Thomson Hall Constitution
Article I - Name
Section 1: The name of this organization shall be "Thomson Hall Government”
Article II - Mission
Section 1: Thomson Hall Government shall work to:
- Provide Hall Government
- Provide educational experiences
- Provide general campus and community information
- Create and manage budget for hall functions
- Provide leadership in developing a positive learning environment
- Create and encourage interaction between Staff and Government
- Create an atmosphere of environmental awareness
Article III - Membership
Section 1: Thomson Hall Government shall consist of:
- Executive Board:
- President
- Vice President
- Treasurer/Fundraising Chair
- RHA Representative from different floors
- RHA Representative from different floors
- Floor Governors, one from 1st, 2nd, 3rd, and 4th Floors
- Diversity Ambassador
- Wellness Coordinator
- Environmental Advocate
- Birthday Coordinator
- Floor Government:
- Social Coordinator
- OTM/You Rock Coordinator
- Service Representative
- Bathroom Decorator
- Kitchen Decorator
- Various Positions determined by Floor Government
- Advisor:
- Hall Government Advisor shall be the Hall Director and Assistant to the Hall Director
- Floor Government Advisor shall be the Community Advisor
Article IV - Duties of Executive Board Members
Section 1: The duties of all Executive Boardand other government members shall be as follows:
- To enforce the Constitution and bylaws at all times
- members must attend all-hall meetings, Executive Board meetings and other meetings related to their offices The president will grant absence
- Present Executive Board members are to act as the authority to interpret the Constitution and are to be present at constitutional revisions each year The constitution will be revised as needed
- A two-week notice is required if an officer is vacating his/her position In these two weeks, elections for the new Executive Board member will be held
- Must maintain a 2.50 or higher grade point average
- Must maintain good conduct standing. If the Hall Director places you on probation, and you are in violation of that probation, you will be forced to resign your position for the duration of the semester.
Section 2: The duty of the President shall be as follows:
- To preside over all Executive Board meetings
- To welcome residents to all Executive Board meetings
- To recognize the Vice President and call for attendance
- To recognize all speakers
- Standing Committees
- New Business
- Budget Report
- Open floor for comment
- Call for a vote on issues when needed
- Adjourn meeting
- Will be the tie breaking decider for split votes
- Must follow standards set by RHA for attendance
- Meet with the Hall Director weekly
- Refer to Article IV, Section 1
Section 3: The duties of the Vice President shall be as follows:
- To assign someone to take role, record, write/type, distribute and file the minutes of each Executive Board meeting, at their discretion
- To hold elections for open government positions with the assistance of the Assistant to the Director (AD)(See Article VI)
- To serve in the role of the President when the President is absent
- To be responsible for photography at all-hall programs including, but not limited to Hall opening, Homecoming, and Family day
- To be responsible for transferring media to an archival format
- To create a display of photos in the lobby area

Section 4: The duties of the Treasurer/Fundraising Chair shall be as follows:
A To collect all money due to Thomson Executive Board and House Councils
B To promptly process all purchase requests
C To keep accurate and up-to-date accounts of all financial transactions and to present to Executive Board and staff in monthly reports
D Meet with the HD once per week
E Oversee all fundraising events

Section 5: The duties of the Residence Hall Association (RHA) Representatives shall be
as follows:
- To serve as a liaison between Residence Hall Association and Thomson Hall through weekly house Council meetings and monthly Executive Board meetings
- To promote the name and activities of RHA
- To serve on at least one committee of RHA
- To perform RHA office hours as required by the RHA constitution
- Refer to Article IV, Section 1
Section 6: The duties of the Wellness Coordinator
- Serve as liaison between campus recreation (intramurals and Outdoor EdVentures) and Executive Board
- Promote healthy issues in hall
- Work with the Health Advocate from SHPO & other entities for hall programming
- Organize programs as designated by Hall Director
- Refer to Article IV Section 1
- Provide Health Resources from on-campus and off-campus
Section 7: The duties of the Diversity Ambassador
- Shall be determined by Hall Director
- Refer to Article IV, Section 1
Section 8: The duties of the Environmental or Green Advocate
- Government member
- Attend all Green Committee Meetings
- Attend all government meetings
- Assist with the planning and development of monthly green programs as determined by the Green Committee.
- Facilitate and carryout Green Committee programs in assigned hall
- Perform and/or assist other programming duties as directed by HD that meets SPECIES programming model
- Meet with hall director as determined to discuss programming initiatives of Green Committee
- Assist and/or advise Hall Staff responsible for hall environmental programming
- Promote and assist with the planning and setup of Greenest Resident Room Open House Tours
Article V- Duties of Floor Governors
Section 1: The duties of all Floor Governors shall be as follows:
- All Floor Governors are to put on a program as listed by the expectations of the Hall Director
- Refer to Article IV, Section 1
Article VI - Attendance
Section 1: All Executive Board Members are required to attend weekly meetings, house Council meetings and any delegated committee meetings, or must notify person in charge of activity
Section 2: All residents and staff of Thomson Hall Government are encouraged to attend the all-hall meetings
Section 3: Failure of any Executive Board member to attend all required meetings will result in the following steps for removal of position
- One unexcused results in a warning
- Two unexcused results in a meeting with Hall President
- Three unexcused absences results in a meeting with the President and Hall Director, as well as possible termination from your position
Article VII – Elections
Section 1:All Executive Board Members/ Candidates:
- Should pick up Election Packets at the front desk once announced by AD
- Packet includes an introduction letter stating the requirements for holding a Executive Board position
- Signature slip must be handed in with the Hall Director, House Community Advisor, and Floor Governor’s signature on it
- Packet must be handed in by the deadline on the application
- Shall be elected one week after application deadline by an all hall vote
- Must win by a majority vote In the event of a tie, a run-off will take place
- Will serve a one-year term, unless re-elected
- Elections will be held in the first two weeks in the fall of each school year to fill any vacant positions
- After the first 2 weeks, any vacant position can be filled with a majority Executive Board vote
Article VIII - Voting
Section 1: A hall vote shall be held in the following manner:
- Residents will vote using secret ballot
- Voting will take place at front desk
- Ballots will be handed out by the front desk worker and the desk worker will
check off the individuals name
- Voting hours will be during regular desk hours
- Votes will be tallied by the Vice President and the Advisor
Section 2: Every member of Thomson Hall has an equal vote in all elections
Section 3: Regarding Executive Board Meetings:
- Any resident of Thomson Hall can gain a voting right by attending two FloorGovernment meetings consecutively
- A resident will be able to gain voting privileges at the third consecutive meeting attended
- A resident will lose their voting privilege if he or she misses a house Council meeting
- A resident who has lost their voting privilege may gain their vote back by again attending two consecutive meetings
Article IX – Advisors
Section 1: Advisors to Thomson Hall Government shall be:
- Residence Hall Director, Assistant to the Director
- Community Advisors
Article X - Committees
Section 1: Committees shall be appointed as necessary
Article XI - Duties and Powers
Section 1: Thomson Hall Government shall have all of the duties and powers as outlined in the Constitution and its bylaws
Article XII - Bylaws
Section 1: Thomson Hall Government may adopt bylaws to this Constitution
Section 2: The purpose of such bylaws shall be to explain and define in detail the methods of the Executive Board
Section 3: The Hall Director has final say on all proceedings
Article XIII - Impeachment
Section 1:Any Executive Board member or governor, committee chairperson, or member may be expelled from the Hall Government for insufficient participation, neglect of duties, abuse of powers, actions contrary to the aims of the Hall Government, or direct violation of the Constitution and bylaws, rules, regulations, laws, and traditions of the Hall Government
Section 2: A three-fourths vote is necessary for expulsion
Article XIV – Amendments
Section 1: Proposed amendments to this Constitution shall be submitted in writing by any resident at any Floor Government meeting
Section 2: Any proposed amendment shall be read to the Executive Board by the Vice-President, recorded and filed, and shall be voted upon at the next regular meeting of the Executive Board and other government members.
Section 3: Amendments shall become part of the Constitution only if approved by a simple majority of the total membership of the Executive Board
Article XV - Ratification
Section 1: This Constitution shall be ratified by a simple majority of votes cast by Thomson Hall residents
Article XVI – Duties of House Council Members
Section 1: All the duties of the individual Floor Government members shall be determined by floor Government agreements.
Amendment I - Policy
Section 1: All Thomson Hall residents are required to abide by all policies and regulations set forth by the University of Wisconsin - Stevens Point Residential Living Handbook
Section 2: All Thomson Hall residents must also abide by all state and federal laws
Amendment II - Piano Policy
Section 1: The piano in the main lobby may be played from 10am to 10pm
Amendment V - Basement Room & Equipment Use
Section 1: Use of Thomson Hall basement rooms shall be in accordance with the Thomson Hall Basement Room Use, which states the following:
- Students may check out the basement room key from the front desk by using their student ID as collateral. Basement rooms may be checked out for a maximum of two hours at a time unless otherwise approved by the Hall Director and Assistant to the Director
- If the room that is checked out is dirty or if equipment is missing or damaged, the student must report to the desk staff immediately before using equipment/facilities or run the risk of being charged for clean up
- The desk worker will call the person who last checked out the key They have the option to either clean up the mess immediately OR incur an appropriate fine for the amount of cleaning needed
- If the person cannot be contacted, an automatic cleaning fine will be charged Money collected will be put into the Thomson Hall Government account
- Kitchen Use
- After using the room, the student will be responsible for making sure it is clean, and take out the garbage,
- If the kitchen is used the student must clean the table, chairs, floor, stove, oven, sink, counter, and cupboard in the kitchen The student must also make sure the refrigerator is well organized
- Fitness Room and Game Room
- If a student uses the weight room they must put weights away in the appropriate place and return other equipment to the front desk
- The student must return the room key and equipment within the two-hour time limit
- Broken pool cues will be assessed at $15.00 each
Amendment VI - Garbage in Public Areas
Section 1: Any resident who leaves bags of garbage in a public area of Thomson Hall (i.e, hallway, stairwell, bathroom, recycling area, etc) with the purpose of not taking it to the dumpster will be assessed a fine of $25.00 per bag
Section 2: Any resident who leaves pizza boxes in a public area of Thomson Hall (i.e, hallway, stairwell, bathroom, in front of recycling chutes etc) with the purpose of not taking them to the laundry room in the basement for recycling will be assessed a $10.00 fine per box as stated in the Residential Living Handbook
Amendment VII- Vandalism to Posters, Bulletin Boards, and Hall Displays
Section 1: Vandalism charges will be assessed as follows.
- Any resident who is discovered to be responsible forvandalizing, destroying, de- facing, ruining, stealing, or damaging any displays, bulletin boards, or posters located in any area of Thomson Hall, will be fined $5.00 per item damaged or stolen
- If the person responsible for the vandalism is not known, Thomson Hall residents will be fined a charge of $5.00 per item damaged, stolen, missing, ruined, or vandalized This fine will be a community damage charge and divided between all residents
