A. Introduction

1. Title:Ten Minute Recallable e-Tag Functionality for Supplemental Operating Reserves – Supplemental[I3]

Regional Criterion

3.Purpose:To define the use of ten-minute recallable e-Tags as a Supplemental Operating Reserve - Supplemental[I4]

4.Applicability

This document applies only to those entities whose market rules allow for 10-minute recallable transactions.

4.1.Balancing Authority

5. Effective Date: The first day of the second quarter following approval by the WECC Board of Directors

B.Requirements

WR1.Each Purchasing-Selling Entity (tag author) submitting a Request for Interchange (RFI) for ten-minute recallable reserve transactions shall specify each of the following:

1)Transaction type option set to “recallable”;

2)Both the source point and sink point are located within the Western Interconnection;

3)Energy product type option set to “C-RE”.

WM1. Each Purchasing-Selling Entity (tag author) submitting a Request For Interchange (RFI) for ten-minute recallable reserve transactions will have evidence that it specified in the Request For Interchange (RFI) for ten-minute recallable reserve, each of the items as required in Requirement WR1.

WR2. Each Purchasing-Selling Entity and each Source Balancing Authority that activates recallable reserves shall submit a downward e-Tag market level profile adjustment that includes each of the following characteristics:

1)A start time that is no earlier than ten minutes prior to the submittal time.[I5]

2)A default start time ramp duration of zero minutes.

WM2. Each Purchasing-Selling Entity and each Source Balancing Authority thatsubmits an adjustment to a ten-minuterecallable reserves transactionwill have evidence that it submitted a downward e-Tag market level profile adjustment for that activation and that the e-Tag included each of the characteristics required in Requirement WR2.

WR3.Each Source Balancing Authority and each Sink Balancing Authority that receives a downward adjustment request for a ten-minute recallable transaction shall approve the request.

WM3. Each Source Balancing Authority and each Sink Balancing Authority that receives a downward adjustment request for a ten-minute recallable transaction will have evidence that, upon receipt of a downward e-Tag market profile adjustment for recallable reserve transactions, it approved the request as required in Requirement WR3.

For purposes of proving compliance with Requirement WR3, if an entity has not received such a request, the entity shall certify in writing that no such requests were received.

Guidance Section

WR1 instructseach Purchasing-Selling Entity (tag author) on what informationis needed to indicate that the Request for Interchange (RFI) is a ten-minute recallable reserves transaction.

WR2 recognizes that the Purchasing-Selling Entity (tag author) or the Source Balancing Authority may request an adjustment to the market level profile of a ten-minute recallable transaction.

WR3 ensures that the adjustmentsto ten-minute recallable reserve e-Tags are approved.

[I2]One additional question on this. In Bob’s response to why he removed the reference to reserves throughout the document he raised some very good questions. I think whatever we decide in the end we would need to make sure that if we remove the reference to reserves then we need to do this in the ‘Document name” section as well.

[I5]My comments on prior redline recommended revisions to this language. However, now that I better understand the intent of the language and I think what is already here does work and makes sense. I do, however, question why an entity can have a start time earlier than the submittal time in any situation. I don’t mind working on some clarity language in the Guidance Section of this document if we all believe that is necessary.
