RFP Questions and Response Log

1)Question: When is the proposal due?
Response: Proposals are due Monday, September 12, 2016 at 5:00 p.m. CST to Les Olive as indicated in the RFP cover page.
2)Question: Will a phased completion of a proposed project be permitted?
Response: Yes, a phased approach to completing the project is permitted (see specific discussion on page 7 of the RFP document). If a phased approach is used completion of Phase I is still expected by August 10, 2018.
3)Question: What is the recent occupancy rate in the residence hall system at SDSU?
Response: The five-year average occupancy rate is 97.42 percent in a system that houses slightly morethan 4,000 students.
4)Question: The RFP references a recent housing study conducted by RCLCO, is a copy of this
study available?
Response:The RCLCO study is posted to the RFP website, direct your browser to sdstate.edu/apartments, then click on Supplement 2 in the vertical menu ban on the right side of the page.
5)Question: Will the projectdetract from the students living in Hansen, Waneta and the Meadows
Apartments?
Response: It is anticipated that the housing provided on west campus will continue to be a reasonably popular option for some upper division students in terms of an economical price point and a way to guarantee single housing accommodations, (e.g. no roommate or apartment mate). West campus housing affords the University opportunities for programmatic housing and/or specialized groups that otherwise is not available. If occupancy is lost in significant numbers to the Project, than an adjustment to pricing and occupancy strategies may need to be considered in the these west campus facilities.
6)Question: Will a new Master Plan be written?
Response: Master plans are continuously updated at periodic intervals. Work on a successor Master Plan for the campus and Residential Life in particular will likely be engaged within the next 12-24 months, but no definitive timeline has been established.
7)Question: Will the project arising from the RFP be listed as on-campus housing?
Response: Yes, however, the project is geared toward students who previously have met the University’s residential requirement and will likely have different lifestyle regulation governing its operation (e.g. alcohol-permitted where students are of age, etc.). The Project will be operated privately, although the University through its Housing and Residential Life department will maintain a connection for programmatic events, student leadership opportunities and referrals of qualified students.
8)Question: Are there environmental assessments that have been done?
Response:No recent environment assessments have been conducted that would allow developers to proceed without first having to conduct environmental assessments as part of the project.
9)Question: Will site plans for the proposed Greek Village be shared?
Response: Draft siting of Greek Village Phase II will be posted to the website, sdstate.edu/apartments. However it should be noted that these are draftplans and the individual chapters will modify these draft plans to best suit the design of their individual homes. At this time the potential for three to five Greek chapter houses exists on the east end of the State Court (blue box in site photograph on page 34 of the RFP). In addition these Greek chapter houses could be constructed with two houses in the Opportunity Parcel (pink box on page 34) to the north of 8th St. and two houses opposite these in the blue box south of 8th St.
10)Question: Is there a plan to replace the parking?
Response: Respondents should develop a parking plan that fits with City code, see page 19 (fourth bullet)for a full discussion of City of Brookings parking regulation.
11)Question: What is the goal # of rooms that you want to achieve?
Response: The current facility has approximately 88 units, this is considered inadequate population density for this nearly 10 acre site. That said, there is not a specific threshold in mind, we are interested in the Developer’s response to this question in particular.
12)Question: What are the rules and regulations for retail space, and other services in the Project?
Response: The RFP document specifically omits the reference to retail space, but rather is interested in the services and resources which will support student success in this residential community. Thus space for administrative service like Greek Advising, or Veteran’s Centers, day care operations are encouraged along with support services such as a coffee shop, or a hair salon may be appropriate within this scope of services.
13)Question: If a Developer is interested in workingwith the SDSU Foundation how shall we go
about contacting Foundation personnel?
Response: We prefer that on first contact you go through Les Olive the University Contact whose contact information is listed on the cover of the RFP. After this first contact Les will direct you to Steve Erpenbach and/or Tim Dwire and all subsequent contact can go directly to them.
