Having started with the details of the exact location of the site so that the emergency services can be told where they are required we start our assessment at the entrance to the site.
How will this affect other road users?
Will vehicles be able to leave the public road at a reasonable pace ( walking speed ) and will they be a hazard to people already on site as they enter the site?
What arrangements have been made to ensure that competitors, officials and spectators know where to go?
How will on site traffic be controlled?
Are ATV’s going to be used?
Are Stewards, slip collectors and other officials using going to use vehicles during the competition?
Access for first aid vehicles must also be considered at this stage.
Are there public rights of way, footpaths, bridleways across or at the boundary of the site?
What action needs to be taken to stop a loose horse leaving the site and going onto a public road?
While considering on site vehicle movements we can also consider how horses and pedestrians will move about the site.

We have now considered the general layout of the site and can look at the ancillary activities that will be happening during the day.
These might include, trade stands, catering for officials and/or public catering, demonstrations, competitions or games not involving horses ( eg a dog show) or even games for younger children/members (eg bouncy castle, fairground ride). A blank line is left for these activities, if more are needed use a blank “additional activities” sheet
Also consider any substances such as cleaning material, and fuels (Petrol, LPG, Diesel) that might be used. While these are unlikely to need a full assessment under the Control of substances hazardous to health regulations because only small quantities will be used t is necessary to check and to ensure that fuels are handled correctly.

We now have to consider what resources we have available in the event of an injury or other incident.
Minimum levels of first aid cover are published in the Health & Safety Rule Book. Are there special circumstances that require additional resources?
Can a first aid team get to all parts of the site, not just the competition areas, within a reasonable time? Do you need to do anything to ensure that their routes are kept clear?
How will someone call for help if required in non-competition areas?
