ABOUT USITO

Since its founding in 1994, the US Information Technology Office (USITO) has grown to become the leading policy-centered independent NGO focused on the ICT industry in China. With its main office in Beijing, USITO provides strategic industry and policy research and analysis and representation for its parent US ICT industry associations:

USITO also represents approximately 50 individual US-based companies actively engaged in China drawn from across the spectrum of information and communication technologies.

USITO seeks to provide quality services that positively impact the development of Chinese government policies, laws and regulations and standards that foster mutually beneficial trade and investment in the ICT industry between the United States and China.

USITO acts as a catalyst, sparking new insights and approaches to address the many complex challenges facing the US ICT industry and the US-China economic relationship as a whole. USITO provides effective channels for engagement between its members and government, academia and other industry groups on policy and regulation, as well as forward looking developmental modeling for the ICT industry.

POSITION DESCRIPTION:

The Senior Policy Director is responsible for crafting and directing policy advocacy strategy that promotesthe interests of USITO member companies in the telecommunications, software, hardware and high-tech sectors. The Senior Policy Director maintains professional relationships with senior policy counterparts in the Chinese government, and, as needed, in the US government. The Senior Policy Director alsoserves as a resource to the membership, and strives to maintain a positive reputation for US business and investment in China. The Senior Policy Director reports directly to the Managing Director.

KEY DUTIES

Policy and Regulatory Advocacy and Liaison. The Senior Policy Director spearheads the implementation of USITO’s policy and regulatory agenda, and effectively advocates on behalf of members to relevant government authorities and related agencies and interlocutors. The Senior Policy Director provides insights and thought leadership on emerging policy issues and designs proactive strategies.

Partnering and positioning. The Senior Policy Director ensures the effective partnering and positioning of USITO with key government-affiliated industry associations, standards bodies, and research institutes. The Senior Policy Director also partners as appropriate with similar groups from other US and non-US countries, and works to strengthen the leadership position of USITO in areas of policy and advocacy for the US ICT industry.

Research and Communications (and other Member Services). The Senior Policy Directoraims to makeUSITO the "Gold Standard" on Chinese policy issues affecting the US ICT industry in the eyes of the global business community, government agencies and USITO members.

QUALIFICATIONS

  • Keen interest in trade policy and technology
  • Rock-solid integrity and the ability to build trusted relationships
  • Extensive experience working in the ICT industry, or in related public policy or consulting
  • Solid understanding of the structure and business markets of the US ICT industry
  • Extensive experience in constructive engagement with the Chinese and US governments on issues affecting the bilateral economic relationship
  • Superior communication skills in Chinese and English, and strong writing skills
  • Ability to work well in a cross-cultural setting.
  • Track record of contributing to and leading teams, and fostering cross-organizational alliances
