Programme Manager

The European Union Delegation to Egypt is seeking an experienced, highly motivated and dynamic candidate with a solid background in development cooperation.

The selected person shall contribute to fulfilling the overall objectives of the Delegation and contribute to the implementation of the EU cooperation portfolio in Egypt, in particularin the areas of Energy, Transport and Telecommunications.The person will work under the guidance of the Head of Economic Cooperation sectorand report to her/him.

He/she will:

  • Assist the Head of Section and the Head of Operations in thedesign of EU programmes with regard to EU cooperation with Egyptin the areas of Energy. Transport infrastructure and Telecommunications.
  • Contribute to in the identification, formulation and implementation financial and technical cooperation in relation to bilateral and regional programmes in the areas concerned.
  • Maintain a close working relation with the Beneficiaries and Project management thus ensuring a close monitoring of project implementation.
  • Report on a regular basis on the status of projects to the Head of Economic Cooperation Section and update the EU Delegation on the situation in the relevant sectors.
  • Draft terms of reference for tenders, missions and other activities linked to project implementation
  • Assess invoices and requests for payments and give recommendations in liaison with the Finance and Contract section of the Delegation.
  • Contribute to ensuring the necessary quality and accountability in the Commission's development cooperation and financial support to different actors in Egypt and at regional level in the related areas.
  • Maintain regular contact with European and other multilateral donors as well as Egyptian authoritiesand stakeholders, together with or on behalf of the Head of Section and/or Head of Operations.

Skills / qualifications

The successful candidate will have a University level education of at least 4 years in applied economics or engineering with specialization in energy, infrastructures and or transport, or other related field.

Minimum of 10 years working experience in operational experience in relation to development cooperation in Egypt and / or in the Region as programme manager, political or sectorial analyst.

Demonstrated operational experience and thorough knowledge in the areas of Energy, infrastructures and/or Transport sectors in Egypt and in the Mediterranean Region.

Good knowledge of the EU as well as of the cornerstones of EU-Egypt bilateral relations (Association Agreement, EU-Egypt Action Plan) as well as the European Neighbourhood Policy.

Sound experience in working with the European Union or other bilateral or multilateral donors International Organisations/multicultural environment.

Excellent command of both written and oral English is required. French will be an asset.

Familiarity with all aspects of the project cycle, in particular project budgeting and financial report analysis would be an asset.

The selected candidate must be a dynamic and proactive person results-oriented and have good organisational capacity, analytical and communication skills,as well as the ability to work in a team.
