Older Americans Act:
FY18 Supportive Services Part B Definitions
Eligibility: Must be age 60 or older. Local funds must be used for services provided to those under 60.
Verification: Must have enrollment form (Title III – Participant Enrollment Form) completed annually with AAA staff approval for service delivery.
Complete with ADL/ IADL checklist for Personal Care, Homemaker, Chore, Adult Day Care Services, and Case Management.
Target Population under OAA for services and programs: Age 60 + with greatest social and economic need, especially low-income older people, those residing in rural areas, older people with limited English proficiency, and older people at greatest risk for institutional care (i.e., has at least two ADL impairments).
Program Income: Gross income received by the AAA and all sub-grantees such as voluntary contributions or income earned only because of the grant project during the grant period.

Registered Participant / Personal care for dependent elders in a supervised, protective, and congregate setting during some portion of a day. Services offered typically include social and recreational activities, training, counseling, and services such as rehabilitation, medications assistance, and home health aide services for adult day health.

(NAPIS requires these units to be captured in hours.) / Assistance either in the form of access or care coordination in circumstances where the older person is experiencing diminished functioning capacities, personal conditions or other characteristics which require the provision of services by formal service providers or family caregivers. Activities of case management include such practices as screening and assessing needs, providing options counseling, coordinating services, and providing follow-up as required. Short-term case management is used to stabilize individuals and their families in times of immediate need before they have been connected to ongoing support and services. It may involve a home visit and more than one follow-up contact. This should be utilized to cover those non-Medicaid activities that require more intensive case management than is offered by the ADRC. / NOTE:
In FY 18 we continue to encourage you to use your Title III B and state funds for ADRC activities that are not covered under Medicaid or any other program fund source.
Legal Assistance / Title III-B

Registered Client / (A) means legal advice and representation provided by an attorney to older individuals with economic or social needs; and
(B) includes—
(i) to the extent feasible, counseling or other appropriate assistance by a paralegal or law studentunder the direct supervision of an attorney; and
(ii) Counseling or representation by a non-lawyer where permitted by law.
[OAA, Section 102 (33)] / Note: Time spent providing legal assistance to a client should be reported in actual minutes.
Either the attorney or the AAA should report the attorney’s hours. Both agencies may not report the same hours.
Information and Assistance (I&A) / Title III-B

Aggregate / Provides individuals with information requested and/or connects individuals to resources available within the community. Information and assistance may be provided via Internet, in person, or over the phone. Any I/A Contact other than basic information or referral number should be referred to the ADRC if assistance is provided in the Senior Center. Referral to ADRC are counted as a unit of I/A.
Phoning an individual to provide comfort or help (previously captured as Telephone Reassurance).
Note: This activity will be captured at Senior Centers and ADRC. / I&A can be provided to individuals under age 60.
(Telephone Reassurance was phased out in FY16 and this activity will be reported under I & A Aggregate if paid for with Title III, Local or State funds)

Outreach / Title III-B

Outreach is not an appropriate category to collect large group numbers from media events. Report under Public Information
Recreation / Title III-B

Aggregate / Activities facilitated by a service provider which may include sports, use of exercise equipment, performing arts, games, and crafts. The participant may enjoy the activity either as a spectator or an active participant. / For every hour, an individual participates in activities you can count one unit. Aggregate / Providing opportunities for individuals to acquire non-nutrition related knowledge, experience, or skills. This service may include workshops designed to increase awareness on various topics, such as crime or accident prevention, continuing education, or legal issues. Workshops may be designed to teach participants a specific skill in a craft, job, or occupation if the participant does not expect to receive wages or other stipends. / NAPIS NOTE: An activity that involves contact with multiple current or potential clients or caregivers (e.g., publications, publicity campaigns, and other mass media activities) should not be counted as a unit of service.
