Meeting called to order at 6:30 by Mike Grobbel

Present: Property Manager Ryan Dorner Community Association Manager/Kramer-Triad, Mike Grobbel Co-Owner Board Member

Quorum: 35% required. 38 co-owners present or by proxy

Minutes: Motion made and seconded to waive reading and to approvethe 2009 Annual Meeting minutes as presented. Motion carried unanimously.

Election: Nominations opened to floor for new candidates. Nominations closed. Candidate Mike Grobbel running unopposed. Motion to elect Mike Grobbel to one year term carried unanimously.

Open Discussion:

a) Central Park Master Association Annual Meeting to be held April 7,2010 at Shelby Twp. Municipal Board building. Notices to be sent to co-owners.

b)14 new units on Central Park North discussed. The association will not be responsible for exterior maintenance and appearance on these units. We will retain some control if violations occur. # 15 building will not be built. Multiple questions were raised on the appearances of said units and on association fees.

c) The installation of WOW cable will be delayed due to the need for an easement agreement from The Meadows and The Gardens. Due to the new landscaping in that area the signing of said documents will be delayed. Therefore WOW will not be available until late summer 2010 at the earliest.

d) No additional final paving on Central Park North private access drive able to be done at this point .

e) Irrigation and maintenance of new landscaping between Meadows and Gardens will be the responsibility of the Master Assoc. The annual fee was raised from $150 to $190 for that.

Review of Budget:

A) Water and sewer rates went up 9% on Jan 1st. Will decrease watering schedule to back yards if needed to make up for deficit of approximately $3000.

B) Budget for lawn maintenance is based on cutting every 10 days, similar to 2009.

C)Discussion on exterior painting. Painting should be done every 5-6 years but none has been budgeted for.

D) Various ways that may be possible to balance budget reviewed. One way brought up was to adjust the sensors on street and garage lights. Another was to adjust the watering schedule.

E)Special Assessment: The possibility for a special assessment as opposed to an increase in association dues was discussed to pay for re-caulking, wood replacement and painting of units. Because there is a tight budget and no reserves for emergency items there is no money budgeted for this. It was suggested that there could be a 2 year plan to paint the units starting with the oldest ones first . Methods of paying for this was opened to floor. The general consensus was that we need to maintain the appearance of our condos and that we need to make provisions for this to be done. Mike will bring this up to board for discussion. The cost will be approximately $30,000/year for 2 years. These prices are not guaranteed. The question on how to levy the special assessment was discussed. Should it be a one time payment, monthly bi-monthly etc. If annualy, it would be approximately $300 per unit over two years.

F)Transition to Co-Owner run association: There are 3 positions on the Board of Directors. Currently 2 developers and 1 co-owner. After so many units are sold there is typically a transition to more co-owners on the Board. We are currently at 54% sold. The developer might decide to turn over control of the Board to the co-owners this year. No more basements will be dug on Lexington N., Lexington S., Lexington W., Regent and Watling until the economy improves enough to support prices in the $200,000 range. There are 5 nearly finished, but not yet closedunits on those streets plus the 2 models.

G)Possible discounts for group insulation discussed. A 20% reduction in gas use was seen by those raising to an R 49.

H) Types of mulch and if we are permitted to use our own discussed.

I) New stop signs discussed. Obstructed stop sign on Central Park to be corrected. Possibility of stop lights at entrances from 22 Mile and Van Dyke planned as community grows. Residents have been ticketed for using turn lane (going north) to wait for traffic to clear on Van Dyke.
