Richard Bay was originally appointed General Manager of Jordan Valley Water Conservancy District in 2002. As one of Utah’s largest water districts, Jordan Valley Water Conservancy District delivers water across the Salt Lake Valley, which includes some of the most rapidly-growing areas in the state.
The District is a leader in water conservation and planning for the future. It’s joined the state in creating its vision, “Your Utah, Your Future,” and joined other large water districts in developing Prepare 60 – a plan to secure a sustainable water future through infrastructure improvements, water conservation, and developing new supplies. The District has also committed to meeting the Governor’s goal of 25 percent water use reduction by 2025 and has already achieved a 16 percent water use reduction with the help of its member cities.

Richard is an advocate of continuous improvement and teamwork. Nearly ten years ago, he spearheaded a strategic planning effort that used the 10 Attributes of Effectively Managed Utilities as a framework. This innovative idea has helped the District focus on its priorities, give employees a greater sense of purpose, and improve operational efficiency.

Alan is an advocate for investing in technology and infrastructure to prepare for the future. He oversaw the vision and implementation of Smart Utility to advance the District’s business objectives and enhance decision making, operations, and customer service.
