Supplementary regulations

AUTHORITY

The event shall be a Multi Club Observed Section Trial held under the provisions of the International Sporting Code of the F.I.A.; the National Competition Rules (NCR) of the Confederation of Australian Motor Sport Ltd. (CAMS), the Observed Section Trial Formula, the CAMS Guidelines for passengers in Vehicles, these Supplementary Regulations, the MGCC OST Additional Regulations and any Further Regulations, that may be issued.

ENTRIES

1.Entries are open to financial members of the MGCC Melbourne (incl Geelong) who hold a CAMS Level 2NS, L2NSJ licence or superior.

2.Entries will open with the publication of these Regulations and close at the start of the drivers briefing on Sunday 23rdJuly 2017

3.The full entry fee shall be $30, youth $15.

4Competitors must bring their own lunches, however, hot soup will be available FOC, and a BBQ will be available for competitor use.

5.All entries must be completed on the official entry form accompanied by the entry fee.

6.A maximum of 60 entries will be accepted, in order of receipt.

7.The promoters reserve the right to refuse any entry in accordance with NCR 83 of the current CAMS Manual of Motor Sport.

THE EVENT

1.The event will commence at 9.30 am and it is the responsibility of the competitor to present the car for a safety check between 8.30am and 9:15am.

2.A compulsory driver briefing will be held at 9:15am. Any driver not attending will be excluded from the event.

3.The outright result will be decided on the competitor who achieves the most points throughout the day.

3a.If any part of the car passes through the intersecting line between the pair of marker pegs designating a scoring point, then that scoring point is deemed to be gained, even if the car subsequently “fails” the section by hitting the same marker with another part of the bodywork.A car is deemed to have ‘departed’ from the intended course when the entire vehicle crosses the intended line joining successive flags, pegs or other markers.

3b.To gain maximum points in each section, the whole car must pass between and beyond the final finishing markers. Placing in the event will be determined on the aggregate of points scored in all sections, less any penalties as specified. Scoring will be as judged by the appointed officials only.

4.Certificates shall be awarded to 1st, 2nd and 3rd places in each class

6.Reruns will only be permitted at the discretion of the Clerk of Course.

7.Passengers must sign the “Passengers in Vehicle” disclaimer before participating in the event.

8.Classes for this event will be as per the entry form.

SCRUTINY

All vehicles must comply with the OST Formula, in the current CAMS Manual of Motor Sport, and the MG Car Club Competition Regulations. Special attention will be given to:

  1. Removal of all loose objects in the vehicle.
  2. No vehicle is to be loaded with unnecessary ‘ballast’.
  3. Fuel must be in accordance with Schedule G of the current CAMS Manual of Motor Sport.
  4. Logbooks (if issued) must be presented at Documentation, along with the current CAMS licence and current Car Club membership card..
  5. All vehicles must be adequately muffled to comply with noise restrictions.
  6. All apparel for competitors, including passengers, must comply with Schedule D of the current CAMS Manual of Motor Sport.
  7. All vehicles (except for Pre-War cars) must be fitted with a minimum of a lap seat belt in accordance with Schedule I of the current CAMS Manual of Motor Sport.

PROTESTS:Any protests must be lodged in accordance with Part XII of the NCRs in the current CAMS Manual of Motor Sport.

ABANDONMENT:In accordance with NCR 59 of the current CAMS Manual of Motor Sport.

EXCLUSION:

The Clerk of Course may exclude from further competition any competitor who:

-is drinking, or under the influence of alcohol or drugs during the event.

-disobeys the direction of an official.

-Is guilty of inappropriate behaviour.

-exceeds 10km/h anywhere except the racing surface including pit areas and ‘dummy grid’.

ALCOHOL, DRUGS AND OTHER SUBSTANCES:

Any holder of a CAMS ‘Competition’ or ‘Officials’ licence (or equivalent licence issued by another ASN) may be tested for the presence of drugs (or other banned substances) and subject to a penalty(ies) for a breach in accordance with the CAMS Anti-Doping Policy and/or the CAMS Illicit Drugs in Sport (Safety Testing) Policy as published on the CAMS website. Consumption of alcohol in the paddock, pits or any section of the competition venue/course under the control of the Officials is forbidden until all competition is concluded each day. Accordingly, any holder of a CAMS ‘Competition’ or ‘Officials’ licence (or equivalent licence issued by another ASN) may also be tested for the presence of alcohol by a CAMS Accredited Testing Official (CATO) in accordance with the CAMS Standard Operating Procedure for Breath Alcohol Testing.

Motor Sport Activities are inherently dangerous recreational activities and there is significant risk of injury, disability or death.
I acknowledge that:
the risks associated with attending or participating in Motor Sport Activities include but are NOT LIMITED to the risk that I may suffer harm as a result of:
motor vehicles (or parts of them) colliding with other motor vehicles or persons or property;
others participants acting dangerously or with lack of skills;
high levels of noise exposure;
acts of violence and other harmful acts (whether intentional or inadvertent) committed by persons attending or participating in the event; and
the failure or unsuitability of facilities (including grand-stands, fences and guard rails) to ensure my safety.
EXCLUSION OF LIABILITY, RELEASE & INDEMNITY
In exchange for being able to attend or participate in the Motor Sport Activities, I agree:
to release CAMS and the Entities to the extent that any or all of them are providing Recreational Services from all liability for:
a)my death;
b)any physical or mental injury (including the aggravation, acceleration or recurrence of such an injury);
c)the contraction, aggravation or acceleration of a disease;
d)the coming into existence, the aggravation, acceleration or recurrence of any other condition, circumstance, occurrence, activity, form of behaviour, course of conduct or state of affairs:
  1. that is or may be harmful or disadvantageous to me or the community; or
  2. that may result in harm or disadvantage to me or the community,
howsoever arising from my participation in or attendance at the Motor Sport Activities;
to indemnify and hold harmless and keep indemnified the Entities to the maximum extent permitted by law in respect of any Claim by any person; and
to attend at or participate in the Motor Sport Activities at my own risk. I understand that:
nothing in this document excludes, restricts or modifies any rights that I may have as a result of significant personalinjury that is caused by the Reckless Conduct of the Entities as the supplier of the Motor Sport Activities / Recreational Services;
nothing in this document prevents the Entities from relying on any laws (including statute and common law) that limit or preclude their liability;
nothing in this document excludes any term or guarantee which under statute cannot be excluded; however the liability of the Entities is limited to the minimum liability allowable by law;
nothing in this document precludes me from making a claim under a CAMS insurance policy where I am expressly entitled to make a claim under that insurance policy; .
