APPLICATION REQUIREMENTS:
· Lateral transfer between institutions is possible only for the third semester of associate degree and the third and fifth semesters of undergraduate programs.
· In order to make lateral transfer application at YTU, it is compulsory to be a registered student at an equivalent higher education institution.
· Lateral transfer application is made for the semester following the one completed by the student at the Higher Education Institution where s/he comes from.
· For lateral transfer between institutions, the students need to have passed all courses in the education schedule in the academic year they have completed at the Higher Education Institution they are registered at and their general point average must be at least 60 out of 100 (2.4 out of 4.00). Applications of those who have conditionally passed their courses shall be evaluated according to the following Clause.
· Applicants who cannot meet the success requirement stated in the former Clause but have a base point that is equal to or higher than the base point of the program they want to transfer can make transfer application. The applications of such applicants shall be evaluated only if there is empty quota after the applicants applying in accordance with the abovementioned Clause have been placed.
· Those who have been expelled or got disciplinary penalties due to the actions stated in Article 10 of “Higher Education Institutions Regulation on Student Discipline” cannot make lateral transfer application.
· Applicants registered at the evening education programs of higher education institutions can make lateral transfer only for evening education programs. However, students in the 10 % of the most successful evening program students and passed the class can make lateral transfer to day education diploma programs in line with the quota status.
· In order to make transfer from open and distant education programs to formal education programs, the general point average of students at their current program must be 80 or higher out of 100 or the central placement point in the year they were registered must be equal to or higher than the base point of the intended university diploma program in the same year.
· The courses taken at YTU by the lateral transfer students are used for calculating the weighted grade point average, the courses taken at the former diploma program are excluded.
· Students who have earned the right to be transferred form an evening education program to an evening education program at our university and whose weighted grade point averages were among the highest 10 % in their class at the higher education institution they come from, thus giving them the right to pay day education contribution fee under Article 7 of Law No 3843, can benefit from this right for the year in which they earn the lateral transfer right.
· Students passing from evening education programs to day education programs continue to pay evening education fee.
· Students passing from day education to evening education programs have to pay the fee determined for the evening education.
· Students passing from Foundation Universities and Foreign Universities pay the evening education fee of our university.
· Those who have not completed their registration although they have paid the contribution fee or those who waiver their lateral transfer right after the registration is completed cannot get any refunds for the contribution fee.
· Those applying to programs where the education language is Turkish shall not take the English Proficiency Examination (İYS) on 21 July 2011.
APPLICATION FOR FOREIGN QUOTAS:
· The base points used while admitting students to the relevant grade of the diploma program to which they want to be transferred (in the year when the student took the examination) are taken into account for lateral transfer from foreign higher education institutions. Such students can make lateral transfer application; they do not need to have been successful in all courses they received at the foreign higher education institution. Such lateral transfer applications of students are evaluated separately from the foreign lateral transfer quota.
· In applications made from foreign universities, the higher education institution and program where the student received education need to be recognized by the Higher Education Council as an institution authorized to give associate degree or undergraduate diploma. Also the diploma program at which the student is registered must be regarded by the university to be equal to the associate degree or undergraduate program the student applies for.
· The Higher Education Council announces the minimum points of the Student Selection and Placement Examinations held by the Student Selection and Placement Centre that shall be used in the evaluation of the applications of students receiving education abroad for being transferred to the higher education programs in Turkey. It also announces the examination scores that are deemed to be equal to the above mentioned scores as well as the foreign lateral transfer quotas determined by universities. For the applicants to make lateral transfer application, they need to have minimum points accepted by the YTU senate (see ANNEX 2).
REGISTRATION DOCUMENTS:
1- Application Form: (see ANENX 1) (The form must be printed out and filled in before coming for registration.)
2- Academic Records: Transcript: The document showing all courses attended by the student, the grades in these courses and the weighted grade point average; the student obtains it from the institution s/he is leaving. This certificate has to be approved by the university. The applicants whose transcript is in a foreign language have to attach the approved (university or notary) Turkish version.
3- ÖSYS Result Certificate: The approved photocopy of the student’s ÖSYS result certificate for the year in which s/he was admitted to the current higher education institution. (The printout taken from the website of ÖSYM shall be used for 2007 and later).
4- 10 % Certificate (for evening education students): For application from evening formal education programs to day formal education programs, the certificate showing that the weighted grade point average of the student was among the highest 10 % point averages in the class.
5- Discipline Certificate: A certificate showing that the student has not been subject to any disciplinary penalties at the higher education institution at which s/he received education (it is not demanded if already present in the transcript).
6- Course Plan: The approved course plan for the program the student attended at the higher education institution at which s/he received education (four years for undergraduate program, two years for associate degree).
(The applicants whose course plans are in a foreign language need to add the Turkish version approved by the higher education institution or notary).
7- Course Contents: Approved course contents for the program attended at the higher education institution (The applicants whose course plans are in a foreign language need to add the Turkish version approved by the higher education institution or notary when they earn the lateral transfer right, during the registration).
8- A half cover carton box for putting a photograph and the application documents.
9- Applications made by mail or with missing documents shall not be evaluated.
10- Bank receipts for the application payment.
50 TL must be deposited into TR İsbank Yıldız Technical University Branch account no 1199 320 80 37 with name and last name information, stating that it is for “LATERAL TRANSFER application. (Those who shall apply for both evening and day education programs shall pay 100 TL). The bank receipt for the Application Payment shall be submitted to the officer during the registration.
ACCEPTANCE OF APPLICATIONS:
- Lateral transfer applications are made to the Dean’s Offices of the relative faculties within the dates stated above. When a student wants to make both evening and day education applications at the same time, separate application files are prepared.
- After the application file is submitted to the Deans’ Office of the Faculty, the documents are checked to see if they comply with application requirements. After the review, a decision is made on whether to accept the application.
EVALUATION:
· The application evaluation is conducted by the Dean’s Office of the Faculty/VHS Administration. The applications are decided by the relevant Administrative Board.
· Those who apply to second grade of programs where 30 % of the education is English have to get at least 60 points in the English Proficiency Examination (İYS) that shall be held on 21 July 2011. The applications of those who have failed this test shall not be evaluated.
· The ranking of the applicants is carried out according to the sum of 50 % (out of 100) of the students' central placement points (the base point of the applied program in the year when the student took the exam is accepted as full point) and 50 % (out of 100) of the WGPA. WGPA takes precedence when points are equal. Only WGPA is taken into account while ranking the students who made their registrations using the foreign student admission quota.
Calculation for Ranking:
Success Grade: 0.5* (Normalized ÖSYM score) + 0.5* (Normalized general success grade**)
*Normalized ÖSYM point: 100 * (ÖSYSM score of the student) / (the highest ÖSYM score of the intended YTU department in the year when the applicant entered university)
**Normalized general success grade: 100 * (general success grade of the student) / (the highest success grade accepted by YTU Senate (4.0))
· For programs that admit students with aptitude test, the applicants have to pass the aptitude test. The ranking is carried out in accordance with the guidelines determined by the relevant Faculty Board, and the success level in the aptitude test is taken into account.
· After ranking, an original list in the same number of the available quota and a reserve list maximum in the same amount are announced. Reserve applicants are summoned instead of the original applicants who have not showed up within the determined period.
· The education time spent at the former Higher Education Institution by the students who are registered by lateral transfer is included in the education period. The total time cannot exceed the time specified by law.
The Method for Converting the Weighted Grade Point Average from 100 Point Grading System to 4 Point Grading System

Normalization is performed for a single success grade conversion including all courses given in the transcript.
For instance: If the weighted grade point average of a student is 75 in the transcript, it can be converted to 4 point system through a proportion equation.

ENGLISH PROFICIENCY EXAM AND REQUIREMENTS FOR EXEMPTION FROM ENGLISH COURSES FOR STUDENTS MAKING LATERAL TRANSFER APPLICATION IN 2011-2012 ACADEMIC YEAR

o Those who apply to the second grade of programs where 30 % of the education is English have to get at least 60 points in the English Proficiency Examination (İYS) that shall be held on 21 July 2011.
These students are responsible for Advanced English I and Advanced English II courses that are compulsory in their curriculum. If the contents of the compulsory English courses they took at the higher education institutions they come from are equal to these courses, their orientation is conducted by the Modern Languages Department of the School of Foreign Languages and sent to the Dean’s Offices of the relevant Faculties.
They are exempted from Advanced English I and Advanced English II courses if they score 65 or higher in İYS that shall be held on 21 July 2011. (If the İYS and orientation scores are different, the higher point shall be valid.)
