Cllr Anna McNair Scott

Tanya welcomed our new co-chair Cllr Anna McNair Scott. Cllr Anna said that she has been involved in chairing many meetings since 2001. She is the executive member of adult services replacing Felicity Hindson. She has 4 children and 14 grand children!

Pam Charlwood

Pam Charlwood was introduced to the Board as the independent chair of the Hampshire Safeguarding Board for adults. Pam said that a lot of people are involved with the Board; including adult social services, police, health, housing, service user reps and voluntary organisations. The Board makes sure each organisation is doing a good job working together, improving things, understanding and making sure people are aware about the need of safeguarding people. Both our Board and the Safeguarding Board need to work together and also to communicate better with service users. (note after the meeting: Pam came to the Purple LIG meeting as an observer).

Some comments made:

· Buses are non existent in the New Forest

· Community services are not advertised enough

· Through our networking, we are improving and getting some information

· The board can work with transport

· Henry is going to ask Community Transport to come to his self advocacy meeting

· Amy-Beth said that there are many options on the website

· Good Neighbour scheme: there are local coordinators but the scheme is generally used for health matters and inconsistent across the county. It is not used generally for social transport. Cllr Anna said that she would write to Mary Mitchell at the Good Neighbour Scheme (note: a copy of the letter has been sent for information to LQ Quality Groups reps)

· Different names for different community transports

· Kathy would like to invite bus drivers at their drop in (Bernadette to organise)

· Andrea will write a letter to bus companies like the one we did for GPs

· Rita reminded everyone to think about people with complex needs

· Jenny said that people do not go to Art classes at Ashcroft centre, Fareham because of issues with transport. (same with the Point in Eastleigh and Porchester Community school)

Alison Froude also gave us an update of a project is she working on as part of the day services transformation. She is working with Hampshire Transport Management to see if some mini buses which are not being used at some point in the day, can be used for different activities (mapping exercise and share of the mini-buses).

External contracts should be stopped whenever possible. Aldershot day service has now a long term plan with an in-house transport system now working well.

Alison will pass on comments to Kevin Ings at Community Transport (note: Kevin has come to Orange, Purple, Green and Yellow LIG meetings since this meeting)

ADVOCACY – Presentation from Marcia Lawman (supported by Bernadette)

There are 6 locally based organisations which are accountable to a Board and their trustees. The organisations have paid advocates and volunteers and 12 people with learning disabilities on the pay roll. They work with student social workers too. An advocate is paid £19,000+ per annum said Alison.

There are 25 self advocacy groups (at least 2 in each LIG area). Some groups are based in the local day service, community halls, advocacy groups or drop-in.

People do not need to talk to be able to be part of a self advocacy groups.

· Most groups are involved in transport forums

· A very powerful meeting took place at Stagecoach in Basingstoke

· 150 people came to the self advocacy conference

· Communication skills: all advocates have training support and supervision.

· There are loads of way of working when doing person centred planning work

· “Including everyone” includes people with complex needs, people on the autism spectrum and parents with learning disabilities

· The funding through the extended grants programme means that advocacy can be flexible.

ELECTION FOR THE POST OF CO-CHAIR

Our three candidates for the post of co-chair to the Hampshire LD Partnership Board

Andrew said he wanted more fun for the people with learning disabilities, he would change things and he is good at listening people.


Donna said she is a Green LIG rep. she is passionate about hate crime, she would make a positive difference for people with learning disabilities. She was also the instigator for the Safer Place Scheme in Alton. She is a good listener and she is good with people.

Tanya said she had been co-chairing for over one year and she would like to finish the job.

The LD Quality group voted Donna first and Andrew and Tanya joint second.

LD Plan, workshop and thinking time – Linda Burgess

Linda said we have received a lot of photos and the 7 chapters are being written by the writing group and should be ready by end of July. Some photos cannot be used because they are not clear enough for the printer.

We agreed that we liked a folder with changeable sheets. It is cheaper to change sheets than reprinting the whole plan.

We agreed to print 500 copies of the draft to start with. People would also like a disk (yes: 11, no 7)

Folder; 9 voted yes for the sample of the SDS one and 9 voted for the ring folder. Linda will check cost.

The folder can be punched into a ring binder.

Henry liked the colour of the SDS purple folder. Everyone agreed that he liked the A4 folder with the punched holes/ring binder.

Designer to choose suitable photos. We do need health photos please.

Flo to organise a small meeting at Carers Together for final draft format.

Linda added there is a senior meeting for adult services on either 29th August or 4th September (LIG reps are needed). Bernadette Chuter to email the LIG reps (via their support) available on the day. The meeting will be at EII court.

Any other business:

Winterbourne: how do we make sure that hospitals safeguard people with learning disabilities?

How do we involve senior care managers in the LD Plan? Linda said that she gives a monthly update.

How real is the plan? Linda said that the board will hold people accountable

Bernadette has emailed the facilitators for comments about “the right support” Chapter.

Bernadette mentioned that Dr Treena Jingree is doing some research and would like to meet our LIG reps. Bernadette will organise a meeting. Dr Jingree is interested in filming people’s expressions and the interaction between people (not the content of the meeting).

Congratulations to Donna who will be co-chairing our meeting on the 16th October.

Tanya will be away on the 16th October. On behalf of the board, a big thank you to Tanya who has co-chaired the Board for over one year.
