D07-018 – Procedure

November 1, 2007
TO: / Regional Administrators
Field Services Administrators
Regional Resource Managers
FROM: / Linda Rolfe, Director, Division of Developmental Disabilities
SUBJECT: /
DDD POLICY 4.11, County Services for Working Age Adults, EXCEPTION TO POLICY (ETP) OR EXCEPTION TO RULE (ETR) WAC 388-845-0610
Purpose: / To implement a statewide process for requesting a non-employment County service for adults under age 62.
Background: / DDD Policy 4.11, County Services for Working Age Adults (11/1/07), allows Counties contracted with DDD to provide Community Access only for persons age 62 and older. WAC 388-845-0600 and 0610, which govern persons enrolled in a DDD waiver, limits Community Access to persons age 62 and older.
The presence of a combination of very severe disabilities (cognitive, physical, medical) or a severe potentially life threatening medical condition may limit employment. After thoughtful and thorough use of technical assistance, all parties (person, family, employment agency, county, and case manager) may agree that the system is currently unable to find and support the person to work.
What’s new, changed, or Clarified / Other County services may be authorized for adults under the age of 62 with an ETP to DDD Policy 4.11, County Services for Working Age Adults (11/1/07) or an ETR to Chapter 388-845 WAC. DDD and the Counties developed a statewide process for requesting and processing an ETP or ETR to provide Community Access.
ACTION: / Effective November 1, 2007, DDD CRMs will use DSHS 14-480, Working Age Adult Exception to Policy for Community Access. The procedural instructions are on the form.
