BRISBANE CITY PLAN 2014 INFRASTRUCTURE AMENDMENTS

Brisbane City Council is planning and delivering congestion-busting roads, better ways to get from here to there, parks and other infrastructure to keep Brisbane vibrant and liveable as it continues to grow.

Our city is evolving within one of the fastest growing regions in Australia. It is important to make sure that as our city grows we maintain our high standard of infrastructure, delivered where and when it is needed and for the best value for money.

To make this happen, Brisbane City Plan 2014 (City Plan) is being amended to ensure development continues to be well-supported by new infrastructure into the future. Council is developing a Local Government Infrastructure Plan (LGIP) together with a City Plan major amendment for long term infrastructure. These plans represent more than 20 years of infrastructure delivery and include around 1000 projects worth $2 billion for stormwater, transport, parks and land for community facilities in the next 10 years alone.

How is new infrastructure funded?

Each year, Council invests millions of dollars in supporting new and upgraded infrastructure across Brisbane, including roads, pathways, bikeways, parks, community facilities and drainage. This infrastructure is needed as a result of growth and development, so is funded in part by charges to developers. These charges are capped by the Queensland Government, so the revenue is not enough to service all needed infrastructure and Council supplements these costs from other sources.

Council prioritises expenditure on a city-wide basis to ensure infrastructure is provided in a coordinated, efficient and financially sustainable manner.

What’s the purpose of the LGIP?

• Guides Council’s future capital works program and assist with long term financial and infrastructure planning.

• Provides ongoing transparency about Council’s plans for the provision of infrastructure to support growth and residents across the city.

• Ensures that infrastructure is planned and provided for in an efficient and coordinated manner, and aligns with growth and development provided for in City Plan.

• Allows Council to continue to levy infrastructure charges on new development and impose conditions about trunk infrastructure.

The types of infrastructure included in the LGIP

Stormwater

The LGIP includes land and works that service broader catchments and multiple land owners, including:

• closed conduits and culverts

• concrete-lined channels and constructed natural channels

• waterway rehabilitation

• Stormwater Quality Improvement Devices (SQIDs).

Transport – roads, pathways, ferry terminals and bus stops

The LGIP includes land and works required for major roads such as:

• road works

• major intersections and traffic signals

• road drainage, culverts and kerb and channel

• pedestrian footpaths and on-road cycle lanes

• land for indented bus bays

• street lighting

• traffic control and information signage

• bridges and open level crossings.

Infrastructure for the pathways and ferry terminal networks is also included, such as:

• cycle routes and Riverwalk

• works for infrastructure contributing to additional ferry capacity or providing immediate access to

a terminal.

Public parks

Brisbane has a diverse range of accessible, safe, functional and well-maintained public parks.

As Brisbane continues to grow, the public parks network will expand and improve to provide new sport and recreation facilities, as well as help us enjoy the great outdoors. Public parks in the draft LGIP comprise the following types of local, district and metropolitan parks:

• sport

• recreation (including botanic gardens, arboretum and urban commons)

• corridors (access and recreation)

• nature recreation.

Parks contain a range of features depending on the type of park, size and location. Improvements and upgrades may include barbecues, playgrounds, seating, paths, dog off-leash areas, half courts, skate facilities, fitness equipment, garden beds, lighting, fencing, BMX tracks, toilets, shade trees, shade structures and water features.

Land for community facilities

The purpose of the land for community facilities network is to provide an accessible network of land

set aside for community facilities to meet the needs of Brisbane’s population.

The types of community facilities planned for by this network may include:

• community meeting spaces and community halls

• facilities to support the operation of community groups, their activities and services

• public libraries

• visual arts space and galleries

• performance and rehearsal space

• indoor sport or court facilities

• public swimming pools.

City Plan major amendment for long term infrastructure (beyond 2026)

With a vision that looks to the future, planning for and delivering Brisbane’s infrastructure beyond 2026 is a key focus for Council. To make this happen, City Plan is being amended to show the planning for long term infrastructure and preserving Council’s ability to deliver this infrastructure in the future.

The purpose and benefits of the major amendment include:

• providing certainty on long term infrastructure requirements (that Council has previously identified as necessary to support future development) to enable efficient decision-making by Council, landowners and developers

• helping preserve Council’s ability to deliver long term infrastructure such as roads, pathways, public parks, land for community facilities and drainage, important to the continued liveability and financial sustainability of Brisbane

• maintaining infrastructure commitments made with local communities through neighbourhood plans

• clarifying the implementation of the Sustainable Planning Act 2009 for development to provide

payment of additional trunk infrastructure costs.

How do you check if a property is affected by planned infrastructure?

Visit brisbane.qld.gov.au and search ‘draft LGIP’ to check if there are any proposed infrastructure items affecting a property by looking at maps for each infrastructure network (e.g. stormwater, transport, parks or land for community facilities).

What does it mean if my property is affected?

If a development application is lodged for a property, a condition may be imposed on the development to:

• make sure the LGIP infrastructure is provided to Council

• or to keep permanent improvements and structures that are associated with the approved development clear of the area required for long term infrastructure. Please note, the final location of long term infrastructure is subject to detailed investigation, design and Council approval, and resumption of land for items of long term infrastructure is not anticipated.
