Why does Navy League ask for council information on programs and finances? Our national leaders frequently make public appearances and members of the press and Congress often request this information. Press releases are sent from National and must tell the correct Navy League story. Council Awards are also based on this input, and submission of an Annual Report is required for councils to receive quarterly rebates. Financial information is necessary to aggregate the financial support all of our councils give the Sea Services and further to accurately portray our tax-exempt status. The accuracy of your responses will ensure we maintain a high standard of public service and will encourage public support of our efforts.

Note: Part II of the annual report is optional. However, the Council Awards Committee in selecting those councils for Outstanding and Meritorious Councils uses this part of the report. Guidance for filling out Part II can be found in Part 3 of the Operation Manual under Council Performance Awards. Please add additional pages or other documentation to demonstrate the council’s fulfillment of the requirements for these awards. A separate scrapbook may also be submitted, but is not required.

SUMMARY OF MAJOR COUNCIL ACTIVITIES

  1. Community Education Activities

1. Public Speaking engagements in schools, to civic groups, etc. List below:

a. Marine Corps League

b. University of Texas Alumni Foundation Board ofDirectors. Quarterly meetings.

c. Six members of Congress and one Senator were visited by a GCTC delegation with presentations in Washington, DC.

d. Three presentations in Fredericksburg, Texas on behalf of Navy League leading up to the formation of the new Admiral Nimitz Council.(June/July/November 2008)

e. Member Military Service Coalition. Council member is Secretary of Organization and briefs group on Navy League issues. Monthly meetings.

f. Shady Hollow Kiwanis Club –discussion of World’s navies, October 2008

2. Education Presentations (seminars, symposia, sea service presentations to public audience) or events. List below:

a. Seven Distinguished Speaker Programs were sponsored by the Greater Central Texas Council during 2008. The public was invited and the meetings were advertised in the local paper and on our web site. In some cases local news media were present. Members of Congress, along with their staff, were always invited and attended several times. These outstanding programs and speakers are listed below:

b. February 14, 2008: Rear Admiral Stanley D. Bozin, Director, Office of Budget, Office of the Assistant SECNAV for Financial Management and Comptroller, Director, Fiscal Management Division, N82.Color guard provided by Travis High School Navy JROTC. This program honored seven Navy League members that had died in 2007 with a Two Bell Ceremony. Brief business meeting elected council officers for 2008 (December 2007 meeting cancelled at last minute) and presented council awards which included Certificates of Appreciation and an Honorary Membership in Navy League for CO UTNROTC. Attendance 77

c. April 17, 2008: Rear Admiral Jerry R. Kelley, Assistant Chief of Staff, Navy Medicine National Capital Area, Medical Corps, United States Navy. Color guard provided by Round Rock High School Marine Corps JROTC.Quality medical services for Naval Forces was the theme of this meeting.

d. June 19, 2008: Commander Catherine A. Leahey, U.S. Navy retired. Topic: “A Centennial Tribute to Navy Nurses: First Women to Serve Aboard Navy Ships”. CDR Leahey discussed life as a Nurse aboard Navy ships. In attendance was CDR Randy Boston, VP of Navy Nurse Corps Association. Color Guard provided by Austin Capital Area Young Marines. Presented Honorary Navy League membership to CDR Karl Hilberg, Executive Officer, UT NROTC unit.Attendance 68

e. July 31, 2008: Rear Admiral J. Scott Burhoe, 39th Superintendent of the U.S.CoastGuardAcademy, New London, Connecticut. Color guard provided by Fredericksburg High School Navy JROTC. Program was in honor of the United States Coast Guard and members of Coast Guard Auxiliary were in attendance.Council received Certificate of Appreciation from Weapons Company, 1st Battalion, 23rd Marines. Attendance 83

f. September 18, 2008: Fred Burton, Vice President for Counterterrorism & Corporate Security – STRATFOR. “Ghost, Confessions of a Counterterrorism Agent”. Color guard provided by Stony Point High School Navy JROTC. Attendance 71

g. November 6, 2008: Rear Admiral Steven G. Smith. Distinguished University of Texas Navy ROTC Alumnus. This meeting included members of UT NROTC command & staff and the UT NROTC Midshipmans Foundation. Program was in honor of UT NROTC Alumni. Program included various Council Awards. University of Texas NROTC unit provided the color guard. Attendance 66

h. December 4, 2008: Rear Admiral Dan W. Davenport, USN, Director Development and Experimentation (J9) United States Joint Forces Command. This meeting included a special program tribute to 25 WWII veterans. Introductions with readings of biographies/power point for each veteran. Conducted annual business meeting to elect council offices and directors for 2009. Color guard provided by Austin Capitol Area Young Marines.

i. The Color Guard for each of these meetings came from the UT NROTC, the JROTC units, or the Capitol Area Young Marine Corps Organization. These seven meetings had a total attendance of 592, or an average of 85per event..

3. Information/membership booths sponsored. List event, location, participants:

a. Distinguished Speaker Programs (7), Austin Woman’s Club, Navy League members and guests. Membership information was discussed and available at each of the 7 Distinguished Speaker Programs. Information was passed out to persons wanting information and questions were answered about Navy League membership. Copies of Sea Power and Naval Institute Proceedings were available for members and guests to take at all meetings.

b. Navy League information was made available at each of the 9 High Schools where our Council, GCTC, sponsored Junior NROTC or Marine Corps JROTC, the William B. Travis Division, Navy League Sea Cadet Program, and the UT NROTC unit. Approximately 850 cadets/midshipmen, along with their parents, were involved and participated in these events. As mentioned above, these units rotated the function of Color Guard for the Distinguished Speaker Programs. Parents were present as our GCTC guests. Often the JROTC instructors brought cadets/midshipmen to our meetings even though they were not a part of the Color Guard.

c. Members often attended special events at CampMabry (Headquarters of the Texas State National Guard) to spread information about the Navy League.

Sea Power magazines were distributed to the William B. Travis Division, Navy League Sea Cadet Corps.

a. The Greater Central Texas Council (GCTC) met with local US Coast Guard Retirees onJuly 31, 2008 to hear Rear Admiral J. Scott Burhoe, Superintendent of the U.S. Coast Guard Academy at New London, Connecticut.

b. The Greater Central Texas Council met with the Nimitz Council of the Navy League at its charter meeting on August 28, 2008.
