2.PUBLIC ATTENDANCE AT ORDINARY COUNCIL MEETINGS

PERSONS WISHING TO SPEAK

Members of the public are invited to address the Council on any item that appears

on the agenda. This item is time limited to 5 minutes, with the Mayor having discretion to extend to 10 minutes, depending on the issue and the number of people attending the meeting.

3.CODE OF CONDUCT – DECLARATION OF INTEREST

Members are reminded of their responsibility to declare any personal interest or

prejudicial interest which they have in any item of business on the agendano later than when that item is reached.

4.MINUTES

The Minutes of the meeting of the Council held on 11March.2009 to be confirmed as a correct record.

5.MAYOR’S COMMUNICATIONS

To receive a report from the Mayor on his attendance at functions as the formal representative of the Town Council.

6.POLICE MATTERS

A representative of the Police will attend if available for a short updating session.

7.HIGHWAYS AND PLANNING COMMITTEE

To receive the Minutes of the Highways and Planning Committee held on 1 April, 2009 and to consider the recommendations contained therein.

8.CLOSURE OF SALTNEY FERRY ROAD BRIDGE

PROVISION OF BUS SERVICE FOR RESIDENTS

Further to Minute 187 of the last meeting the Town Clerk will report that Flintshire County Council have agreed to provide a bus service for the residentscut off by the closure of the road bridge. A service will be provided on Tuesday and Friday of each week the bridge is closed.

9.LOCAL GOVERNMENT BOUNDARY COMMISSION FOR WALES – REVIEW OF LOCAL ELECTION BOUNDARIES

Members will be aware that the Boundary Commission are at present reviewing the electoral boundaries in Wales (Minute 108 refers). The Commission are working on the basis that there is potential to reduce the number of Councils through the process of amalgamations and also there is a need to set a higher ratio of electors to Councillors. Membersare invited to attend a seminar on this subject at County Hall on Wednesday, 15 April at 6pm to discuss any proposals for changes to the electoral boundaries in Flintshire.

10.QUESTIONS

In accordance with Standing Order 23 to consider questions to the Mayor or the Town Clerk from Members, of which due notice has been given.

11.MAYOR’S ALLOWANCE

To consider a Notice of Motion in the name of Councillor Mrs A Lloyd, ‘That the Council order The Mayor to give an itemised breakdown of the £500 Mayors Allowance authorised by the Council and paid to him at the 16th July meeting and if any monies are unspent by the Mayor he should return that money to the Council forthwith,

12.CODE OF CONDUCT TRAINING

To consider a Notice of Motion in the name of The Mayor, Councillor Armstrong-Braun, ‘That the Council sets a date for the training of Councillors on the Members Code of Conduct’.

13.STREET CLEANSING

To consider a Notice of Motion in the name of The Mayor, Councillor Armstrong-Braun, ‘That the Council thanks the Flintshire County Council street cleaners for the excellent and dedicated cleaning of our Town so improving the street scene and the quality of life of our citizens’.

14.EAST SALTNEY COMMUNITY COUNCIL MINUTE BOOK

To consider a Notice of Motion in the name of The Mayor, Councillor Armstrong-Braun, ‘That the Council instructs the Clerk to obtain East Saltney Community Council’s minute book which Cllr Terry Walker has and holds since May last year and has not returned. That the Council asks the Saltney and Saltney History Society if it wants to view the book so as to copy relevant items for a new history book in the making and that the book is placed in the Records Office of Flintshire County Council’.

15.COUNCIL OFFICE

To consider a Notice of Motion in the name of The Mayor, Councillor Armstrong-Braun ‘ That the Flintshire County Council be requested to provide an office within the public area of the new library for the use of the Town Council.’

16.INFORMATION FROM THE LOCAL COUNTY COUNCIL MEMBERS

To consider a Notice of Motion in the name of Councillor Mrs A Lloyd ‘That the Stonebridge and Mold Junction County Councillors have a permanent slot at Saltney Town Council meetings to give any feedback they receive from FCC meetings that could or will affect Saltney’.

17.FINANCIAL PROCEDURES – MAYOR’S ALLOWANCE

To consider a Notice of Motion in the name of Councillor W Crawford, ‘That the procedure for the payment of the Mayoral Allowance be changed. Instead of giving the Town Mayor his allowance in cash at the beginning of his tenure of office. I propose that the cash remain in the general fund and any funds to be spent from The Mayor’s Allowance as per the regulations contained within the Standing Orders, should be requested by The Mayor from the Town Clerk, as and when The Mayor needs to make a payment. A receipt for the payment being returned to the Town Clerk and retained by him until all the expenditure is accounted for.’

18.RIVER LANE – BALDERTON BROOK

To consider the state of the bed of the stream and the land surrounding the entry of Balderton Brook into the River Dee and the responsibilities of the Environment Agency.Flintshire County Council have said that there are a number of long-standing enforcement issues at River Lane and investigations are currently ongoing with regards to evidencing alleged unauthorised uses and development. They are asking for any information that may assist with those investigations.

19.ALLOTMENTS

To report the receipt of a letter from a resident of Saltney requesting an allotment. The Town Clerk will report further on this matter at the meeting.

20.SALTNEY NAME SIGN

The Town Clerk will report the receipt of a letter from a resident informing him that the name plate sign for SALTNEY has disappeared from the posts on the main road from Broughton. The area has been searched but no trace of the sign can be found. By Minute 165 the Council decided to defer new SALTNEY signs until the Town centre development plans were known. Members are requested to consider whether this sign should be replaced..

21.FOOTPATH LIGHTING

The Town Clerk will report the receipt of a letter requesting that consideration be given to the provision of footpath lighting on the path leading from the High Street down to the library on Salisbury Avenue.

22.PUBLIC FOOTPATH BEECHWOOD ROAD – BOUNDARY LANE

To receive a complaint that the footpath from Beechwood Road to Boundary Lane is partially blocked by a broken down chain link fence.

25. TOWN CLERK’S SALARY

The Town Clerk will report that further to Minute 158 of the meeting held on 28 January, 2009, NJC for Local Government Services has finally agreed the settlement of the pay award for 2008/2009. This means an increase of £0.029 per hour (just less than 3p) over that originally agreed.
