged to attend. Invitations would be sent to local organisations.
0390Electoral Review of South Gloucestershire
Cllrs Boon and Creer declared an interest and left the room whilst discussion took place. Documentation relating to the Review had been distributed via e-mail. A discussion took place and it was Resolved to respond as follows… Members have read the proposal put forward by the Local Government Boundary Commission and consider it to be working well the way it is and propose it remains the same. To make changes would be a step against the democratic system.
0391M4 Junction 18a Link Study
Following circulation of documentation, the Clerk encouraged Members to attend the local roadshows. A formal response would be submitted at October’s Full Council meeting.
0392Items of Report
Cllr Ball reported that following the mugging incident in Horseshoe Lane, £1000 had been raised for the elderly gentleman in question.
Cllr P Whittle reported that he did not consider the 20mph scheme in the High Street a success. Cllr O’Rourke added Horse Street residents complained of speeding cars and inconsiderate parking. At a recent Community Engagement Forum, the police had recommended that photographs, to include registration numbers, should be passed to them. Cllr Creer added that, on the whole, the 20mph scheme had lowered speed.
Cllr W Whittle reported attendance at a meeting with Waitrose Manager, the Clerk and Cllr Rumney with regard to anti-social behaviour in the car park. They were supportive of the problem and would look into what they can do to alleviate the situation.
Cllr Allen reported (1) that nominations for Chair and Vice Chair of the Community Engagement Forum were open and application to be made via SGC, (2) a complaint had been received with regard to a kerb in Hounds Road and Cllr Allen confirmed she would forward photographs and the matter would then be reported to SGC.
Cllr O’Rourke reported an assault had taken place outside of The Squire and the police were involved.
