Position Summary

This position is responsible to the Director of Technical Services for the development, implementation and management of all Authority homeownership programs including CDBG, HOME, and local. Work is performed under general supervision with considerable opportunity for the exercise of initiative, discretion and independent judgment. Work is reviewed through conferences, inspections, review of reports and records, number of homes sold and number of defaults after homes are sold.

Major Duties and Responsibilities(Illustrative and not all inclusive)

  1. Develops and implements new homeownership programs.
  1. Develops and implements homeownership marketing plan.
  1. Presents homeownership programs to the City, County, service agencies that serve low and moderate-income families, service organizations, public housing resident organizations, etc.
  1. Identifies and pursues grants and other funding for homeownership programs for low-income families as instructed by the Director of Technical Services.
  1. Takes and processes homebuyer applications; maintains homebuyer application waiting list; makes recommendations to the Director of Technical Services, Board and homebuyer approval committee regarding recommended homebuyers.
  1. Interviews homebuyer applicant; assesses applicants sustainable capability to buy a home; and assists applicant with developing a plan to resolve any obstacles to buying a home.
  1. Coordinates home sales with the Housing Development Coordinator.
  1. Refers and assists applicant’s involvement in homebuyer training including such topics as how to buy a home, housing counseling, home maintenance, family budgeting, credit repair, etc.
  1. Creates and maintains case files on all homebuyer applicants and homeownership program participants.
  1. Maintains working relationship with local financial institutions that handle mortgages.
  1. Develops and submits required homeownership program reports tothe Director of Technical Services.
  1. Assists the Director of Technical Services and Housing Development Coordinator select building sites and building plans; prepare CDBG and HOME budgets, funding applications and progress reports; and coordinate construction timetable.
  1. Attends training and certification programs as instructed by the Director of Technical Services; obtains and maintains required certifications.
  1. Performs other duties as instructed by the Director of Technical Services.

Required Knowledge, Skills and Abilities

  1. Knowledge of the general operations and procedures of a Public Housing Agency.
  1. Considerable knowledge of buying and selling.

3.Considerable knowledge of the organization and programs of other community agencies and groups that can assist low-income families become homeowners.

3.Ability to deal tactfully and effectively with the general public and civic and community organizations.

4.Ability to establish and promote effective working relationships with other Authority employees, residents, representatives from social agencies and community groups, and the general public.

5.Thorough knowledge of modern office practices and procedures.

6.Ability to prepare clear and concise reports.

7.Ability to communicate clearly, both written and verbal.

  1. Skill in interviewing and counseling applicants.
  1. Must be computer literate.

Physical Nature of the Position

Position requires the following physical abilities:

1.Ability to sit, stand, or walk for extended periods

2.Ability to communicate orally and in writing

3.Ability to carry, handle, and move files, pens, and other common, light office materials

4.Ability to read housing publications and related materials

5.Ability to physically operate personal computers, copiers, facsimile machines, telephones, and other common office machines and equipment

Position may be exposed to the following on a regular basis:

Minimum Education, Training and/or Experience

1.Graduation from an accredited college or university with a degree in business, finance banking or related field; and,

2.Two years responsible experience in homeownership, real estate, banking or homebuyer counseling,

3.Or a combination of education, training, and experience equivalent to the above.

Special Requirements

1.Possession of a valid driver’s license.

2.Ability to be covered under the Authority’s vehicle insurance policy.

3.Ability to be covered under the Authority’s fidelity bond.

4.Must be willing and able to work after hours and on weekends.
