CLASS TITLE:WEB MANAGER
ALLOCATION FACTOR(S)
This is technical graphic design and managerial work for web-based applications involving the design, construction, and interaction of web pages/sites. This class is responsible for identifying, negotiating and managing strategic relationships with public/private sector vendors necessary in the design, development and maintenance of web sites. Monitors site traffic and determines site capacity to meet traffic demands and performance. The employee(s) in the position(s) allocated to this class exercise(s) independent judgment in formulating or assisting in the formulation of policies and procedures which have significant impact in personnel administration and/or preparation and administration of budgets.

- Supervises the design of advanced graphics.
- Supervises, designs and constructs thematic web pages and sites.
- Directs the production of advanced graphics, graphical designs and copy layouts for online content.
- Identifies and recommends the need for use of outside vendors for site construction and maintenance.
- Determines the navigational aspects of pages/sites using basic industry-wide languages/software products.
- Determines functionality of web sites and supervises construction of all Features.
- Tests navigation and functionality within and between web pages and sites.
- Coordinates with programming staff to insure interface between web page and databases.
- Directs the design and construction of state of the industry special features including animated graphics, revolving color schemes and mouseovers.
- Reviews and approves functional and navigational features.
- Conducts information assessments to determine owner requirements and solutions to meet user needs.
- Performs related work as required.

- Knowledge of recognized industry-wide web development languages.
- Knowledge of recognized industry-wide web development software/programs.
- Knowledge of advanced graphical design techniques.

- Knowledge of File Transfer Protocol (FTP) software/program.
- Knowledge of principles, practices and techniques of advanced web page/site construction.

- Knowledge of financial practices and constraints concerning web site costs.

MINIMUM QUALIFICATIONS
- Completion of 60 semester or 90 quarter hours of college course work from an accredited institution which includes 4 courses in computer science, graphic design, web design, multimedia design or management information systems and four years of graphic design or web development experience; or
- Completion of a 720 classroom hour program of study from a vocation/technical school or accredited community college in an area of graphic design, web design, multimedia design, data processing or computer science and four years experience in above related fields; or
- Graduation from an accredited college or university with a degree in computer science or management information systems with a concentration in web based technologies and two years of experience in the above-related fields; or
- A bachelor's degree in graphic design; computer science or Management Information Systems with a specialization in web design and two years of experience in web design and/or development.
- Five years of experience in the above-related fields will substitute for the required education.
