This fact sheet explains when people who live in Inner Gippsland, Victoria will transition to the National Disability Insurance Scheme (NDIS).
About the NDIS
The NDIS is a new way of providing support to Australians with disability, and their families and carers. It is managed by the National Disability Insurance Agency (NDIA).
To ensure a smooth changeover and minimal disruption to services, the transition will happen across Victoria over three years.
About six months before an area starts to transition:
- NDIS information sessions will start happening; and
- The NDIA will start contacting people to work out their NDIS eligibility
People will move to the NDIS based on the area they live in.
Inner Gippsland
If you live in Inner Gippsland, you will likely move to the NDIS between October 2017 and March 2018. You will also be able to join the NDIS after March 2018.

When will different services move to the NDIS?
The timing of your move to the NDIS depends on the services you currently receive and the urgency of your needs. The following table gives an overview of when different services in Inner Gippsland are likely to move to the NDIS.

If you receive more than one service, you will move to the NDIS when the first of your services is due to move. For example, if you receive services under Student Transport and the Home and Community Care Program for Younger People, you will likely move to the NDIS between October and December 2017.
Services to move to the NDIS
Attendant Care in Schools
If you receive Attendant Care in Schools, you are likely to move to the NDIS between October and December 2017.
Disability Support Register waitlist
If you are on the Disability Support Register waitlist and have been assessed by the Department of Health and Human Services as having the most urgent needs, you will have started moving to the NDIS around October 2016.
If you are on the waitlist but have not been assessed as having the most urgent needs, you are likely to move to the NDIS between October and December 2017.
This excludes anyone who lives in supported accommodation. See below for more information.
Early Childhood Intervention Services
If your child already receives an Early Childhood Intervention Service, they are likely to move to the NDIS between October and December 2017.
Early Childhood Intervention Services waitlist
If your child is on the Early Childhood Intervention Services waitlist, they will likely be moving to the NDIS between September and December 2017.
Futures for Young Adults
If you receive a Futures for Young Adults package, you are likely to move to the NDIS between November 2017 and March 2018.
Home and Community Care Program for Younger People
If you receive a service under the Home and Community Care Program for Younger People, you are likely to move to the NDIS between January and March 2018.
If the Home and Community Care Program for Younger People is the only service you receive, you will need to provide the NDIA with evidence that you meet the disability eligibility requirements.
Individual Support Packages
If you receive an Individual Support Package, you are likely to move to the NDIS between November 2017 and March 2018.
Mental Health Community Support Services
If you receive an Individualised Client Support Package through the Mental Health Community Support Services program, you are likely to move to the NDIS between January and March 2018.
Mental Health Community Support Services Needs Register waitlist
If you are on the Mental Health Community Support Services Needs Register, the NDIA will contact you to see if you are eligible for the NDIS. This is called the NDIS access request process.
You will need to provide the NDIA with evidence that you meet the disability eligibility requirements. The Mental Health Community Support Services Intake Service will help you to collect this evidence.
If you are assessed as eligible, you are likely to move to the NDIS between October and December 2017.
Student Transport
If you receive Student Transport, you are likely to move to the NDIS between October and December 2017.
Supported accommodation
If you live in supported accommodation, you will move to the NDIS along with all the residents in your house. This will happen between November 2017 and March 2018.
Other disability services (Victorian Government)
If you receive other disability services, you are likely to move to the NDIS between December 2017 and March 2018.

- Community and Facility Based Respite
- Flexible Support Packages
- Outreach
- Behaviour Intervention Services
- Case Management
- Recreation
- Therapy
- Independent Living Training.
Multi-Purpose Taxi Program
Your Multi-Purpose Taxi Program will move to the NDIS when your other service(s) move to the NDIS. If you only receive a service under the Multi-Purpose Taxi Program, you will need to provide the NDIA with evidence that you meet the disability eligibility requirements. If you are eligible, you are likely to move to the NDIS towards the end of the area transition.
Younger People in Home Care (Commonwealth Government)
If you are a young person living in residential aged care or receive a Commonwealth Home Care service, you are likely to move to the NDIS between October and December 2017.
Younger People in Residential Aged Care (Commonwealth Government)
If you are a young person living in residential aged care or receive a Commonwealth Home Care service, you are likely to move to the NDIS between October and December 2017.
Other disability services (Commonwealth Government)
If you receive a service funded by the Commonwealth Government that is not listed above, you are likely to transition to the NDIS between October 2017 and March 2018.
Other Commonwealth Government services include:
- Disability Employment Assistance (Australian Disability Enterprises)
- Outside School Hours Care for Teenagers with Disability
- Remote Hearing and Vision Services for Children
- Younger Onset Dementia Key Worker Program
Other Commonwealth Government services also includes the following, however if you only receive one of these services you will need to provide the NDIA with evidence that you meet the disability eligibility requirements:
- Better Start for Children with a Disability
- Continence Aids Payment Scheme
- Day to Day Living in the Community
- Hearing Services Programme
- Helping Children with Autism
- Mental Health Respite: Carer Support
- Mobility Allowance
- National Auslan Interpreter Booking and Payment Service
- Partners in Recovery
- Personal Helpers and Mentors
- Respite Support for Carers of Young People with Severe or Profound Disability
- Young Carers Respite and Information Services
- Work Based Personal Assistance
New clients
People not currently receiving a service
If you are not currently receiving a service from the Victorian Government, you will need to check your eligibility with the NDIA. If you are eligible, you will join the NDIS as a new participant between October 2017 and March 2018. You will also need to provide the NDIA with evidence that you meet the disability eligibility requirements.
