REGULAR BIMONTHLY MEETING MINUTES
January 9, 2009
1.CALL TO ORDER
The regularly scheduled bimonthly meeting of The Economic Development
Authority (EDA), of Stafford County, Virginia was held on January 9, 2009 in the Board Chambers of the StaffordCountyGovernmentCenter located at1300 Courthouse RoadStafford, Virginia at 1:30 P.M. A quorum was present.

- TREASURER’S REPORT
- December 10, 2008 Balance $1,176,913.12
- January 9, 2009 Balance $1,155,197.66
A motion was made by Mr. Rowleyto accept the Treasurer’s reports. Ms. Knightseconded the motion.

5.SECRETARY’S REPORT
Mr. Baroody updated the Authority on the department’s activities.
- Mr. Baroody highlighted the economic facts about StaffordCounty. As of December 31, 2008 the private sector has completed 719,299 square feet of new commercial space in the County. Another 672,458 square feet is under construction and site plans have been submitted for an additional 2,957,021 square feet of space. At place employment for the quarter ending June 30, 2008 was 35,290. The total number of businesses in Stafford is 2,242. According to the VA Employment Commission, Stafford’s unemployment rate for August 2008 was 4%, and taxable sales in Stafford for the quarter ending September 30, 2008 were $228,593,320 an increase of $4.4 million or 1.9% from the quarter ending September 30, 2007.
- Mr. Baroody informed the board that FPED VII (The Force Protection Equipment Demonstration) will be held at the StaffordRegionalAirport May 19-21, 2009

8.OLD BUSINESS
GermannaCommunity College Update – Mr. Baroody informed the board that the new location in AquiaPark continues to move forward to a planned Fall opening. The lease is in Richmond for final approval.
9.NEW BUSINESS
Mr. Walt George, chairman of the Stafford Regional Airport Authority presented the board with a site plan of the airport showing the proposed areas that could be part of a Tech Zone in Stafford. Mr. George also stated that activity at the airport continues to be slow due to the high plane tax rate in Stafford.
There will be no February Work Session.

There being no further business brought before the EDA, Mr.Newlin adjourned the meeting at2:00P.M. to the nextRegular Meeting on Friday, March 13, 2009.
