1. POSITION OBJECTIVES:
· In partnership with internal and external stakeholders, monitor and guide the implementation and evaluate outcomes of the Moreland Municipal Public Health and Wellbeing Plan 2013-17.
· Develop and implement community capacity building projects and action plans.
· Communicate effectively with government, service organisations and the Moreland Community on health and wellbeing matters.
· Facilitate collaboration across Council to achieve integrated health and wellbeing outcomes.
· Contribute to integrated policy development and planning processes.
· Foster and support best practice community consultation and engagement processes.
· Advocate on behalf of under – represented and disadvantaged population groups.

2. KEY RESPONSIBILITY AREAS:
Program and project management and delivery
· Work in partnership with the relevant Council officers to facilitate the design, implementation and delivery of approved action plans addressing Council’s key community building, health, safety and wellbeing strategies.
· Implement sound project management systems to ensure programs are delivered effectively within the community.
· Undertake the operational tasks required to ensure the successful and timely delivery of agreed programs, events and activities.
· Facilitate partnerships with key organisations and the community to maximise the local ownership, participation and sustainability of community building programs.
Needs assessment and program development
· Contribute to research on community needs and priorities in partnership with Council, community groups, other government agencies and organisations.
· Support integrated planning and program implementation with other partners.
· Develop applications for funding to support community building, health and safety and wellbeing programs in line with Council policies and priorities.
· Contribute to risk management planning relevant to the activities undertaken through this position.
Develop community capacity
· In conjunction with the Coordinator and Unit Manager provide advice to senior management and Council on opportunities to strengthen community building, health, safety and wellbeing outcomes.
· Utilise a community development approach to program implementation by engaging with local residents and groups, facilitating participation and ownership of initiatives.
· Utilise local consultation and research to provide advice on community needs, policies, strategies and actions to address identified service needs and improve equity and social cohesion.
· Identify and implement strategies to strengthen the capacity of community organisations.
· Facilitate partnerships with organisations including community groups, businesses and government departments to address local needs.
· Design and implement community consultation and engagement processes which maximise participation opportunities especially people who experience significant barriers to such participation.
Administration
· Produce and maintain accurate records and reports on programs.
· Assist the Coordinator with monitoring and reporting on the approved program budgets and relevant funding and service agreements.
· Prepare correspondence and reports as required.
Continuous Improvement
· Implement and maintain Continuous Improvement System standards and procedures.
· Maintain effective links with key organisations, including other Councils and relevant statewide organisations to ensure up to date knowledge of good practice and evidence based research is utilised locally.
Occupational Health & Safety
· Implement and maintain health and safety standards and procedures according to legislation and consistent with Council's Occupational Health and Safety Management System, MoreSafe.
Diversity & Equity
· Undertake all duties with an awareness of and sensitivity to diversity and equity in accordance with Council policy and the four basic principles of the Victorian Human Rights Charter – respect, freedom, equality and dignity.
Other duties
· Advise and consult on licensing and planning processes as required.
· Participate in Council’s social policy and community development initiatives as required

4. ACCOUNTABILITY AND EXTENT OF AUTHORITY:
· Accountable for meeting the objectives and outcomes of the position in accordance with Council policies and in regular consultation with the Coordinator.
· Making recommendations to the Coordinator.
· Preparing reports for consideration by the Coordinator and the Unit Manager Community Development and Social Policy.
· Representing Council as outlined in the Key Responsibility Areas.
5. JUDGEMENT AND DECISION MAKING:
· Understanding, assessing and making recommendations to the Coordinator about issues relevant to identified human rights issues.
· Identifying problems and recommending on solutions, taking into account knowledge of successful and effective outcomes achieved in the past and possible alternative solutions.
· The quality of work produced in the specified timelines.
· Guidance and advice should be sought from the Coordinator, particularly in relation to sensitive issues and situations
6. SPECIALIST KNOWLEDGE AND SKILLS:
· Sound knowledge and understanding of public policy delivery, preferably in a local government context.
· Proven ability in consultation and the development of effective partnerships within government and community organisations.
· Knowledge of social planning including community services planning and provision.
· Experience and demonstrated skills in the design and implementation of community based project work and evaluation.
· Ability to create communications material for public reports, speeches and media.
7. MANAGEMENT SKILLS:
· Ability to plan and prioritise tasks and meet objectives within agreed timelines;
· Ability to work proactively and independently as well as in a team;
· High level problem solving and negotiation skills;
· Demonstrated ability to successfully plan and implement community focused programs and projects involving diverse stakeholders;

· Ability to engage with members of the public, other staff and organisations about health and wellbeing issues and to facilitate partnerships to address identified issues;
· Demonstrated ability to analyse situations and to make sound judgements about appropriate responses;
9. QUALIFICATIONS AND EXPERIENCE:
· Significant relevant experience and skills and/or tertiary qualifications in health promotion, social sciences, community development or related fields;
· Knowledge and experience of community development theory and practice;
· Computer skills.

11. KEY SELECTION CRITERIA
· Sound knowledge, understanding of, and interest in, public policy on health and wellbeing issues.
· Experience in policy development, project management and program evaluation.
· Demonstrated ability to effectively engage and work with a variety of stakeholders within the organisation and the community.
· Sound understanding of working with culturally diverse communities, including promoting access and inclusion for disadvantaged and under-represented population groups.
· Excellent written and verbal communication skills.
· Demonstrated conceptual and problem solving skills.
Desirable
· Experience in or working with, Local, State or Commonwealth Government.
· Current drivers licence.
SPECIAL CHARACTERISTICS
