Children & Learning - Middlesbrough Learning Partnership

Secretariat support for the Children & Learning Theme and its associated sub groups.
2. (Narrowing the Gap – Strand 1) Vocational Support Programme £500,000
To raise the standards of underachieving students aged from 11 to 16. Specialist support helps them gain higher grades in school than they might otherwise have expected.
3. (Narrowing the Gap – Strand 2) Developing the Capacity to Deliver £470,000
To support the raising of attainment levels at Key Stage 3 and Key Stage 4.
4. (Narrowing the Gap – Strand 3) Guidance and Support £400,000
Improvement of the learning, personal and social development of pupils at Key Stage 3 and Key Stage 4 by developing guidance and support provision for pupils and parents.
5. Promoting Middlesbrough as a Learning Community £150,000
Promotion of the value of learning and achievement by engaging with adults who would not traditionally return to learning and those who are parents of children currently in school.
6. Children and Young People’s Support Service (ChYPSS) £197,271
To develop systems and working practices to support the co-ordination of services for vulnerable children and young people aged between 0 – 19 years.
7. Common Assessment Framework £59,163
To work towards the cohesive and successful implementation of the ‘Common Assessment Framework’ in Middlesbrough.
8. Engagement of Children and Young People £63,000
Develop innovative and creative strategies to engage children and young people. This will ensure that the most vulnerable and hard to reach groups are fully engaged.
9. Every Child Matters £58,500
Support for Children, Families and Learning and its partners, through the Children & Young People’s Strategic Partnership and inter-agency planning, to meet the Governments ‘Every Child Matters’ agenda and the legislative requirements set out in the Children Act 2004.
10. SECOS £75,000
Identify and prevent the sexual exploitation and abuse of children/young people through prostitution whilst promoting health and well being. Ultimately, the project aims to facilitate their exit and recovery from the lifestyle.

11. Athletics & Physical Activities £32,090
Promote engagement in physical activity for disaffected communities to reduce crime and anti-social behaviour whilst strengthening community cohesion.
12. C Card Condom Distribution Scheme £40,000
A condom distribution scheme targeting young people at risk of teenage pregnancy, providing free condoms and sexual health advice.
13. Dual Diagnosis £50,000
Ensure that people with concurrent mental health and substance misuse needs do not fall between services and are engaged by relevant agencies.
14. East Middlesbrough Health Response £46,000
Undertake Health and Social Care checks with the over 75s to identify Health and Social Care needs at the preventative stage.
15. Families First £237,000
A multi-disciplinary service offering assessment, treatment and support to parents with drug and alcohol use where children may be at risk of being taken into care.
16. Independence Network £88,000
Reduction of the number of tenancy breakdowns amongst young people between 16-25 years old who are not Care Leavers but who say they are homeless.
17. Independent Living for Older People £115,695
Development and delivery of a range of low-level preventative services to older people, preventing or delaying the need for more intensive caring.
18. James Cook A&E Alcohol Service £70,000
Provision of early intervention and support to alcohol misusers, who have been admitted to the A&E unit or hospital wards.
19. Physical Activities £61,000
Promotion of participation in sport and physical activity for people with disabilities and drug dependency issues, improving health, inclusion, fitness, independence and life expectancy.
Creating Safer & Stronger Communities
20. Active Intelligence Mapping Unit £90,000
Enable targeted deployment of resources to arrest and deter criminals, gather intelligence and reassure the public. It provides a greater understanding of the localised demands on public services.
21. Alcohol Arrest Referral £228,000
Assessment of offenders where alcohol is seen as a contributing factor to the crime committed and subsequent referrals to appropriate services.
22. Anti Social Behaviour Officer £30,000
To work on behalf of the partnership in the development of anti-social behaviour order applications and the process in respect of breaches.
23. Boro Buzz £40,000
To engage young people in activities and events to reduce anti-social behaviour, especially those likely to become involved in crime and anti-social behaviour.
24. Community Cohesion £35,000
Promotion of Community Cohesion between ethnic groups and monitoring the impact of tensions, threats and prejudices that result from the fear of terrorism.
25. Community Monitored Response Alarms £93,555
Provision of a monitoring and response service to 500+ intruder alarms. Constant monitoring from a control room and rapid (physical or telephoned) response to help reduce the fear of crime.
26. Covert CCTV £33,000
Assistance in the provision of a 24-hour static CCTV service which has a permanent link to the Police and enforcement agencies.
27. Directions £135,000
Activity and issue-based programmes for young people delivered along with one-to-one counseling and support.
28. Domestic Violence Support Officer £55,000
Identification of domestic violence cases and delivery or co-ordination of the course of action to prevent repeat domestic violence incidents.
29. Families Project £166,290
Identification of support needs of all family members with particular emphasis on young people. It aims to improve skills, change behaviour and integrate families within the community.

Provision of a sporting/educational mentoring service. Teesside Basketball Club players promote health awareness strategies through “Programmes of Active Interest”.
31. Make A Change £51,000
A specialist substance misuse service for young people under the age of 19 and their families.
32. Middlesbrough Mobile Youth Project £75,000
Mobile outreach services for the disengaged. Activities and events are used as tools to tackle behavioural issues such as drinking, drug abuse, sexual health and anti-social behaviour.
33. Neighbourhood Action Areas £130,000
To work with specific priority groups to promote and encourage active participation in the voluntary sector services and play an active part in delivering cleaner, safer and stronger communities.
34. Prolific and Priority Offenders – Police Officer and Probation Officer £67,000
Employment of a police officer and a probation officer to tackle prolific offenders by working to stop their offending through offering the option of a range of supportive interventions or face a rapid return to court.
35. Prolific and Priority Offenders Strategy £30,000
Identification and monitoring of those most at risk of offending with appropriate intervention programmes.
36. Restorative Justice £30,000
Reparation of the harm caused by crime by neutralising feelings of guilt or shame, facilitating understanding of the consequences of crime and holding offenders accountable to victims for their crimes.
37. Safer Middlesbrough Partnership Co-ordinator £28,490
Support to the Safer Middlesbrough Partnership to enable it to carry out its role more effectively.
38. Shield Project (Tenant Management) £100,000
To tackle anti social behaviour and environmental crime by private rented tenants and to encourage private landlords to adopt good management practices.
39. Tackling Domestic Violence £39,000
Reduction of assault, criminal damage and wounding in the home; raising awareness of domestic violence, holding perpetrators accountable and promoting good practice.

An accredited scheme promoting environmental awareness and environmental management within schools.

Image enhancement of Middlesbrough through the cleaning and tidying of densely populated public areas.

The administration of the ‘Environmental Community Chest’ and the ‘Public Spaces Fund’. Identifying and addressing issues to improve the physical environment.
43. Respect for Middlesbrough £495,000
Joining up of the ‘Cleaner Middlesbrough’ and ‘Neighbourhood Pride’ projects. Maintenance and education programmes to promote a culture of pride in place.
44. Three Becks £36,000
Maintenance and development of the three watercourses that bisect East Middlesbrough and are flanked by popular cycle routes and pedestrian walkways.
45. Turn to Compost £16,000
The promotion of responsible and sustainable waste management.

46. Access to Employment £200,000
Provision of outreach employment information and advice to those areas geographically isolated from the main agencies within the town centre.
47. BME Path to Work £22,000
Providing the BME community with a range of employment and education support services to help maximise their chances of gaining employment.
48. Building a Better Boro £30,962
Assessment of the employability skills of the jobless and unemployed to develop a bespoke support programme suitable to an individuals needs.
49. Business Grants for Growth £170,000
Business grants of between £1,000 and £5,000 to help develop new businesses (no older than 36 months old) that employ fewer than 250 people.
50. Commercial and Business Assistance £120,000
Assistance grants to improve the look of commercial properties in public areas and thoroughfares. Renewal of lighting, signage and fascias etc with a 60% maximum intervention rate.
51. Digital City £60,000
A mentoring and advice service to help new digital media enterprises in transition from business consolidation to accelerated growth.
52. Encouraging Self Employment £20,000
Support mechanism for business creation and entrepreneurship amongst 18-30 year olds by providing grants of up to £1,000.
53. Encouraging Women’s Enterprise £21,581
Development of women’s enterprise by raising awareness and reducing barriers.
54. EVAG Effectiveness £29,750
Support to develop the Economic Vitality Action Group to enable it to carry out its role more effectively.

An arts apprenticeship scheme for young people designed to motivate and inspire tem through creative arts opportunities, skill development and building self-confidence through training and work experience.

Mediation between employers and employees to match supply and demand in the labour market. Giving businesses the right people and people the right jobs.
58. Middlesbrough Business Engagement £25,000
Development within the business community to increase involvement in the business support network, whilst providing a series of events to inspire local businesses.
59. Middlesbrough Network of Intermediaries £30,000
Building the capacity of the local community, sharing best practice, developing a co-ordinated approach to job creation and skills development, by providing an accessible information exchange for employer and client needs.

Hands-on retail training and advice in a ‘mock’ training facility with access to qualifications and ultimately employment in retail/customer service.

65. Decent Homes for Young People £30,000
To raise private and social housing in central Middlesbrough up to the decent homes standard, providing secure housing for vulnerable young people.
66. Housing Market Renewal – Middlesbrough £750,000
To meet the decent homes standards whilst supporting vulnerable people within the community and enabling NRF beneficiaries to have a better quality of life.
67. Selective Licensing Co-ordinator £42,000
Development and delivery of Middlesbrough Council’s Selective Licensing Scheme.
68. Winter Warmth Phase 2 £26,316
Engagement of hard-to-reach residents within private-sector housing, enabling them to receive the grant-funded energy efficiency improvements.
Neighbourhood Renewal Advisory Group
69. Neighbourhood Management £330,160
Develop working relations with both local communities and service providers to assist the process of regeneration in our most disadvantaged communities.

The administration of a small grants fund to enable voluntary and community sector groups contribute to neighbourhood renewal.
71. Network Inclusion £50,000
Support, development and co-ordination of the BME Network in Middlesbrough. To promote projects and BME Network links with key agencies and service providers.

72. NRF Core Team £186,000
The development, monitoring and administration of the Neighbourhood Renewal Fund Programme, liaising with service areas, partners, sponsors and the Middlesbrough Partnership.
73. Partnership Core Development £210,000
Development of the Middlesbrough Partnership in accordance with government guidance, with full and active involvement of all sectors and a strong performance management basis. This also includes support to the four Area Cluster groups.
