I.ANNEXATION AREAS
The annexation areas are located in various parts of the City of College Station's Extra-Territorial Jurisdiction. These properties are illustrated in Figure 1 and described below.
Area # 1 - located generally at the intersection of Harvey Mitchell
Parkway and Wellborn Road and containing approximately 644 acres.
Area # 2 – located generally south of Green Prairie Road and north
of Arrington Road and containing approximately 1077 acres.
Area # 3 – located in the Nantucket Subdivision and containing approximately 40 acres.
Area # 4 – located generally east of Rock Prairie Road and north of Carter Lake Subdivision and containing approximately 655 acres.
Area # 5 – located generally east of Rock Prairie Road and south of the Carter
Lake Subdivision and containing approximately 1340 acres.
Area # 6 – located generally along the extension of Greens Prairie Road east from Carter
Creek to SH 30 and containing approximately 455 acres.
- INTRODUCTION
This service plan has been prepared in accordance with the Texas Local Government Code, Sections 43.021, 43.065, and 43.065(b)-(o) (Vernon 1999, as amended). Municipal facilities and services to the annexed areas described above will be provided or made available on behalf of the City in accordance with the following plan. This plan provides a program under which the City of College Station will provide full municipal services to the annexed areas. All services will be provided within the time provided in Texas Local Government Code Sec. 43.056(h).
This Service Plan does not:
- require the creation of another political subdivision;
- require a landowner in the area to fund the capital improvements necessary to provide municipal services in a manner inconsistent with Chapter 395, Texas Local Government Code; or
- provide services in the area in a manner that would have the effect of reducing by more than a negligible amount the level of fire and police protection and emergency medical services provided within the corporate boundaries of the municipality before annexation.
The level of services, infrastructure, and infrastructure maintenance provided to the annexed area is comparable to the level of services, infrastructure, and infrastructure maintenance available in other parts of the City with topography, land use, and population density similar to those contemplated or projected in the annexed area

- Permits Required
Construction activities underway prior to annexation may continue provided that all construction after annexation must comply with City codes and ordinances. All permits required by City codes and ordinances must be obtained for construction underway. Permit fees shall be waived for construction underway prior to annexation.
- AD VALOREM (PROPERTY OWNER) TAX SERVICES
Certain municipal services will be provided on the effective date of annexation. These include:
- Police Protection and Animal Control
Police service, including patrolling, response to calls, and other routine functions, will be provided to the property upon the effective date of the annexation using existing personnel and equipment. Animal control services will also be provided to the property upon the effective date of the annexation.
- Fire Protection and Emergency Medical Services
Fire protection and emergency medical services will be provided through emergency call responses, fire prevention education, fire survey activities, and fire code enforcement. Construction and development activities undertaken after the effective date of annexation shall comply with all building and fire safety codes of the City of College Station. All structures shall be brought into compliance with the address standards of the College Station Code of Ordinances within sixty (60) days of the date of annexation.
- Roads and Streets, Street Lighting and Street Signs
Roads and streets in the area annexed will be maintained by the City of College Station. State highways are addressed in the City's maintenance agreement with Texas Department of Transportation and will be added to the City's maintenance activities immediately following annexation. Maintenance priorities shall be determined on a City-wide basis taking into consideration such factors as: street width, volume of traffic, street conditions, nature of maintenance needs, and public safety hazards.
Current area street lighting will be maintained by the City of College Station as soon as the electrical distribution system for the annexed area has been acquired by the City of College Station from the City of Bryan.
The sufficiency of the area's street lighting will be reviewed after the acquisition of the system. Street lights will be installed and maintained in a manner consistent with standards established for other comparable portions of the City.
Street signs shall be brought to College Station standards within 60 days of the annexation. The City will install street signs in accordance with College Station standards for same within sixty (60) days of the annexation.
- Solid Waste Collection
The City is not required to provide solid waste collection services under this Service Plan to a person who continues to use the services of a privately owned solid waste management service provider. The City will not charge a fee to a person who continues to use the services of a privately owned solid waste management service provider. Residential Service - All services will be provided at a point of collection adjacent to, and accessible from, a public right of way. Residential solid waste collection vehicles will not conduct operations on private roads or property. In the case of multiple residences located on a privately owned road, a mass collection point will be established at an area adjacent to the nearest public right of way. The City will provide all residential containers. Commercial Service - Containers and collection points may be located on private property, provided that it can be easily accessed from a public right of way, and both the route of access and the collection point meet sanitation division requirements for approved surfaces, vehicle clearance and turning radii. The City will provide standard commercial containers. A private collection company presently serves a portion of the annexed area in the Nantucket Subdivision. Service in this area will continue to be provided by this business through a franchise agreement. In order to secure solid waste collection services in the remaining areas, each property owner must establish a utility account with the City of College Station.
Services will be initiated within 60 days after annexation, or after that period, within 10 days of establishing an account.
- Building Inspections
Building inspections will be made available on the effective date of the annexation on the same basis and at the same level as similar facilities are maintained throughout the City. Service is provided on a “cost recovery” basis, and permit fees offset the costs of services delivered. Incomplete construction must obtain building permits from the Building Inspections Department of the City of College Station.
- Planning and Development Services
Planning and Development Services will be made available on the effective date of the annexation. The Development Services Department currently services this property by way of administration of Chapter 9 of the Code of Ordinances, concerning subdivision regulations.
City Council adopted the current Comprehensive Plan in August, 1997. The Future Land Use Plan addresses both land in the city and its ETJ. The Plan designates future land uses to manage the quality and quantity of growth by organizing the land use patterns and by matching land use intensity with available infrastructure. The City's Comprehensive Plan will be used as a basis for final zoning classifications after the properties are annexed.
- Parks and Recreation
The City Council of the City of College Station, Texas, is not aware of the existence of any parks, playgrounds or public swimming pools now located in the areas proposed for annexation. In the event any such facilities do exist and are public, they will be maintained to the same degree and extent that the City maintains public parks, playgrounds and swimming pools within the current City limits.
- Other Publicly Owned Buildings and Facilities
The City Council of the City of College Station, Texas, is not aware of the existence of any publicly owned buildings now located in the areas proposed for annexation. In the event any such facilities do exist and are public, they will be maintained to the same degree and extent that the City maintains these facilities within the current City limits.
- Water and Wastewater Service ProviSION
This Water and Wastewater Service Plan (“Plan”) provides a program under which the City of College Station will provide full municipal services to the annexed area. For the purpose of this plan, “full municipal services” includes water and sewer services provided by the City within its full-purpose boundaries. The level of water and sewer service, infrastructure and infrastructure maintenance provided in the annexed area will be comparable to the level of services, infrastructure and infrastructure maintenance available in other parts of the City before annexation with topography, land use, and population density similar to those reasonably contemplated or projected in the area. Municipal services to be provided within the annexed area may be any of the methods by which the City provides services to other comparable areas. All services will be provided within the time provided in Texas Local Government Code Sec. 43.056(h).
Water and Wastewater facilities as shown within this service plan have been sized to accommodate projected demands that will occur within the effective time of the service plan (i.e.10 years) for the annexed area. Water and Wastewater facilities for future development that increases densities beyond the capital improvements specified in this plan will be extended in accordance with the City’s Water and Wastewater policy in existence at the time of development. The water and wastewater extension policy is discussed in Section VII Water and Wastewater Capital Improvements.
The City may extend facilities under this plan or otherwise serve this area through the use of Impact Fees as permitted under Chapter 395 of the Texas Local Government Code.
- Area 1
Wastewater
Properties within Annexation Area 1 are currently on septic systems except for the residents of University Acres who are served by University Acres Wastewater Treatment Plant. This plant is owned and operated under TPDES wastewater permit No. 12284-001 by Dr. Albert Prescott Ribisi. Upon annexation, the City of College Station will takeover over the operation and maintenance of the plant. The City may remove the plant from service when an organized sanitary sewer collection system is constructed.
As in other areas of College Station with similar topography, land use, and population density these rural density areas will remain on septic systems or small wastewater treatment plants. This status will remain until such time as significant development occurs to warrant the extension of an organized sanitary sewer collection system.
Water
All properties with water service in Annexation Area 1 are currently served by private well or the Wellborn Special Utility District. Wellborn currently supplies water to this area via a 2” water line located along Wellborn Road and another 2” water line along Cain Road. Exhibit A-1 illustrates these existing service lines.
Where these Wellborn Special Utility District lines exist within Annexation Area 1, service will be continued to be provided by Wellborn Special Utility District (SUD) under the contract between the City of College Station and Wellborn SUD until the City takes over service from Wellborn SUD.
- Area 2
Wastewater
All properties within Annexation Area 2 are currently on septic systems. As in other similarly developed areas of College Station, these rural density areas will remain on septic systems until such time as significant development occurs to warrant the extension of an organized sanitary sewer collection system.
Water
All properties with water service in Annexation Area 2 are currently served by private well or the Wellborn Special Utility District. Wellborn currently supplies water to this area via a 2” water line, which is located along Arrington Road. Exhibit A-2 illustrates these existing service lines.
Where these Wellborn Special Utility District lines exist within Annexation Area 2, service will continue to be provided by Wellborn Special Utility District under an existing contract with the City until service is taken over by the City from the Wellborn SUD pursuant to the contract.
- Area 3
Wastewater
The sanitary sewer service to Annexation Area 3 is currently provided by a small private wastewater treatment plant and collection system owned and operated by Nantucket, Ltd. which has filed for a Certificate of Convenience and Necessity with the TNRCC.
Upon annexation, the City of College Station will take over the operation and maintenance of the plant. The plant may be removed from service once a gravity sewer line can be constructed to the plant location. The plant will remain in service until the City constructs an organized sanitary sewer collection system to serve this area.
Water
All properties with water service in Annexation Area 3 are currently served by private well or the Wellborn Special Utility District. Wellborn currently supplies water to this area via an 8” water line, which is located along SH6 and a 2” water line along Nantucket Drive. Exhibit A-2 illustrates these existing service lines.
Where these Wellborn Special Utility District lines exist within Annexation Area 3, service will continue to be provided by Wellborn Special Utility District under an existing contract with the City until service is taken over by the City from the Wellborn SUD pursuant to the contract.
- Area 4
Wastewater
All properties within Annexation Area 4 are currently on septic systems. As in other similarly developed areas of College Station, these rural density areas will remain on septic systems until such time as significant development occurs to warrant the extension of an organized sanitary sewer collection system. In accordance with the City of College Station’s Water and Waste Water Extension Policy, these collection line extensions will be designed and constructed by the developer or the City may extend them as Impact Fee Lines.
Water
All properties with water service in Annexation Area 4 are currently served by private well or the Wellborn Special Utility District. Wellborn currently supplies water to this area via a 2” water line, which is located along Bird Pond Road. Exhibit A-3 illustrates these existing service lines.
Where these Wellborn Special Utility District lines exist within Annexation Area 4, service will continue to be provided by Wellborn Special Utility District under an existing contract with the City until service is taken over by the City from the Wellborn SUD pursuant to the contract.
- Area 5
Wastewater
All properties within Annexation Area 5 are currently on septic systems. As in other similarly developed areas of College Station, these rural density areas will remain on septic systems until such time as significant development occurs to warrant the extension of an organized sanitary sewer collection system. In accordance with the City of College Station’s Water and Waste Water Extension Policy, these collection line extensions will be designed and constructed by the developer or the City may extend them as Impact Fee Lines.

Where these Wellborn Special Utility District lines exist within Annexation Area 5, service will continue to be provided by Wellborn Special Utility District under an existing contract with the City until service is taken over by the City from the Wellborn SUD pursuant to the contract.
- Area 6
Wastewater
All properties within Annexation Area 6 are currently on septic systems. As in other similarly developed areas of College Station, these rural density areas will remain on septic systems until such time as significant development occurs to warrant the extension of an organized sanitary sewer collection system. In accordance with the City of College Station’s Water and Wastewater Extension Policy, these collection line extensions will be designed and constructed by the developer or the City may extend them as Impact Fee Lines.
Water
All properties with water service in Annexation Area 6 are currently served by private well, Wellborn Special Utility District, or Wickson Special Utility District. Wellborn currently supplies water to this area via a 16” line. Wickson Special Utility District currently supplies water to this area via an 8” line. Exhibit A-5 illustrates these existing service lines.
