APPOINTMENT OF CLEAN BEACHES TASK FORCE (CBTF) MEMBERS To review proJECTS for THE clean Beaches proGRAM CREATED BY Assembly Bill 2534
DISCUSSION
Assembly Bill 2534 (AB 2534) appropriates $46 million to the State Water Resources Control Board (SWRCB) for grants to help local agencies and non-profit organizations implement projects at California’s public beaches to meet current bacterial standards and improve the water quality of California’s coastal waters. AB 2534 also requires that the SWRCB appoint a CBTF to review proposals for funding. The Task Force must be comprised of individuals representing the breadth and diversity of coastal communities, and may recommend projects to the SWRCB for funding consideration.
AB 2534 authorizes the SWRCB to encumber money for Clean Beaches projects starting January1,2003, through December 31, 2006. Therefore, service by the members of the CBTF will be needed during this time period. Based on the Division’s experience reviewing previous Clean Beaches projects, a substantial level of effort will be needed to review the AB 2534 projects. To minimize the workload for CBTF members, the Division believes that appointed CBTF members should have the discretion to designate an individual to fulfill their CBTF responsibilities.
The Division of Clean Water Programs (Division) requested nominees for the CBTF from the coastal Regional Water Quality Control Boards and coastal County Health Departments. In addition, the Division asked the members of the Beach Water Quality Task Force (established in the Budget Act of 2001/2002) if they wish to serve on the CBTF and review the Clean Beaches projects funded by the Costa-Machado Water Quality Act (Act). The names of the nominees are listed below.
For the period beginning January 1, 2003, and ending December 31, 2006, the CBTF nominees are:

Should the SWRCB appoint the nominated candidates to the CBTF?
FISCAL IMPACT
The CBTF members are not paid a salary for their service. The CBTF is expected to meet an average of four to six times per year, during the term of the task force. Travel expenses for members of the CBTF will be reimbursed from the administrative allowance designated for the Clean Beaches program by AB 2534.
RWQCB IMPACT
None.

APPOINTMENT OF CLEAN BEACHES TASK FORCE (CBTF) MEMBERS To review proJECTS for THE clean Beaches proGRAM CREATED BY Assembly Bill 2534
WHEREAS:
- Assembly Bill 2534 (AB 2534) requires the SWRCB to appoint a Clean Beaches Task Force (CBTF) to review projects for the Clean Beaches program created by AB 2534;
- Nominations for the CBTF were requested from coastal Regional Water Quality Control Boards, coastal County Health Departments, and members of the Beach Water Quality Task Force established in the Budget Act of 2001/2002; and
- AB 2534 authorizes the SWRCB to encumber funds for Clean Beaches projects from January1, 2003, through December 31,2006.
THEREFORE BE IT RESOLVED THAT:
The State Water Resources Control Board appoints the following individuals to the CBTF. The term of service shall be for the period beginning January 1, 2003, and ending December 31, 2006. Members of the CBTF may designate an individual to fulfill their CBTF responsibilities.
