Note: After the welcoming remarks of the Secretary-General, Heads of Agencies/Heads of Delegation will deliver each a 15 minute statement outlining respective agencies’ strategic positions on how to address aspects of the issue of unsafe mixed migration by sea, including outlining key concerns, existing programmes, and scope for future cooperation. Media will be invited to observe only the meeting.

- Open discussion on Actions to Address Unsafe Mixed Migration by Sea, including presentations/statements not exceeding 10 minutes each by member States and industry representative(s)
Note: The aim of this session is to:
1. broaden the debate from the basis of the strategic level presentations given by the Heads of Agencies/heads of Delegation and the Joint Statement from the UNHCR Open Dialogue;
2. share the perspectives of affected coastal States and the maritime industry with a wider audience; and
3. share the perspectives of all UN and related agencies with a maritime audience;
4. identify areas for initial discussion/further development through the mechanism (starting on 5 March). These could include, for example, database development, improved maritime domain awareness, quantifying impacts on industry.

.3 increase mutual understanding of respective agencies’ strengths.
