About the Presenters
Frank Billmayer–Has over 8 years of working experience. Performed many felony crimes investigations especially sexual assaults and violent crimes. Has performed numerous undercover chat investigations and assisted in numerous undercover “Catch a Predator” type operations. Is a POST Certified Law Enforcement Officer and Deputy Coroner. Has performed and or supervised over 140 death investigations and has over 200 hours of homicide or suspicious death investigation training. Is a certified Field Search Operator/Investigator, OS Triage Operator, Cellebrite mobile forensic examiner and BitTorrent Investigator. Is a graduate of the University of Montana with a Bachelor Of Science degree in Business Administration. Was Honorably discharged from the United States Marine Corps after serving from 1996-2000. Military occupational specialty 0311 Rifleman, 0331 Machine Gunner and 8551 Close Combat Instructor.
Jon Ritterbach -Jon Ritterbach and his family moved to Blaine County in October 2011 from Texas. Jon became a sworn Deputy Sheriff on August 6, 2013 under Sheriff Glenn Huestis. In March, 2017, Jon was assigned to the Tri-Agency Drug Task Force based in Havre. His training has consisted of the Montana Law Enforcement Academy Basic Course, the Federal Law Enforcement Training Center Basic Drug Course, Advanced Roadside Impaired Driver Evaluation Course, Desert Snow Drug Interdiction Course, and a few other courses as well. Jon enjoys the different aspect of law enforcement investigations that is involved with the drug task force and hopes to continue to make a positive impact on the community and those that he serves.
Matt Finley - Trooper Matthew Finley is a patrol trooper for the Montana Highway Patrol. He has been in his current assignment since May 2014, and has been a sworn officer since August 2013. Prior to employment with the Montana Highway Patrol he was employed by the Pennsylvania Army National Guard. In this position he held the title of “Unit Prevention Leader” and was tasked with drug testing and education. Trooper Finley holds a Bachelor’s degree in Cultural Anthropology and Psychology from Indiana University of Pennsylvania. He has been a certified drug recognition expert (DRE) since May 2016.
Jana McPherson-Hauer –is a Registered Nurse who lives in Chinook where she is the Lead Local Health Official and the public health nurse at the Blaine County Health Department. She graduated from Havre High School and The University of Nebraska Medical Center with a Bachelor’s of Science in Nursing. She is currently enrolled in a public health graduate program at the University of Montana.
Her work has as a nurse spanned a decade and a half and has included acute care, education and public health. Her specific areas of interest are mental health support for communities, family health, and health literacy. The opioid crisis is a public health concern and is affecting communities nationwide, so she became a trainer for the Montana naloxone initiative. She and her husband raise their 6 kids in Chinook, and her free time is spent reading, being outdoors, and enjoying time with her family.
Joshua Holt –Officer Joshua Holt is the Vice President of the Montana School Resource Officers’ Association (MTSROA). Officer Holt started with the Havre Police Department in July 2009 and has been the School Resource Officer for Havre Public Schools since 2014. Officer Holt has attended NASRO Basic and Advanced Courses, is a Safariland Run, Lock, Fight Instructor, ALiCE Instructor, Standard Response Protocol/Standard Reunification Method Instructor, MPAT Proctor and Firearms Instructor. Officer Holt started mentoring with the Montana Youth Challenge in 2016 and is the Head Cross Country Coach at Havre High School. Prior to Law Enforcement, Officer Holt spent 10 years in the United States Army as a Combat Engineer. Officer Holt deployed to Kuwait, Kosovo, and twice to Iraq.
Natale`R. Adorni - was recently hired as the Training Specialist/Program Manager–Domestic Violence/Sexual Assault Program Instructor. Prior to this I have over 27 years’ experience in human services. Including, but not limited to, Department of Health and Human Services Child and Family Services Division from November 2012 to August 2015. Department of Public Health and Human Services Prevention Resource Center from September 2010 to November 2012 and State of Montana/Montana Community Change Project District II Alcohol and Drug Program from March 2008 to March 2011.
The training and experience acquired during my employment with these and prior agencies has provided me with a diverse and extensive knowledge of inter-personal relationships, communication, situational awareness, threat assessment, crisis intervention and problem solving.

There will be a meet and greet and Underground Tour held at the Railroad Museum – 120 3rd Ave. from 6-8 p.m. on Monday evening. Snacks and drinks will be provided by the MTLEIRA Board. A small selection of Alcoholic beverages will also be available and can be purchased by buying a ticket from Debbie Gomke or Marianne Culley. Tickets are $2.00 each. Cost of the Tour is $12 for a party of 15 or more otherwise $17. The tour takes approximately 1 hour and you leave from the Railroad Museum. There may be 2 tours, 6:30 and 6:45 depending on attendees.
