2005/06 Strategies for Sustainable Development in Hong Kong
Introduction
The future of the world rests in the hands of today’s young people. It is essential that they have a comprehensive understanding of the concept of Sustainable Development (SD). Therefore, the Hong Kong Federation of Youth Groups has again joined hands with Hong Kong Policy Research Institute Ltd. to launch the Hong Kong Public Policy Innovation Award, “Strategies for Sustainable Development in Hong Kong”. From 2004, the Sustainable Development Fund has sponsored the project. The sponsorship will continue until 2007. This project aims atencouraging young people to participate actively in public policy discussions and provides them with opportunities to learn about, understand and reflect upon the importance of incorporating the principles of SD into public policy-making processes.
Objectives
1)To enhance the understanding of sustainable development among young people
2)To provide young people with an outlet for their creativity and a chance to express their own opinions by means of open competition
3)To open up a channel of communication between young people and Government officials, as well as other social, industrial and commercial organizations
4)To promulgate the concept of sustainable development in schools and the community
Targets
There will be two categories of entrant:
1)Secondary School Students
All members must besecondary school students. Each school or organization may enter more than one team in the competition or students may organize their own teams independently.
2)Young Adults
Participants in this section must be below 35 years of age.
Teams may comprise 2-5 participants, and one member of the team is required to act as the liaison person for the team. Individuals may participate in one category only.
Themes of the Competition
Each team will be required to select one of the following themes and undertake a thorough study of its related public policy:
Town Planning Policy and Development in the Pan-PearlRiver Delta
e.g. housing and land use, town planning, how to balance social and environmental factors, futuredevelopments inthe Pan-Pearl River Delta
Medical, Food and Healthcare Policy
e.g. food regulation and labelling, epidemic and disease control, charges for medical treatment, how to maintain a balance between economic, social and environmental factors
Youth Participation
e.g. how to increase youth influence in social participation, enhance youth participation, motivate youth to establish self-voluntary group
Culture Policy
e.g.development of the WestKowloon District, creative industry, culture heritage protection, art in community project
Format of the Competition
- Project Report
Each team will be required to prepare and submit a written report of no more than 5,000 words (not including graphics and other supporting materials) in either Chinese or English. All submissions must be the participants’ original work.
- Project Presentation
Participants are required to select a format or combination of formats, including graphics, models, multimedia and display boards to make a presentation on the content of their reports.
Prizes
Prizesfor each section will be awarded as follows:
Champion: Book voucher for $3,000, trophy and certificate
1st Runner-up: Book voucher for $2,000, trophy and certificate
2nd Runner-up: Book voucher for $1,000, trophy and certificate
3 Merit Awards: Book voucher for $500 and certificate
Special Prizes will be awarded for Most Outstanding Report, Most Outstanding Presentation, Most Innovative Report and Best Team Work in each section. Prizes will include a book voucher for $800, a trophy and a certificate.

Follow-up Programmes in the Community
To ensure the further spread of the concept of sustainable development in the community, three activities will be held during and after the competition:
i)Publication of a report on the competition: The report will include the ideas behind competitors’ projects. It will be published and sent for reference to all secondary schools and universities, government departments and relevant organizations.
ii)Follow up activities by the winning teams: Each winning team will receive a $500 allowance to promote the concept of sustainable development in their respective schools and communities and to encourage public discussion between May and August 2006.
iii)Seminar on how to promote sustainable development in secondary schools: Since secondary schools provide the ideal environment, teachers and student leaders are the appropriate motivators of the concept of sustainable development and it is desirable to raise their awareness. It is also envisaged that participants in the competition will be invited to share their views on what has been accomplished by the programme.
