INTRODUCTION

The New York State Department of Transportation serves as the Designated Recipient of Federal Transit Administration (FTA) funds that represent new formula programs to help fund innovative and flexible programs and projects which identify and address the transportation needs of individuals with limited incomes.

PROGRAM HIGHLIGHTS

Job Access Reverse Commute (JARC) Program

New Formula program, authorized in SAFETEA-LU, designed to assist welfare recipients and low income individuals get to work (see eligible projects);

60 percent of funds to major urban areas over 200,000 population; 20 percent to urban areas over 50,000; 20 percent to rural areas under 50,000 population

Designated recipients are required to provide funding through a competitive application process that relies on a coordinated planning process to identify strategies that work towards closing gaps in service for target populations

Program requires a 50 percent non-federal share for operating and 80 percent for capital projects, however, other non-USDOT federal funds may be used for the required match

State operating funds (STOA) and other state funds may also be used as a matching source.

ISTEA JARC History

The JARC program, from 1999-2004, known as the Intermodal Surface Transportation Efficiency Act (ISTEA) Legislation, was developed as a national competitive program authorized at $150 million and growing each year over the six-year period. The table below shows the authorized levels and the amount appropriated each year along with the funds awarded in New YorkState. FFY 1999 and FFY 2000 were competitively solicited by the Federal Transit Administration (FTA). By FFY 2001, the program had become an exclusive earmark process where the Congress identified recipients for the available funds in each year’s appropriation. This program laid the foundation for the JARC formula program in the next legislation and carried many of the requirements of the discretionary program into the new formula program.

NYSDOT had two earmarks and developed a solicitation process for the two years that became the foundation for the approach that NYSDOT is applying to the formula program in SAFTEA-LU.

The JARC program under ISTEA had the following highlights:

  • Each recipient was required to do an area wide plan to identify gaps in transportation services for low-income workers.
  • The program provided 50 percent Federal funds for capital and operating projects.
  • Match for the federal funds could be for from other Non-USDOT Federal programs
  • Funds awarded to recipients in the non-urbanized portions of the state were administered by NYSDOT; urban area recipients work directly with the FTA

COORDINATED PLAN

The SAFTEA-LU requirement for these funds is for a locally developed Human Service Public Transportation Coordinated Plan. This planning process must identify existing conditions, gaps and barriers within a region and recommend strategies and priorities that achieve success in providing resources to address those issues. NYSDOT will require that each applicant for JARC (Section 5316), New Freedom (Section 5317) and Elderly and Individuals with Disability (Section 5310) derive their projects from the locally developed plan. $2.7 Million in Grant Funds Available for JARC/New Freedom Programs for the New YorkNon-Urbanized (Rural) Areas

The New York State Department of Transportation (NYSDOT) is soliciting project proposals from the Non-Urbanized (rural) areas of New York State, for possible funding under the Job Access Reverse Commute (JARC) and New Freedom Programs.

The JARC and New Freedom Programs are funded through the Federal Transit Administration (FTA), and contained in the current federal transportation legislation, titled the Safe, Accountable, Flexible, and Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU). They are intended to help fund innovative and flexible programs and projects which identify and address the transportation needs of individuals with limited incomes and persons with disabilities.

Projects should address transportation gaps and or barriers identified in a locally developed Coordinated Public Transit-Human Services Transportation Plan. For a listing of status of plans in Rural NYS counties, click here. Grant applicants in the rural areas must ensure their project is developed in accordance with their Plan’s guidelines and parameters. Eligible applicants include private non-for profit organizations, state and local governments /authorities and operators of public transportation services.

Applicants should note that these FTA grant programs are reimbursement programs. Applicants will be required to pay all project expenses first, and then apply for reimbursement through the designated recipient. The programs fund up to 80% of capital costs or 50% of operating costs for approved projects, with the remaining match provided by the applicant.

The New York Metropolitan Transportation Council (NYMTC) adopted an Interim Coordinated plan on November 16, 2006. This plan is a framework for identifying transportation gaps or barriers in the New York metro area and much of the work is based on the 2003 Access to Jobs plan.
