Minutes of Parish Council Meeting held in the Sports Pavilion, Chearsley Road on

11/16 PUBLIC PARTICIPATION.

·  Mr T Hammond raised a number of concerns he had regarding the procedures and processes of the Long Crendon Neighbourhood Plan Steering Group and wanted clarity on the preparation of the plan. He read out a lengthy list of questions covering site ratings and selection, governance rules, transparency, inclusivity of all sectors of the community, how residents express their views and details of the advice received from the consultant. He did not want replies immediately but left the list with the Clerk.

·  The Chairman advised that he would reply to all questions promptly and would make the answers public in the hope it will give clarity to all residents.

·  The Chairman then invited Mr Hammond to join the steering group however the offer was declined.

·  The issue of the traffic danger at the school crossing due to poor line markings was mentioned and Cllr Cozens offered to take this up with T f B (BCC). The possibility of using cones at the school was noted.

14/16 MINUTES and MATTERS ARISING.

·  The minutes of the meeting held on 11th January 2016 were approved and signed by the Chairman as a true record.

·  Matters arising not addressed elsewhere. No issues were raised.

15/16 CLERK’S REPORT AND ACTION LIST.

Devolved Services from BCC.

·  The Clerk advised that we have got advice on the contract for signing from Cllr Rogers from Stone P C. Stonethorpe, who are familiar with the village have given us a rough idea of the costs based on the measures given by Bucks C C and knowledge that they have of the village.

·  It was further reported that Cllr Butler and the Clerk had met with B C C to get answers to many questions (contract terms, extent of work, experience of other PC’s that are in the system etc ). The meeting was fruitful and additional quotes will be sought from contractors made known to us by BCC. In summary the work to be taken over will be inside the 30 mph zone and will cover road signs cleaning, siding out of verges, grass cutting of paths, splays and engage with VAHT on their responsibility, etc.

·  The contract with BCC needs to be signed mid-March. Cllr Butler and the Clerk will cover the financial disadvantage to the Parish Council which will be offset by a far better service giving a much improved village appearance that residents can be proud of.. Note

Hedge cutting and Clearing of the Harroell Fields. The Clerk advised that a quote to do the work as previously reported had been received. He advised that Mr. Le Brun had got support from AVDC (Paul Holton) to pay the bulk of the cost (£736). Council were requested to pay for the millennium hedge £ 282 + vat. Council approved the expenditure.

Carers Bucks and Trinity Health. Further specific information has been requested by the Clerk.

Chilton Rd Development-Gladmans.

·  For clarity the Clerk stated that an appeal against the refusal had been lodged by Gladmans with the Planning Inspectorate (appeals Officer) in Bristol.

·  The inspectorate then validate the appeal which they could turn down if it is not valid.

·  Once validated they will contact A V D C who in turn will write to all objectors.

Action List

The list was noted and the following decision was made.

The Clerk will seek an alternate contractor for the plumbing works needed in the change rooms (additional shower heads).

16/16 PLANNING

The following applications were considered.

15/04203/APP / Long Crendon Manor Stables. Conversion and alteration of existing commercial stables to form a farm shop, bakery and café together with parking and alterations to access. Council objects to this application and will attend a D C C meeting if the case officer should approve the application. The Council objects for the following reasons:- The entrance is a sharp turn which could damage the old walls on either side . The exit vision is poor with there being a bus stop nearby. The exit is very steep and it requires digging out and a softening of the steep verge .The speed bumps are ineffective and there is a problem with traffic at peak times. A hedge /fence needs to be put in place to screen the lights which will affect the neighbours. It is considered necessary for Highways to revisit and measure the traffic at peak times 4.30-6.30
15/04354/APP / Bentley Drivers. Chearsley Rd Conversion of office to single dwelling house including external alterations. Demolition of barn structure and erection of double garage. No objection.
16/00084/APP / Land at 48 Chearsley Road.- Conversion of indoor swimming pool building to one residential dwelling, erection of detached carport and detached she(?shed) and a new access from Chearsley Road. No objection.

17/16 FINANCE

The cheques drawn for November totalling £ 6263.33 were approved for payment and the bank balances were noted.

18/16 CORRESPONDENCE

The schedule was tabled and the following matters were noted.

·  Noted that AVDC have still not made a determination on Wainwrights and Madges planning applications.

·  Lord William School thanked Cllr Smith for attending their community session which had been positive and enjoyed by the scholars.

·  The Clerk advised that the damage done by Thames Water at Ponds Piece as reported by Mr. Le Brun, will be rectified soon.

19/16 REPORTS.

LCNPSG. The Chairman gave an update on the current state as follows:-

The Group will meet with AVDC on Tuesday 12th for some final information and will be holding a public exhibition on Sunday 17th and Monday 18th. The meeting with AVDC will

be to discuss the sites that have been assessed and those suggested for development and the drawing of a settlement boundary. This information will be included in the exhibition on 17th and 18th February.

20/16 ANY OTHER BUSINESS.

·  Cllr Cozens reported that the gas leak that was repaired last week had caused havoc with traffic. The traffic management system had not been checked and did not work properly.

·  The Clerk will follow this up with BCC (TfB). Cllr Camden advised that the football club had amazingly lost the combination lock and without advising others replaced it with a lock with a key. The Clerk suggested the issue be referred to the Club to replace or find the combination lock.

·  Cllr J Asher updated the Cllrs on Trinity Patient Group. The news was not good with doctors leaving and having no replacements.

·  Finally the Chairman advised that Sri of the local shop had completed the alterations to the store. He has arranged a pig roast for the opening on the 20th February and has dedicated the profit to the Village Association.
