The Macomb City Council met in a regular session on Monday July 2, 2012 at 7:00 p.m. In the Council Chambers in City Hall, 232 E. Jackson Street, Macomb, IL

PLEDGE Mayor Inman called the meeting to order. The Pledge of Allegiance was led by Mayor Inman.

ROLL CALL City Clerk Melanie Falk called the roll and the following Aldermen answered present: Ryan Hansen, Kay Hill, Louis Gilbert, Dave Dorsett, Tom Koch, Tim Lobdell, Clay Hinderliter, Don Wynn,

Dennis Moon. All Aldermen being present, Mayor Inman declared a quorum for transaction of business. In addition to the Mayor, City Clerk and Aldermen, City Attorney Kristen Petrie, City Administrator Dean Torreson were present. City Treasurer, Ronald Ward was absent.

Items on the Consent Agenda:

1.  Minutes of the Macomb City Council meeting held on Monday, June 18, 2012 and

Minutes of the Committee of the Whole meeting held on Monday, June 25, 2012.

2.  Approve claims and accounts submitted on June 27, 2012.

3. Department Reports: Police Department.

4. Consideration to change the retainage amount for the Macomb Transit Facility construction project from 10% to a flat $700,000.00 for the remaining pay request for the project.

5. Consideration to purchase a backhoe, lawn mower, skid steer loader and road edger for the Public Works and Waste Water Departments.

6. Accept and place on file Treasure’s report for May 2012.

CONSENT Alderman Lobdell moved, seconded by Alderman Wynn to dispense with the reading of the

AGENDA consent agenda and adopt as published, on question being put, Alderman Hansen, Gilbert, ADOPTED Dorsett, Koch, Lobdell, Wynn, Hinderliter, Hill, Moon, being all Aldermen voting “Aye” on roll call and

no “Nay” votes, Mayor Inman declared the motion carried.

DENY REQUEST Alderman Dorsett moved, seconded by Alderman Lobdell to deny a request from Ron Purdum

PURDUM ELECTR dba Purdum Electric to appeal the decision of the Macomb Historic Preservation Commission

COVER WINDOWS denying his request to cover his windows on his building at 113 S Side Square, on question being

put Aldermen Hill, Koch, Dorsett, Lobdell, Wynn and Moon voting “Aye” on roll call and Aldermen Hansen, Gilbert and Hinderliter voting “Nay”, Mayor Inman declared the motion carried.

APPROVE AGREE Alderman Lobdell moved, seconded by Alderman Moon to approve agreement to provide financial

EHLERS&ASSOC advisory consulting services with Ehler & Associates for bonding issues on street projects, on

BOND ISSUES question being put, Aldermen Gilbert, Koch, Dorsett, Lobdell, Hinderliter, Wynn, Moon, Hansen and Hill being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

City Attorney Petrie gave the second reading for the following ordinance:

An ordinance to amend Section 2-77 of the Municipal Code of the City of Macomb

Audit Procedure.

ORDINANCE Alderman Dorsett moved, seconded by Alderman Koch to approve the ordinance, on question

APPROVED being put, Aldermen Koch, Dorsett, Lobdell, Wynn, Moon, Hansen, Hill and Gilbert voting “Aye”

NO.12-32 on roll call and Alderman Hinderliter voting “Nay”, Mayor Inman declared the motion carried and

the ordinance was approved and became Ordinance No.12-32.

City Attorney Petrie gave the second reading for the following ordinance:

An ordinance to amend language in Ordinance 2982 as passed on November 15, 2004

Audit Compensation.

ORDINANCE Alderman Lobdell moved, seconded by Alderman Wynn to approve the ordinance, on question

APPROVED being put, Aldermen Lobdell, Hinderliter, Wynn, Moon, Hansen, Hill, Gilbert, Koch and Dorsett being

NO.12-33 all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried

and the ordinance was approved and became Ordinance No.12-33.

City Attorney Petrie gave the second reading for the following ordinance:

An ordinance to amend Section 15-215 of the Municipal Code of Macomb to limit

additional parking zones.

NO.12-34 Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried and the ordinance was approved and became Ordinance No.12-34.

City Attorney Petrie gave second reading for the following ordinance:

An ordinance to create a Class P liquor license for Hetal Oil, Inc. dba CENEX Lafayette

ORDINANCE Alderman Hill moved, seconded by Alderman Koch to approve the ordinance as read, on question

APPROVED being put, Aldermen Hinderliter, Wynn, Moon, Hansen, Hill, Gilbert, Koch and Lobdell being all

NO.12-35 Aldermen voting “Aye” on roll call, no “Nay” votes and Alderman Dorsett “Recused”, Mayor Inman

declared the motion carried and the ordinance was approved and became Ordinance No.12-35.

City Attorney Petrie gave second reading for the following ordinance:

An ordinance to create a Class P liquor license for Rinku Oil, Inc. dba CENEX Jackson

ORDINANCE Alderman Hill moved, seconded by Alderman Hansen to approve the ordinance, on question being

APPROVED put, Aldermen Wynn, Moon, Hansen, Hill, Gilbert, Koch, Lobdell and Hinderliter being all Aldermen

NO.12-36 voting “Aye” on roll call, no “Nay” votes and Alderman Dorsett “Recused”, Mayor Inman declared the

motion carried and the ordinance was approved and became ordinance No.12-36.

City Attorney Petrie gave second reading for the following ordinance:

An ordinance to amend Section 1-13 of the Municipal Code to allow authorized agents

of the City of Macomb to issue administrative tickets

ORDINANCE Alderman Dorsett moved, seconded by Alderman Lobdell to approve the ordinance, on question

APPROVED being put, Aldermen Moon, Hansen, Hill, Gilbert, Koch, Dorsett, Lobdell, Hinderliter and Wynn

NO.12-37 being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion

carried and the ordinance was approved and became Ordinance No.12-37.

COUNCIL There being no further business to come before the Council, Alderman Lobdell moved, seconded by

ADJOURMENT Alderman Dorsett to adjourn, all Aldermen voted “Aye” and no “Nay” votes, Mayor Inman declared the

motion carried and they adjourned at 7:47 p.m.
