WELCOME

The Chair welcomed Members and Officers to the meeting of the Grants Working Group.

Details of the applications received were submitted, whereupon it was

RESOLVED to recommend that the following grants be made:-

VOLUNTARY SECTOR SCHEME (V.S.S.)

The Leisure Services Manager advised that the Voluntary Sector Scheme allocations were awarded in the previous Grants Working Group meeting, and a balance of £18,450 is remaining in the fund.

An application has been received to the Voluntary Sector Scheme from the Market Hall Cinema Trust. The Market Hall Cinema Trust is a charitable enterprise set up to maintain, operate and improve the provisions and services provided by the “longest continuously running cinema in Wales”. This organisation will be managing the operation of the cinema and in order to do this, they need to purchase a digital projector for the cinema as 35mm film will not be available shortly. The digital projector will cost approximately £33,810 to purchase. Should Members agree to award the remaining £18,450 from the Voluntary Sector Scheme, Leisure Services will contribute £9,500 from their reserves. This leaves a shortfall of £5,400, which the Leisure Services Manager is requesting be allocated from the 2014/15 Voluntary Sector Scheme budget. Leisure Services would purchase the equipment and look to transfer as an asset in due course.

The Leisure Services Manager provided Members with a verbal background on the set-up and organisation of the group.

The Leisure Services Manager confirmed that all necessary documentation has been completed by the organisation under Community Asset transfer arrangements. Their business case is very encouraging and the Terms of Reference has been signed off for them to take possession from 31st May 2013. The Terms of Reference states that the organisation will have a repair lease for the internal side of the building. The building and major plant will remain with the Local Authority, which is not uncommon. The intention is for the organisation to move toward a full repair lease of the building in future years.

Councillor W.J. Williams stated that cinema is an asset to Brynmawr and Blaenau Gwent and would fully support this application. Councillor J. Morgan gave his support for the application as it is a perfect example for alternative service delivery, which Leisure Services is currently exploring.

RESOLVED to recommend that the application for funding be approvedand award the remaining £18,450 from the Voluntary Sector Scheme, Leisure Services to contribute £9,500 from their reserves and the shortfall of £5,400 be allocated from the 2014/15 Voluntary Sector Scheme budget.

The Chair recommended that a further, separate meeting be convened to discuss future policy in terms of allocation of grants from the Voluntary Sector Scheme for the future. This meeting will also provide the Citizens Advice Bureau with an opportunity to provide the Working Group with an update/feedback as part of their 3 year plan.
