The site does have good mobile phone coverage for contacting the emergency services. If this should fail – call112, which will pick up a network.

General details: - The Kington Show Dance is an annual event organised by Radnor County Federation of Young Farmers Clubs in conjunction with Kington Show Committee and Herefordshire Federation of Young Farmers.
- The dance is held after the main event Kington Show has concluded.
- There will be a maximum of 1200 people attending the dance. The dance will be stewarded by professional bouncers and two adults over 18 years of age from each club in Radnor.

A. Access/ egress and car parking (safe movement of vehicles and people) / 1. Traffic control / High / Night: All traffic will approach along the A44. Directions will be signposted and the postcode given on advertising posters .The route has been set up to try to prevent queues on the road. Shuttle buses will be available from the Showground to Mill Street, Kington at 1am, 1.30am and 2am.
Night- Stewards will be on hand. Buses will be used to reduce the number of vehicles (organised externally). / Medium

4. Security and public safety / Medium / Stewards will be briefed. Any violent or aggressive behaviour will not be tolerated and the police will be called in extreme cases.
Night –SIA stewards will be on site to deal with any disturbances or public disorder. The site is planned to ensure that there are no ‘holes’ where people could congregate and bouncers couldn’t get to should there be trouble. Stewards will be briefed and will wear high visibility vests. Trouble makers will be evicted from the area. Police will be called in extreme cases. Security fencing will be used to cordon off area, so that entry has to be via gates and scanners. Exits will be clearly signed and available for SIA Stewards to evict people or if exits are needed in the event of an emergency. / Low
5. Fire / High / No smoking will be permitted in buildings and signs will be placed to that effect. Fire exits will be able to be opened immediately and signed. Stewards will be briefed on what to do in the event of a fire. Fire extinguishers will be available. A muster point will be available in the car park. The Chief Stewards will be responsible for contacting the Emergency Services. Lighting to be available in the area at night. Audible warning to be given via loud speaker system and disco PA at night. Please refer to Emergency Procedure. / Low
9. Noise PA system and disco / High / Noise to be reduced as much as possible. For example, not using the PA unless necessary. At a designated time a check of the noise at neighbouring properties should be made and noise can be lowered if possible. / Medium
C. Services / 1. Water availability / Low / Water supply is not suitable for human consumption.Bottled water will be available to purchase. Caterers and the Bar will bring in their own water. / Low
2.Electricity availability / High / Electricity supply will be via generator, an approved Electrician will be on hand throughout the day and night. Only electricians to use. All appliances will be PAT tested. / Medium

D. Equipment, machinery and vehicles / 1. Farm machinery- crushing, entanglement, entrapment. Theft and vandalism / High / To be on hand for moving items before dance, pedestrians to be removed from this area, before work begins. Only to be used by owner/ responsible / competent person. Any other vehicle used for the event should have a competent person in operation, should not be overloaded and should be driven with care at all times.

2. Catering equipment – heat and electricity, sharp objects / Medium / All to be provided by sub-contractors, they are expected to have their own insurance, to be suitably qualified and also to have carried out their own checks on equipment and materials. Items only to be used by catering personnel. Sharp objects to be kept within the catering area, not for public access. / Medium
3. Toilets - Chemicals / Medium / Only to be maintained and moved by the parent company. Should any leaks or spills be found, the parent company will be informed immediately. / Low
4. Electrical equipment, PA disco etc- Electric shock / High / Only to be touched, moved, maintained by competent Electricians on site. Items to be guarded as much as possible and cordoned off from the public as much as possible. / Low
E. Dance – Bar and music / 1. Bar – Underage drinking, splinters / High / No person under the age of 16 will not be allowed access to the dance.16 and 17 year olds are only allowed access to the Dance if they hold a valid YFC membership card and another valid form of ID. Ticket booth to check ID. Over and under 18s will be given different coloured wrist bands and must provide ID to prove they are over the age of 18 – Challenge 25. All drinks will be confiscated on arrival at the dance. Attendees will also be scanned for sharp objects. Anyone with an over 18 wrist band that bar staff think is under 18 should be asked for ID at the bar. Bar staff to keep a register of anyone who they refused to serve and/ or could not provide ID. / Low
2. Drugs/ alcohol use / High / The police will be called if drugs are suspected. Drugs and alcohol policy to be available on request.
Anyone deemed to be drunk will not be allowed to enter the dance; this will be at the discretion of the chief stewards and SIA Stewards.

3. Electrical items / High / Electrical items relating to the bar and music will be cordoned off with security fencing, barriers. / Medium
4. Abuse, slips trips and falls / High / SIA Stewards will be on hand to deal with trouble and abuse, stewards will all be briefed. St Johns will be on hand to provide first aid. / Medium
5. Ticket booth – crowds and abuse / High / Pedestrians to be funnelled into queues, area to be stewarded, stewards will ask people to have their ID ready beforehand. Signs to be erected to state what ID required. The event has been advertised with conditions for entry. Signs at entrance to state the time the dance is finishing. / Low
General notes: All stewards will receive a briefing on the night detailing their duties. There will be Chief stewards responsible for particular areas – theentrance, ticket booth etc. All stewards will wear high visibility vests and should carry a torch. Chief stewards will carry radios for communication. See emergency procedure.
Showground Dance – The site should be cleared of potential hazards that pose a risk to safety.
Stewards and SIA stewards will be on duty in the evening.
Walkways will be lit by auxiliary lighting and kept clear of objects.
Non public areas are cordoned off.
All existing farm machinery and equipment will be parked and stored to ensure safety.
Night lighting towers will be positioned to guide pedestrians on the appropriate route.
Public safety and welfare facilities – From experience of past events, care is taken to ensure that adequate toilet and catering facilities are provided.
Checks are made concerning the risks of fire during the event:-
-All electrical installations and services are checked by experienced people to ensure safe systems of operation.
A supply of firefighting equipment should be available.
St Johns Ambulance will be available on site to deal with first aid.
Evacuation routes should be planned and the public address system should play a big part of this.
Crowds of people will be congregating and accesses are to be kept clear. Non-public areas will be cordoned off.
As far as reasonably practicable the Health, Safety and Welfare of all attending on the night has been taken into consideration. All who have been to the site have had the opportunity to flag up any areas of concern, including licensing and fire officers. Those that have been flagged up have been rectified to the best of everyone’s ability.
