MINUTES OF MEETING HELD IN THE VILLAGE HALL ON WEDNESDAY

25th OCTOBER 2017 at 7.30pm

During the time for public participation the following issues were raised:

Mr Douglas - details of the traffic flow through the village and that it was part of the Trafalgar Way

Mrs Hirst - concern about proposed allotment site, was this just a ruse to get mains services on site? The Chairman said that the Parish Council had no further information, its role was just to put out notices looking for suitable land. The footpath between School Hill and West Park was very dangerous, especially for the elderly.

Mrs Simms - the storm drains and gulleys on the station side were blocked up causing a wave of water right across the road. The drains were covered with leaves and mud and she would like to know whose responsibility it was as it was a gully coming out from the railway. She had cleared them out but did not think it was for a member of the public to do. The Chairman said that these were supposed to be cleared out every 24 months.

Mrs Chesterman - had been denied a meeting regarding the proposed development off Station Road. She did not consider that Highways had come up with any viable schemes to mitigate the dangers made known to them. She was also concerned about the clearing away of leaves near her property which had almost resulted in her being hit by cars on three occasions.

Mr Halford - was there any news on the path from the shop to the church, to which the answer was no.

On the proposition of Councillor Burn, seconded by Councillor Kneebone, the Minutes of the Parish Council Meeting held on 20th September 2017 were approved and signed.

169/17 MATTERS ARISING

170/17 UPDATE FROM CORNWALL COUNCIL WARD MEMBER

Councillor Williams being absent from the meeting, the Chairman gave a brief report on his behalf. Complaints had been received about the overgrowth on the left hand side of Cove Hill. Notices could be issued requesting the landowners to cut this back.

A temporary repair had been done to the pavement outside the shop. The new roundabout at Treluswell was due for early completion at the end of November.

As Councillor Hewitt had to leave the meeting early, items 13 (Flooding) and 14 (NDP) were moved up the agenda

171/17 NEIGHBOURHOOD DEVELOPMENT PLAN

A steering group had now been formed and there would be a public meeting on 9th December in the Village Hall. The purpose was to explain to people where the process was and an opportunity to understand what a Neighbourhood Development Plan meant. It was not about blocking development, but a lot wider. Information would be available in advance and a consultant was being used to pick up the strands left by the late Ted Moir. Although a high percentage of the initial questionnaires had been completed and returned, the questionnaire did not capture the views of young people in the parish.

On the proposition of Councillor Angwin seconded by Councillor Davey, the Minutes of the Planning Meeting on 11th October were approved and signed. The next Planning Meeting was on 8th November

175/17 FINANCE

It was agreed that a finance meeting should be held on 22nd November to set the budget for 2018/19 and the precept amount required.

On the proposition of Councillor Hewitt, seconded by Councillor Pryor, the following invoices were approved for payment:

176/17 PARISH PROPERTY

Request to use playing field parking space for a weekly pizza van visit - agreed that this should be for a trial period.

Councillor Fox said that the springs on the gates to the playing field needed attention. Councillor Pryor would ask Jamie Singleton to have a look.

177/17 HIGHWAYS AND FOOTPATHS

The Chairman had met with Viv Bidgood and the position was that there was no money for additional Highways work in the Parish. The sump at School Hill was a problem, but the Parish Council was not allowed to do anything about it. It was agreed that Viv Bidgood be asked to re-attend. The Clerk had been unable to contact Mr Wilkins re progress with the path cutting.

Councillor Hewitt left the meeting.

On the proposition of Councillor Davey, seconded by Councillor Fox, it was agreed that the quote from Glenn Humphries for de-silting the stream (£50 per tonne removed) should be accepted.

The Clerk reported that the moss treatment agreed in May had still not been completed by Cormac. She suggested that she write to them giving a cut off date for the work to be done, after which a different contractor could be appointed and any increase in the cost could then be forwarded on to Cormac as they were in breach of contract.

The Parish Council could carry out any additional work to the footpaths provided that the contractor had the necessary insurance. Cornwall Council would not be carrying out any additional cutting.

178/17 LAND FOR ALLOTMENTS

A letter had been received offering space for allotments at Lower Trewedna Farm. It was agreed that this was not an ideal position, and more details would be needed of how the scheme would work and whether there would be provision for a car park. The Chairman said that the Parish Council had fulfilled its statutory obligation by putting up notice for land. Now it would be up to the landowner, the potential allotment users and Cornwall Council to sort out.

179/17 RUTH COLLINS LEGACY/AGE UK

The Chairman was concerned to see that Age UK were closing the Truro branch and what would happen to the Ruth Collins Legacy. It was agreed that the Clerk should ask Nigel Clark from Age UK what was happening re the day centre proposed for Perranwell.

180/17 COMMUNITY TRANSPORT SCHEME

Councillor Marven agreed to take this forward, the Clerk would put her in touch with the Mylor scheme organisers. Councillor Marven would also put a piece in the Perran News to see if there was any interest in a scheme for this parish.

181/17 COUNCILLORS AND CLERK’S ITEMS (for information only)

Councillor Freake expressed her concern re the land for allotments. If it had been judged unsuitable for building, why should it be ok for allotments. The Chairman said he shared her concern.

The Chairman reported that Cornwall Council currently held 21M in 106 funds. The Clerk would get the details as to how it was to be distributed.

l  Areas for general weed clearance to be defined - Highways - still waiting

v  Clearance of path by shop - quote received and accepted, work to be done in Autumn

v  Specification needed for quotes to have the footpath kerbed - in progress

ü  NDP - Leaflets have now gone out re public meeting in December. Grant money received

ü  Planning Meeting - held, minutes attached

l  Instruction to hand over deeds to Village Hall - request for points made to be submitted in writing, no response as yet. When these had been received and considered, meeting to be arranged between the PC and the VHMC

v  Horse to be removed from Playing Field - horse has now gone, but work needed to level out area and remove concrete. Should be done shortly

v  Meeting with Viv Bidgood re sump in School Hill and also gullies up by railway

v  Mirrors for improving visibility - no objection in principle, just a matter of siting

v  Parish Council to consider taking over all footpaths, not just the ones under the LMP. Councillor Williams has asked for a complete survey to be completed by Countryside officer - still waiting

v  Clerk will tell BV organisers that PC would like to have the receipts for expenditure and the balance returned to the Parish Council - waiting for money to be paid into PC’s account

v  Clerk waiting for a date from Glenn Humphries to de-silt river

v  Moss treatment - need to get quote from GH as Cormac are obviously not going to do it.
