- Variable 1: Citizen levels of satisfaction with typical services delivered in a survey of selected communities
- Variable 2: Differences in combined mean levels of services satisfaction between residents in fragmented and consolidated jurisdictions

Study purpose is to test the Tiebout theory regarding less variance in citizen satisfaction with public services in fragmented (individual home rule) than in consolidated government jurisdictions.

Citizen satisfaction with public services in fragmented (i.e. smaller, home rule) government jurisdictions is less variable than the comparable satisfaction levels of citizens residing in consolidated (larger, one jurisdiction) government jurisdictions.

Citizen satisfaction with similar services delivered within fragmented government jurisdictions is more variedthan citizen satisfaction with those services in consolidated jurisdictions.
