The Daviess County Commissioners met Monday August 26, 2013 at 9:00 A.M. in the Commissioners’ Room at the Daviess County Courthouse with President Anthony WIchman, Vice-President Michael Taylor and Secretary Larry Wilson present.
President Anthony Wichman called the meeting to order.
MINUTES
Minutes of the August 12, 2013 meeting were approved as mailed per a motion made by Michael Taylor. Larry Wilson seconded the motion. Motion passed unanimously.
PLAQUE PRESENTATION
President Anthony Wichman, on behalf of the Daviess County Board of Commissioners, presented Tom Underwood with a plaque of recognition for twenty five years of dedicated service. Mr. Underwood will be retiring from his position as Custodian from the Courthouse at the end of the week. Mr. Underwood thanked the Commissioners and introduced his replacement, Scott Schnarr.
WESTGATE @ CRANE AUTHORITY RESOLUTION 2013-4
Marilyn Hartman, Greene County attorney spoke regarding the proposed Resolution approving road construction with Westgate @ Crane Authority, Inc. and the Daviess County Board of Commissioners in which the Authority will purchase the materials and transfer to Daviess County to be used in the construction of public roadways within the Daviess County portion of the Park to promote economic development within the Park. Larry Wilson made the motion to approve Resolution 2013-4. Michael Taylor seconded the motion. Motion passed unanimously. Document
ROAD CONSTRUCTION AGREEMENT
Along with Resolution 2013-3, a Road Construction Agreement was also presented outlining the cooperative efforts to undertake the roadway improvements within the Tech Park at Westgate.
Michael Taylor made the motion to approve the Road Construction Agreement. Larry Wilson seconded the motion. Motion passed unanimously. Document
GREENE COUNTY REGIONAL SEWER DISTRICT
Hal Harp, Greene County Regional Sewer District, Marilyn Hartman, Green County Attorney and Greene County Commissioner Rick Graves presented a report on initial rates and charges along with information on how the rates were assessed and a copy of the lease agreement. Mr. Harp stated that rates are based on what it takes to run the sewer district and a rate study has been completed. It was noted that an additional surcharge of $11.00 on customers residing outside of Greene County is being recommended to cover the cost of lift stations. Ron Arnold, Daviess County Economic Development Corporation stated that he would like to see the rates based on usage but understands that this is the way it has to be done for the time being. Dennis Helms, Daviess County Survey also discussed the sewer and water line that Daviess County paid for when Crane Federal Credit Union was constructed stating in his opinion the system should be dedicated to the Greene County Sewer District as owners and also the water line should also be dedicated to Eastern Heights Water Company. HIGHWAY
Linco Drive – Sheldon Graber
Sheldon Graber, Destination Yachts requested release on the name of Linco Drive from the Commissioners and Highway Department. This is a private drive and the new owners would like to change the name of the drive as they look at future development. A discussion was had regarding the choices that would benefit all involved, a more benign name, not after one particular business or person. Phil Cornelius, Daviess County Highway Department Supervisor after reviewing the drive said that 140 W would be a very user friendly change. Larry Wilson made the motion to remove the name Linco Drive as requested and rename the drive as recommended by Phil Cornelius to 140 W. Michael Taylor seconded the motion. Motion passed unanimously.
RTC Communications – Gary Webb & David Webb
David Webb, RTC Communications requested permission for right of way usage on 6 different projects where RTC is replacing copper with fiber, an upgrade for their customers in the Alfordsville, Montgomery areas. The proper permits have been submitted and Tom Ash, Daviess County Highway Department has reviewed the project plans. Phil Cornelius, Daviess County Highway Department Supervisor recommends the Commissioners allow the permits to proceed acknowledging that RTC Communications is easy to work with. Larry Wilson made the motion to approve the requests. Michael Taylor seconded the motion. Motion passed unanimously.
PAYROLL DOCKET DATED 8-9-13
Michael Taylor made the motion to approve the payroll docket dated 8-9-2013. Larry Wilson seconded the motion. Motion passed unanimously.
CLAIMS DOCKET DATED 8-28-13 & 9-3-13
A motion was made by Michael Taylor to approve the claims dockets dated 8-28-2013 & 9-3-2013. Larry Wilson seconded the motion. Motion passed unanimously.
