Welcome and Introductions / Carolyn Dunn, Chair, welcomed everyone and introductions were made by all.Legislative Task Force on Childhood Obesity Update / Senator Purcell joined the group to provide an overview of activities to date of the Joint Legislative Task Force on Childhood Obesity.

He shared that the Task Force had met five times (see topics on handout), was in the process of developing recommendations and would meet one or more times to finalize those recommendations. He mentioned possible recommendations might include: expanding physical education and physical activity in the schools, instituting standards for all foods sold in public schools, encouragement of joint use agreements of school facilities, promoting the farm to school program, menu labeling and fitness testing in schools. Senator Purcell mentioned that the committee had received a lot of information about a soda tax. He also emphasized that there was no one answer to solving the obesity problem in NC and that we must all work together to address the problem. He invited the group to provide their thoughts on what recommendations could be made by the task force.
ESMM LT Ad Hoc Committee Updates / Advocacy/Policy Committee – Greg Griggs
The Policy / Advocacy Committee have been working on “one-pagers”, which will provide more in-depth information, for each of the policies listed in the ESMM Policy Strategy Platform. The ESMM Policy Platform has been widely distributed and is being used by the Governor’s Office, the Legislative Obesity Task Force, and the NC Alliance for Health. Also, the committee responded to a request by the Legislative Task Force to develop a comparison of the NC and Arkansas efforts to address obesity in schools.
Key Measures Committee– Jenni Albright
Key Measures Committee met a couple times in the fall/winter and accomplished the following:
•Decided on focus areas. They will focus on measuring progress on policy/environmental changes related to (1) discouraging consumption of sugar-sweetened beverages and (2) increasing opportunities for extracurricular physical activity
•Compiled a table of key measures for these two focus areas, based on the knowledge and experience of committee members.
In order to get additional ideas for potential key measures from ESMM Leadership Team partner organizations, they invited ESMM LT members to complete an online survey in January and February. 33 people responded with ideas for data sources related to policy and environmental changes relevant to both focus areas – decreasing sugar-sweetened beverages and increasing access to physical activity.
Key Measures Committee will meet once in April and again in May. They will look at the survey results, gather more information about these data sources, finalize their table/list of key measures, and finalize a plan and timeline for reporting key measures data to the ESMM Executive Committee and ESMM Leadership Team by the end of calendar year 2010.
Surveillance Committee– Sarah Langer
The Surveillance Committee met twice in the fall/winter and accomplished the following:
•Familiarized themselves with the ESMM Plan and agreed that to fulfill their charge some additional expertise was needed.
•In January they held a Surveillance Retreat with both committee members and technical experts in the areas of nutrition, physical activity, breastfeeding and weight status. These included Division of Public Health and University employees as well as our partners from NCAAHPERD.
They determined what questions they wanted asked on 2011 survey instruments to complete their monitoring of this current ESMM Plan which will be reported out at the end of 2012. They focused on existing data and their ability to capture trend data and then used the materials and notes from this meeting to create a Surveillance Plan.
Next step: The Surveillance committee will meet this spring to discuss reporting and how data will be shared. The final Surveillance Plan will be submitted by June 2010.
National Physical Activity Plan Update / Dr. Russ Pate, Chair of the National Physical Activity Plan Coordinating Committee and Professor, University of South Carolina Arnold School of Public Health, presented on the development and coming release of the National Physical Activity Plan (See power point presentation)
What Do These Recommendations Mean For NC? / Jimmy Newkirk, Physical Activity Coordinator, NC Division of Public Health, gave an overview of what the Recommendations mean for NC:
The National Physical Activity Plan will be very much “in line” with the Eat Smart Move More NC Plan. This national validation of our work provides each of the ESMM partners an opportunity to communicate the importance of the NC plan to their partners and constituents. Additionally, we can inform our national partners and supporting agencies of the importance of the forthcoming National Physical Activity Plan. In the coming year, we can use the National Plan as a reference for updating the ESMM plan which expires in 2012.
