PROPOSALS FOR CONSIDERATION BY THE COUNCIL.

3(i) /

Depreciation of Reserved Funds. SH: Purchase of 4 Nos. Tempos conforming to EURO 11 norms for Water Supply Division.

/ Resolved by the Council that administrative approval & expenditure sanction is accorded to the preliminary estimate amounting to Rs.19,80,600/- for purchase of 4 Nos. tempos conforming to EURO II norms on DGS&D Rate Contract from M/s Tata Engineering and Locomotive Co. Ltd. Approval is also accorded for making advance payment by cheque/demand draft in favour of “Tata Engineering Locomotive Co. Ltd.”

Environmental Improvement along road and nallah. SH: Installation of 8 Nos. tube well for Horticulture in NDMC area.

Technical maintenance of SWD system in NDMC area during 2002-2003. – Annual estimate thereof.

Running and maintenance of booster pumps and tubewells in NDMC area during 2002-03 - Preliminary Estimate thereof.

Strengthening and Resurfacing of roads in NDMC area. SH : Improvement of Bhagwan Dass Road.

/ Resolved by the Council that action taken to accept the lowest offer of M/s Preeti Constructions at their tendered amount of Rs.12,12,487/-, which works out to 18.39% below the estimated cost of Rs.14,85,687/-, is approved.

Establishing 33 KV Indoor S/S at the place of old 33 KV sub-station Connaught Place and augmentation of its transformer capacity.

Maintenance of parks and gardens during the year 2002-2003.

/ Resolved by the Council that administrative approval & expenditure sanction to the preliminary estimate amounting to Rs. 1.25 Crores is accorded for maintenance of parks & gardens in NDMC Area during 2002-2003.

Purchase of Auto Clave and Micro wave Shredder for CHARAK PALIKA HOSPITAL, Moti Bagh , New Delhi – Preliminary Estimate thereof.

/ Resolved by the Council that administrative approval & expenditure sanction to the preliminary estimate of Rs. 50 Lacs (Rs. fifty lacs) for the purchase of Auto Clave and Shredder and for undertaking Civil and Electric works required for their installation is accorded.

Applications for pre-qualification for the work “Security and Traffic arrangements at NDMC Building/Premises.

/ Resolved by the Council that the proposal for empanelment of six firms mentioned at Sl. No. 1 to 6 above for the work “Security and Traffic Arrangements at NDMC Buildings/Premises is approved.

Investment policy of NDMC : Minutes of the meeting held under the said policy of the Council laid down by Resolution No. 3(iii) dated 5th November, 1996.

/ Resolved that option as given at para 8(ii) is approved. On the suggestion of Sh. Ram Bhaj, Vice-Chairperson, it is further decided that similar type of cases be also got surveyed in case of other Mini Markets and examined for consideration of the Council for further action.

Resolved by the Council that revised administrative approval & expenditure sanction to the revised estimate amounting to Rs.12,77,671/- with a net excess of Rs.5,10,371/- is accorded.

Imp. to Palika Niwas Housing Complex. SH : P/F C.C. interlocking pavers at Palika Niwas, Lodhi Colony. Approval of Preliminary Estimate thereof.

Resolved by the Council that administrative approval & expenditure sanction to the preliminary estimate amounting to Rs.10,69,600/- is accorded.

Const. of Stadium behind N.P.Boys Sr. Secondary School, Mandir Marg, New Delhi. -Tenders Thereof -

Resolved by the Council that the offer of the lowest tenderer M/s P.K. Contracts at their tendered amount of Rs.24,20,581/- which works out to 8.5% below the estimated cost of Rs.26,46,487/-, is accepted. It was further decided that the letter of acceptance be issued in anticipation of confirmation of the minutes.

3(xvii) / Augmentation of sewerage in various NDMC area augmentation of sewer line from Nayay Marg to Shanti Path near USA Embassy, Netherland Embassy and from Niti Marg to Shanti Path near U.K. Embassy – Tenders thereof. /

Resolved by the Council that the offer of the lowest tenderer Shri Radhey Shyam at his quoted rates of 42.75% above the estimated cost of Rs.18,01,756/-, with the tendered amount of Rs.25,72,007/-, is accepted. It was further decided that the letter of acceptance be issued in anticipation of confirmation of the minutes.

3(xviii) / Const. of Navyug School, Gole Market DIZ Area, New Delhi. /

Resolved by the Council that administrative approval & expenditure sanction to the preliminary estimate amounting to Rs.6,47,13,000/- is accorded.

3(xix) / Strengthening of Hospital Services at NDMC Hospital, Moti Bagh. SH: Design, detailing, engineering, fabrication, supply, erection, laying of pipes and commissioning etc. complete of 1 No. effluent treatment plant of capacity 125 KL per hour at C.P.H. Moti Bagh on turnkey basis. /

Resolved by the Council that administrative approval and expenditure sanction is accorded for the work “Strengthening of Hospital services at NDMC Hospital, Moti Bagh (SH: Design, Detailing, Engineering, fabrication, supply, erection, laying of pipes and commissioning etc. complete of 1 No. effluent treatment plant of capacity 125 KL per hour at C.P.H. Moti Bagh on turnkey basis) amounting to Rs.43,26,000/- (Rs. Forty Three Lacs Twenty Six thousand only).

3(xx) / Terms and Conditions of Electricity Tariff for the supply of Electricity in NDMC Area. /

3(xxi) / Parking problems at Gurudwara Bangla Sahib. /

Resolved by the Council that parking at Bangla Sahib Gurudwara, be constructed by NDMC with parking charges at par with the Palika Parking, Connaught Place, retaining it’s ownership rights.

3(xxii) / Policy for licenceable trade in stalls in NDMC Area. /

Resolved by the Council that the policy for licenceable trade, as proposed in the preamble, is approved to the effect that it will be uniformly applied to all stalls/Markets.

3(xxiii) / Strengthening & Resurfacing of roads in NDMC area. Improvement to 'C' Point Circus at India Gate with sand stone pavement. /

Resolved by the Council that the negotiated offer of the lowest tenderer M/s R.K. Sharma & Co. at their negotiated amount of Rs.14,01,172/-, which works out to 162.69% above the estimated cost of Rs.5,33,392/- is accepted. It was further decided that the letter of acceptance be issued in anticipation of confirmation of the minutes. It was further resolved that revised administrative approval & expenditure sanction for Rs.14,01,172/- is accorded.

3(xxiv) / Improvement to "Palika Services Officers Institute" PSOI (Palika Club) Nehru Park, Satya Marg. SH: Additional Alteration at PSOI, Nehru Park. - Preliminary Estimate Thereof - /

Resolved by the Council that administrative approval & expenditure sanction to the preliminary estimate amounting to Rs.25,11,600/- for Civil works is accorded.

3(xxv) / Rehabilitation of School Lane Flyover, New Delhi. - Revised Administrative Approval and Expenditure Sanction thereof - /

Resolved by the Council that revised administrative approval & expenditure sanction to the preliminary estimate amounting to Rs.1,81,00,000/- is accorded.

3(xxvi) / Hiring of Raid vans, Trucks and Cranes for Enforcement Deptt for the year 2002-03. /

Resolved by the Council that the bids of the lowest tenderers at the negotiated rates are accepted and the letters of award may be issued to these tenderers as the terms of the present contract is going to expire on 30.09.2002.

3(xxvii) / Recruitment Rules for the post of M.O.H. /

3(xxviii) / Improvement to various Commercial Complexes. SH:-Repair of damaged caused due to Earthquake at various floors of Lok Nayak Bhawan, Khan Market. - Approval of Tenders thereof- /

Resolved by the Council that offer of the lowest tenderer M/s India Guniting Corporation at their tendered amount of Rs. 14,08,540/- which works out to 2.34% above the estimated cost of Rs.13,76,322/-, is accepted.

3(xxix) / S/R of roads in NDMC area. SH: Construction of walkway at Balwant Rai Mehta Lane and Pt. Ravi Shankar Shukla Lane and widening of Balwant Rai Mehta Lane. – Preliminary Estimate - /

Resolved by the Council that administrative approval & expenditure sanction to the preliminary estimate amounting to Rs.14,84,000/- is accorded.

3(xxx) / Imp to lawns by construction of brick wall with M.S. Railing and entry gates at I, II & III Cross Road (between Africa & I-Avenue, Sarojini Nagar). - MLA’s Funds /

Resolved by the Council that the offer of the lowest tenderer Shri Surrender Kumar Goel at his quoted amount of Rs.14,34,010/- which works out to 10.78% below the estimated cost of Rs.16,07,247, is accepted.

3 (xxxi) / Restructuring of Electric / Civil Engineering and Horticulture Department and upgradation of pay scales of Chief Engineers. /

Resolved that the pay-scales of Chief Engineers Civil & Electric Departments are revised with immediate effect and one post of SE(Elect.) is upgraded in the scale of Rs.16,700 – 22,100 as has been proposed in the preamble at Sr. no. (a) and (b).

3(xxxii) / Recovery of the electricity/water dues by allowing one time rebate on surcharge. /

Resolved by the Council that last date for filling of application for availing 50% rebate on surcharge in terms of Resolution No. 3(xiv) dated 8.8.2002 be extended up to 31st October, 2002. The last date for depositing the dues after availing the rebate shall remain 31st December, 2002. Further resolved that a public notice to this effect be again given in the daily newspapers to give wide publicity to this scheme.

ITEM NO. 3 ( i )

TO REVIEW- THE RESERVATION QUOTA TO SC’S & ST’S IN CASE OF SHOPS / STALLS

A letter has been received from Mridual Jain, Director National Commission for SC/ST Lok Nayak Bhawan Khan Market, New Delhi on the subject for enhancement of reservation of quota for SC/ST in proportion to their population percentage (Copy of the letter enclosed is at Annexure at page – 16 ). It has been stated in the letter that the commission receives several representation from SC/ST’s in the matter pertaining to service safe guard Socio Economic Development & other related issue where the people belongs to SC/ST communities are reportedly being deprived of the benefits according to them.

2. In this connection and with a view to examine the representations on allotment of shop in Palika Bhawan Sh. V.K. Chaudhary Member National Commission for SC/ST convened a meeting on 6.8.2002 in his chamber with Sh. M.L. Rangay, Director (Estate), NDMC. During discussion Hon’ble Member observed that the Reso. No.29 dated 14.1.72 provides reservation to the extent of 12.8% in allotment of stalls Kiosks, and shop to the member as per procedure laid down by the NDMC. It has further been directed that Govt. Of India reservation rules provides 15% reservations for SC’s and 7.5.% for ST. They have recommended that the reservation quota for SC & ST needs to be reviewed by the NDMC and requested that the NDMC may put up the proposal before the competent authority for consideration and make necessary amendment in the current resolution for its implementation.

3. In this connection it is submitted that a D.O. letter from the Director of Estate, Govt. of India regarding reservation in NDMC properties was received and accordingly, the Committee vide its Reso. No.29 dated 14.1.72 resolved that 12.8% quota of stalls, kiosks and shops which may become available for allotment hereafter be reserved for allotment to members of SC community on payment of economic rent by draw of lots.

4. Thereafter in May 1994 Gazette was published by the authority of Delhi Government wherein the following reservations were made as possible in respect of properties allotted by the NDMC.

a.  12.5% reserved for SC & ST.

b.  2% reserved for Physically handicapped persons

c.  2% reserved for War widows
