Subject:REQUEST OF SCHOOL HEALTH AND NUTRITION SUPERVISORS (BS-17) FOR REGULARIZATION IN SAME MANNER LIKE OTHER CONTRCAT EMPLOYEES OF HEALTH DEPARTMENT GOVERNMENT OF THE PUNJAB.

In this context it is submitted that:

  1. The posts of School Health& Nutrition Supervisor were created by the GOVT, of the Punjab vide notification no. DS (O&M) 5-3/2004 contract/cageto-II,dated 04-09-2007 at each Basic Health Units in all over the Punjab which is sanction/permanent post of the health department.
  2. Govt. of the Punjab Health Department advertised the post of School Health & Nutrition supervisor in RoznamaNaw-i-waqat dated 12.12.2009 in district Chiniot and also in newspaper dated in distictJhang.which is annexed “according to which recruitment was to made through District recruitment Committee through recruitment policy vide No SO-4(S&GAD) 10-1/2002 dated 17-09-2004
  3. In pursuance of above mention add being fully eligible and having the requisite qualifications of Post-Graduation from recognized Universities, applied for the said posts and consequently through prescribed manner we were recruited as School Health& Nutrition Supervisor (BS-17) on contract basis and till to date we are working with devotion and entire satisfaction of our superior. Photocopy of initial appointment order attached herewith.
  4. It is due to satisfactory performance our contract has been extended time to time on the recommendations of competent authorities copy attached.
  5. That in the month of April 2009 Secretary to Govt. of Punjab, Health Department, issued a Notification No.S.O.WMO/1-1/2009 dated 27.04.2009 whereby the competent authority/ the Chief Minister, Govt. of the Punjab was pleased to regularize the contract appointments of 95 colleagues Medical Officers/ Women Medical Officers/ Registrars/ Assistant Anesthetists/ Demonstrators/ Blood Transfusion Officers (BS-17) who were similarly appointed on contract basis and were working in different Basic Health Units/ Rural Health Centers etc., by taking the posts out of the purview of the Punjab Public Service Commission under Rules 5 of the Punjab Public Service Commission (Functions) Rules 1978 and in relaxation of Rule 4 (8) of the Punjab Civil Servants (Appointment & Conditions of Service) Rules, 1978.
  6. Thereafter, in May 2009, the Secretary to Govt. of Punjab, Health Department also issued a Notification No.S.O.WMO/1-1/2009 dated 06.05.2009 whereby the competent authority/ the Worthy Chief Minister, Punjab regularized the services of 187 employees of the Health Department, Govt. of Punjab in Lahore who were working on contract basis as Medical Officers/ Women Medical Officers/ Registrars/ Assistant Anesthetists/ Demonstrators/ Blood Transfusion Officers (BS-17) with immediate effect, by taking the posts out of the purview of the Punjab Public Service Commission in relaxation of the rules.
  7. Thereafter, the Secretary to Govt. of Punjab, Health Department, issued another Notification No.SO(SC) Reg (BS-18) 2009 dated 03.08.2009 whereby the Worthy Chief Minister Punjab was pleased to regularize the services of certain doctors in the Health Department who were appointed on contract basis against posts in BS-18, on the recommendations of the Recruitment Committee in Sargodha by taking their posts out of the purview of the Punjab Public Service Commission in relaxation of relevant rules.
  8. It is pertinent to mention here that government of the Punjab Health Department dated Lahore, the 5th May, 2010 Notification no .SO.WMO/1-1/2009 (MNCH)(DEGREE).the chief minister/ competent authorizes regularized the service of the WMO (BS-17)by taking the post out of the purview of public service commission ,who was appointed through department selection committees of district Dera Ghazi Khan working in MNCH against project posts, on fixed salaries.
  9. Similarly government of the Punjab Health Department dated Lahore, the 23rd November, 2010 Notification no .SO.WMO/1-1/2009 (MNCH) (DEGREE).the chief minister/ competent authorizes regularized the service of five WMO (BS-17) of different districts by taking the post out of the purview of public service commission, who was appointed through department selection committee working in MNCH against project posts, on fixed salaries.
  10. Government of the Punjab Health department (Nursing Cader) Dated Lahore the, 4th March, 2011 vide Notification No. SO (NC) 2-118/A/2009. The competent authorities regularize the service of four (04) charge nurses of (BS-16) who are working on contract basis in district Sargodha by taking the posts out of the purview of the Punjab public service commission.
  11. Government of the Punjab Health department (Nursing Cader) Dated Lahore the, 14th May, 2011 vide Notification No. SO (NC) 2-118/A/2009. The competent authorities regularize the service of ten (10) charge nurses of (BS-16) who are working on contract basis in district Sargodha by taking the posts out of the purview of the Punjab public service commission.
  1. It is also important to mention that WMO of all districts of the Punjab were regularized through various notifications who were working in MNCH on contract basis against fix salary.
  1. It is further submitted with respect that vide notification dated 15.5.2010 no 94851/2010 contract service of about 82 employees/officers of health department , working on contract basis in various posts in BS 16/17 were also regularized by taking the post out of purview of Punjab public service commission , in relaxation of rules by competent authorities.
  1. Similarly vide a notification no SO (NC)/2-118/A/2009 dated 04.02.2010, contract service of about 25 Charge Nurses have been regularized by the competent authorities in relaxation of relevant rules copy attached. And government of the Punjab also regularized many other Charge Nurses BS 16 through various notifications.
  1. Similarly vide another notification NO SO (CD) 1-R-56/2009 Dated 16.7.2010 issued by the Home department government of the Punjab , contract service of about 195 employees, office of the Punjab Emergency Services (Rescue 1122) in different post of BS 16 to BS 18 working on contract basis , were regularized by the competent authorities .
  2. It is further submitted that a Notification no DS (O&M) 5-3/2004/contract (MF) dated 14.10.2009 was issued by the GOVT of the Punjab services and general administration department, whereby the worthy chief Minister, Punjab was pleased to order appointment on regular basis, in relaxation of relevant service rules of the employees in BS 1- BS 15 in all the departments of GOVT of the Punjab, recruited on contract basis.
  3. Similarly the GOVT of the Punjab , School Education Department also issued a notification no SO (SE-III)2-16/2007 dated 19.10.2009 , whereby the worthy chief minister Punjab was pleased to order appointments of elementary school educators SB 9, senior Elementary school educators (all categories ) (BS14), secondary school educators (all categories ) (BS10),IT teacher (BS16),Head teaches /subject specialists (BS17), seniors head teacher /seniors subject specialists (BS18),on regular basis , in relaxation of the relevant service rules , recruited on contract basis.
  1. NO: D S (O&M) 5-3/2004/Contract (MF) government of the Punjab service and general administration department (regulation wing) dated Lahore 28th February ,2011issued policy Guide line to all administrative secretaries in the Punjab and the head of autonomous bodies in the Punjab for regularization of contractees in BS 16 and above on regular basis with immediate effect.

Keeping in view above facts it is requested that we are similar placed contract employee working in health department government of the Punjab kindly provide us job security, equally treat us like other contract employees of health department and regularized our service in same manner as many other contract employees have been regularized through various Notifications by competent authorities/by the government of the Punjab, on same terms and conditions with effect from date of initial appointment.
