Title: Homecare Plus Manager (Registered Manager) – Homecare Plus

Hours: 35 hours per week
Salary: £27,323 per annum (SCP 32)

Purpose of Post
- To lead the care and support side of our Homecare Plus Serviceacting as the Registered Manager with CSSIW and supporting people aged 50+ to maintain their independence by providing a domiciliary care service tailored to the needs of the client and delivered in their own homes.
Key Responsibilities
User Services
- Manage the service in accordance with ACSB Homecare Plus Business Plan, ensuring person centred service delivery through outcome based assessment and reviews.
- Act as an Administrator for Care Planner.
- Ensure compliance with internal and external quality standards and regulatory compliance.
- Implement ACSB operational policies and procedures and identify and manage any changes required to delivery Homecare Plus, working with the Senior Management Team to implement this.
- Manage performance at operational level, with responsibility for managing complaints and customer satisfaction surveys/outcome based monitoring.
- Support effective client participation and involvement in the development of their care plans and the development of the service overall.
- Ensure that the service is promoted internally and the internal referral system works effectively.
- Manage effective relationships with commissioning authorities, partner agencies, the client, the family and any carer and other localorganisations and key stakeholders.
- Attend Contract Management Meetings with the Public Sector.
- Attend Domiciliary Care Forums across the Region when required.
- Attend conferences, seminars and other events related to the development of domiciliary care.
- Promote Homecare Plus at local and national events.
Personal Care
- Manage the assessment of the individual circumstances and needs of clients by negotiation with them as to what level of service is required and how they wish to experience the care and support provided
- Plan and implement services which meet individuals’ circumstances and needs
- Apply policies and procedures to ensure that all clients are treated with respect, dignity and privacy.
Protection
- Ensure the health and safety of staff and clients throughout service delivery through compliance with the ACSB risk assessment and management policies, procedures. Including the safe moving and handling of clients, management of medication and food hygiene
- Ensure effective incident and critical incident reporting
- Ensure compliance with all relevant Health and Safety legislation
- Manage representation from HC+ at ACSB H&S Meetings.
- Ensure that the Finance Department receive accurate data to manage the collation of fees for the services provided.
- Ensure staffmanage cash in accordance with the ACSB Cash Handling policy and procedures.
- Promote the equality, diversity and rights of clients and others
- Develop, maintain and evaluate systems and structures to promote the rights, responsibilities and diversity of clients alongside the SMT
- To ensure that the service is delivered in accordance with the ACSB Equal Opportunity and Anti-Discrimination policies and procedures
- Responsible for all records and data collected to monitor and evaluate the effectiveness of the service in line with ACSB Homecare Plus Business Plan
- Manage Safeguarding for the service, acting as the main point of contact for staff to report suspected abuse.
Managers, Staff and Volunteers
- Manage staff induction, supervision and appraisals in accordance with CSSIW Regulations
- Manage operational staffing levels to ensure compliance with CSSIW regulations, including acting as a duty On Call Manager, and managing staffing levels to provide our Silver Service
- Manage staff training, including access to the All Wales Passport in Moving and Handling, Management of Medication and Food Hygiene.
- Lead the performance of the team and the individuals within it by: allocating work, agreeing objectives, setting out plans and methods of working, monitoring and evaluating work and providing feedback to people on performance
- Put in place timely strategies to manage the performance of staff
- Manage disciplinary and grievance procedures
- Create productive working relationships both within ACSB and with external agencies by developing the trust and support of colleagues
- Develop the staff team by identifying individual and team development needs and ways of supporting them to continually improve performance, including developing knowledge and practice in providing care services
- Develop your own skills to improve your performance, including knowledge and practices in providing care services
- Ensuring that regular reports on performance are available for the Responsible Individual
- Arrange team meetings with Homecare Plus team and attend ACSB managers meetings.
Full driving licence and access to a vehicle for work purposes
To undertake any other duties as may be requested from time to time including attendance at occasional out-of-hours events.
The post is subject to a probationary period of 6 months and the successful applicant will be subject to an enhanced DBS disclosure.

The applicant will be expected to have experience or knowledge of the following:
CRITERIA
education & training /- Level 5 Diploma in Health & Social Care or acceptable equivalent qualifications
knowledge & experience / Essential
- Must fulfil all registration requirements
- Experience of working to CSSIW requirements
- Experience in care management and managing teams in a care setting
- Experience of working within or in partnership with statutory agencies
- A demonstrated understanding of confidentiality and data protection
- Experience of managing HealthSafety of staff and clients in domiciliary care
- Experience of directly working with older people
Desirable
- Experience of managing outcome based domiciliary care services
- Experience of managing volunteers
skills & abilities / Essential
- Be able to establish and maintain constructive relationships with clients and with a wide range of people including partner providers in external agencies and carers
- Be able to communicate clearly and compile detailed reports
- Be able to ensure the accurate and reliable administration of a service
- Demonstrate understanding of the specific social care and issues affecting older people
- Demonstrate knowledge of current issues in health, social care and the voluntary sector
- Demonstrate awareness of the ‘political’ pressures operating within health, social care and the voluntary sector
- Have knowledge of national minimum standards for domiciliary care
- Be able to assess client’s needs, produce detailed individual care plans, manage the implementation of this care/support and evaluate its effectiveness
- Knowledge and experience of risk assessment
- Understanding of health and safety legislation
- Willing to work on call on a rota basis, at evenings and weekends
