“The Technical Proposal must acknowledge and ensure that the monthly invoice will be submitted to the CDE on or before the last Friday of each month.
And further in the same Subtask:
The Technical Proposal must acknowledge and ensure that the successful bidder will submit an annual invoice on or before June 30 of each year that reflects all tasks and subtasks specified in the Scope of Work.
The excerpts presented above imply that the RFP requires the invoice for November 2016, for instance, to be submitted by November 25, 2106. Since vital information needed to prepare the monthly invoice (payroll reports, expense
reports, vendor invoices, etc.) would not be available at that date, could you either a) confirm that by “the last Friday” the RFP is actually referring to the last Friday of the subsequent month (Friday, December 30, 2016 for the November 2016 example) or b) indicate how the contractor is intended to submit complete and accurate invoicing without access to supporting documentation.
For the Annual invoice, similar to the monthly invoice, complete and vital information is not available by June 30. Please clarify.”

“The RFP references an EL Civics Government and History Test and an EL Civics Oral Citizenship Interview test as part of the pay-for-performance system. Please elaborate on CDE’s expectation to provide these assessments. Are these specific tests required as part of this RFP or is the intent that the awarded contractor will obtain the data from another contractor to include in the pay-for-performance system (for example collecting records from outside vendors for passing a high school equivalency test)?”
