What: NSDA District Championship for Debate and Student Congress.

Where: East Bay High School, Friday evening January 20 and all day January 21
FYI: This is the first time we have offered Student Congress SIMULTANEOUSLY with one of our other NSDA tournaments. This means there will be SEPARATE requirements and information for each "tournament." The main concern at this point is that students who enter DEBATE MAY NOT DOUBLE ENTER IN QUALIFYING CONGRESS HOUSES. They MAY PARTICIPATE in the NON-QUALIFYING HOUSES. Pay close attention to the schedules of each 'tournament.' They will not run in a manner to accommodate double entry.
"TOURNAMENT" #1 - NSDA DEBATE
Entries: Schools may enter up to 4 competitors/teams in each event. Schools may NOT enter more than their entry limit per NSDA (see Memberships and Fees chart - REMINDER, students must be registered with the NFL/NSDA website in order to have their members and degrees counted toward your school). NSDA is also offering a new debate event - BIG QUESTION debate - but it is not a national qualifier event. Neither is World Debate. Neither will be offered at this tournament.
Remember - entries in the DEBATE segment of this tournament will count AGAINST your overall entry totals. This means that if you have a strength of 10, and enter FIVE entries in DEBATE, you will only have FIVE entries left for the IE Tournament. Also, students may NOT cross enter in debate events. And remember (for the IE Tournament), students who enter a partnered event and an individual event must compete in the partnered event if qualified in both for nationals.
Judge Quotas: 1:2 Policy, 1:2 LD, 1:2 PFD - We are also asking that you provide AT LEAST ONE NEW JUDGE for Saturday judging ONLY. We never have enough clean and qualified judges to handle the final rounds. If EACH SCHOOL brings at least ONE NEW SATURDAY JUDGE, we can avoid this issue. Also we want to remind COACHES who have not put their names in the pool to be aware that we MAY call on you to judge come Saturday afternoon. We can't run a tournament this important without judges.

"TOURNAMENT" #2 - NSDA CONGRESSIONAL DEBATE
DISTRIBUTION OF ENTRIES:
Schools are allowed to enter two, one, or no competitors in Senate. These numbers are EXCLUSIVE of
House, meaning you cannot seat ONE Senator and then use the other Senate slot for your House entries. When seating students in the Houses, coaches must equally divide the competitors between the Houses. If there are two houses, you divide the students equally. Three - the same.
EXAMPLE:
3 HOUSES - 8 COMPETITORS - 2, 3 and 3
2 HOUSES - 5 COMPETITORS - 2 and 3
3 HOUSES - 2 COMPETITORS - 1 and 1
If you only have TWO House competitors, you MAY NOT place them both in the same chambers. NSDA requires they be an equal number of entries per House. Coaches may indicate which students they want seated together. The District will then RANDOMLY assign these groupings to the respective chambers in order to guarantee equal distribution.
JUDGE REQUIREMENTS:
The District would ask that you try and bring ONE (1) Judge for every FIVE (5) entries to the tournament.
We cannot run a Congress without available trained judges. The District would like the names of these individuals included in your JoT registration. If you are a coach, PLEASE DO NOT COUNT YOURSELF AS A JUDGE. We use coaches as Parliamentarians, TAB Staff, and for other official functions as part of the tournament.
LEGISLATION:
Schools attending must submit TWO (2) pieces of legislation - Bills or Resolutions - 24 days PRIOR to the start of the tournament. This means that all legislation will be due no later than 12/16. Now, that is more than 24 days, so I am setting the schedule as follows - ANYONE WHO TURNS IN LEGISLATION BY 12/16 WILL BE PRIORITIZED ON THE AGENDA. THEY GUARANTEE THEIR LEGISLATION WILL BE DEBATED. Another due date will be offered for when everyone returns to school - 1/6/17. ANYONE WHO TURNS IN LEGISLATION THAT DAY WILL HAVE IT PLACED IN A 'SECONDARY" STATUS PILE. Once the District Chairman creates the agenda, he will add whatever SECONDARY legislation is needed to fill out the chambers. This will be the ONLY WAY we will handle legislation. No other version will be considered.
If you have students in Senate and House, please indicate where you want the pieces to be applied. If you only have students in Senate or House, the two pieces will be applied accordingly. PLEASE MAKE SURE THE NAME OR CHAMBER WHERE YOUR HOUSE LEGISLATION GOES IS INCLUDED.
The District Chairman will set the agenda and it will be available no later than 01/09. ALL BILLS AND RESOLUTIONS MUST BE IN NSDA FORMAT. IF THEY ARE NOT, THEY WILL BE REJECTED AND SENT BACK TO YOU. YOU WILL HAVE ONE CHANCE AND ONE CHANCE ONLY TO FIX THEM BEFORE RESUBMITTING. IF THEY FAIL A SECOND TIME THEY WILL NOT BE CONSIDERED FOR THE 2016-2017 NSDA DISTRICT CONGRESS
YOU MAY SUBMIT MORE THAN TWO. PLEASE PRIORITIZE THE LEGISLATION YOU WANT IN THE QUALIFYING HOUSES. PLEASE ALSO SUBMIT LEGISLATION FOR THE NON-QUALIFYING HOUSES AS WELL

Fees: $15.00 per single student entry (not team). The cost of meals (dinner on Friday night, lunch on Saturday) is $8. Coaches will be provided one complimentary meal. You will need to buy meals for all other participants, including judges and chaperones. We recognize that dinner on Friday is not mandatory - but we recommend letting the host know of your intention to eat. Lunch on Saturday is mandatory for all in attendance. Make sure to send your numbers to host Mary Taylor at East Bay - - no later than the registration date.
All checks should be made out to FGCCFL as the account takes care of both FGCCFL and NFL business.

Deadlines:
December 16: Legislation Due for Congress (Both Qualifying and Non-Qualifying)
Preliminary entry by email to both Bill and Terri.
Include: Student name/s, events, judge names
January 6: Secondary Legislation Deadline (with limited priority)
January 13: Finalize all entries on Joy of Tournaments including students, events, real judge names, judge conflicts, and meal orders for Friday and Saturday. This is the LAST day to enter NFL points for any tournaments.
Reminders: The league maintains a zero tolerance policy for ALL cell phones and other electronics during rounds. If a cell phone is reported in any round the student/students will be automatically disqualified. This also applies to judges whose school will be charged a rule violation fee. All judges and competitors MUST use stop watches to time rounds. Lap tops are allowed in TD, LD, PFD, and extemp prep. Lap tops must run on their own batteries and may NOT be connected to the Internet in any way.
The burden of knowledge for tech rules or event rules falls to each coach in the district. Please be sure you know the NFL rules and that your students and judges know the NFL rules.
We will also be implementing new events - pursuant to NFL/NSDA instruction - for this tournament. Please go to the NSDA website to learn more about them.
Required Forms: Coaches must print out the registration forms and the Single Entry Letter of Intent. Make sure they are signed by students, parents, and principal. Bring them with you to registration.
