Members of the public / Mr D Elmslie on behalf of the Burwash Weald and Common resident’s assoc. asked if the Parish Council minutes could be published in the village magazines that he understood will be merging. The clerk will contact the editor and send a sample of the confirmed minutes and report back. Mr J Richardson asked if the financial statement could be published. The Clerk confirmed that it can and was available on the website. Cllr N Cook reported that it is in the process of being placed on the website. Mrs H Keep on behalf of Burwash Weald and Common Playing Fields Assoc was concerned that the treasurer had not received the request letter for the Precept meeting. The Clerk reported that she had contacted Mrs Keep when no response had been received from the treasurer and Mrs Keep had attended the meeting and her request noted for the next precept meeting. Mrs Keep asked if she could be emailed when the treasurer was emailed.

Cheques for payment / Cllr K Dixon asked the Clerk to send details of the tree festival to her. A discussion was had about the cost of baubles for the tree. Cllr N Cook will donate the baubles and cover any extra costs.
Cllr L Elmslie has given the Clerk the insurance cover and dates for the proposed Wealden Tec Club in the internet room.
The Clerk reminded all members that any change to their disclosure of interests must be recorded.
Cllr L Elmslie as Chairman of Burwash Weald and Common residents association, Committee member the Burwash Jubilee fund committee and a member of BW&C PF Assoc. Cllr G Woodhouse Board Member CAB.
The minutes of the meeting held on 14th October 2014 were unanimously agreed as a true record of the proceedings and signed accordingly.

Downs Meadow tree and clearance
High Street Pavements
Parking / Burwash Swan Meadow playing field assoc have put in a request for consideration at the next precept meeting.
The Clerk, as requested, has written to the church for further information about the proposed pathway.
The Chairman Cllr G Woodhouse asked for the April meeting to be in the Parish Room. This is normally held at The Pavilion Burwash Common. The Clerk will ask for the meeting at Burwash Common to be moved to March.
The May meeting will be held on May 19th following the election.
The Clerk reported back that the majority of Parish Councils were holding the annual Assembly after the election. It was agreed to book either the 21st or 28th May 2015
The next precept meeting will be December 9th at 6.00pm. This is not a public meeting.
Following a site visit by Cllr D Hedges and Cllr D Appleyard they reported that the Christmas tree and area needed to be cleared. Cllr D Hedges had read that Crowborough Town Council were looking for a Christmas tree and after visiting the site they agreed to remove it free of charge. This will happen on November 12th. Cllr D Appleyard asked for a resolution to tidy the surrounding area and also to remove a dead/ fallen conifer. Mr B Butler has offered to do this but it was resolved to use our own contractor. The Clerk will write and thank Mr Butler for his kind offer.
Following the SLR meeting on Monday 10th November an order has been placed by the Highway Steward to relay and replace bricks in the High Street. Cllr L Middleditch has been advised that Mr Workman ,after many years, will no longer,
be emptying the litter bins in Swan Meadow. The management have found a contractor and Cllr L Middleditch asked for a quotation for two dog litter bins in the High Street. The company can supply and empty the bins for £7 each per week for a two year contract. Cllr L Middleditch will go back to the contactor and ask how much it would cost to buy the bins. It was resolved to accept the cheapest option.
The Clerk will re-arrange the parking meeting. / The Clerk will ask if the April 2015 meeting at Burwash Common can be changed to March 2015.
The May meeting will be on May 19th 2015. The Clerk will arrange the Parish Assembly for either 21st or 28th May 2015
It was resolved to clear the area surrounding the Christmas tree and clear the fallen/dead conifer.
The clerk will write to Mr B Butler.
Cllr L Middleditch will get the best quote for two dog waste bins.

Public Transport
Grit Bins
Cllr P Pope / Cllr P Pope attended a transport meeting. The results of the consultation will be known in March 2015. It appears that only services not well supported will be cut. Cllr P Pope reported that new legislation in 2015 will mean that the bus can only stop in a clear area and that this will have to be taken into account at the parking review. The light at the bus stop at Stand Meadow appears to be faulty the clerk will report this. / The Clerk will report the faulty light.

Buildings and Maintenance
Cllr D Hedges / Cllr G Woodhouse reported that he has some information on preserving memorials from The National Trust that he will pass to Cllr D Hedges. The Clerk Magazine has an article about preserving war Memorials and the clerk will give this to Cllr D Hedges.
Parish events, Fetes, land managed by Rother CCTV and alarm.
Cllr L Middleditch / The Lime trees have been pollarded. Cllr L Middleditch has thanked Rother on our behalf particularly the contractor that they used. Cllr S Moore asked for the thanks of everyone for Cllr L Middleditch’s hard work on this matter to be minuted.
Housing and exception site
Cllr S Moore / Cllr S Moore attended a site meeting. Work is on schedule. The two units for part rent/buy are being advertised. The newsletter should be ready for January which will also promote these properties. The pricing has yet to be decided. Rectory Court is emptying but Cllr S Moore has not had an answer to his request for an update. He will prepare a letter which the Clerk will send to Amicus and Rother District Council / Cllr S Moore will prepare a letter for Amicus and Rother District Council.
Highways signs overgrown hedges etc.
Cllr G Wright / Cllr P Pope and Cllr G Wright have made a map of overgrown hedges. The Clerk will write to the occupiers to ask them to be cut. Cllr G Wright reported from the SLR meeting that if they failed to reply a 14 day order can be placed on the owner/occupier by the Highway Steward. / The Clerk will write to the owner/occupier of the overgrown hedges.
Footpaths, Walking footpaths and reporting problems
Cllr I Jenner / The November walk was well attended.
Speed and traffic / As the parking meeting was cancelled we do not have an update on the final part of the traffic calming.
Website
Cllr N Cook / There are a few updates that Cllr N Cook will do as soon as possible. Cllr K Dixon offered to give any help required.
Promotion of Parish
Cllr S Moore / A meeting of the sub group has been held and Cllr S Moore will report back fully at the next meeting.
Co-operation with Bateman’s was discussed and possible funding streams. / Cllr S Moore will report back fully at the next meeting.
Tree Warden
Cllr D Appleyard / As agreed the tree at Downs Meadow will be removed and cleared.
Internet resource
Cllr L Elmslie / A report was circulated. The clerk asked Cllr L Elmslie for a further breakdown of the figures. Cllr L Elmslie confirmed that average visitor level was 6 per session. Cllr L Elmslie was concerned that she was the only Councillor reporting in detail each month. The clerk explained that as the internet resource was producing income this was needed to meet our financial responsibilities. A discussion about printing took place. Cllr G Woodhouse expressed some concern and Cllr N Cook offered to look into the amount and use of the printing and produce a report.
Take up for the three free sessions from the Wealden Tec club have been slow but this is being promoted.
The re launch is on Saturday 15th November and Cllr L Elmslie asked for as many councillors as possible to attend.
As requested the Clerk has supplied Cllr N Cook and Cllr L Elmslie with details of the account for the broadband. Cllr N Cook has looked at the options for super broad band and would like to take an option that is £4 more per month. This would supersede the current contract and run for 24months. It was resolved to accept this. The clerk asked Cllr N Cook to confirm the contract with BT to ensure that the contract confirmed was the one required. / Cllr N Cook will produce a report about the amount and type of printing at the internet resource.
It was resolved to upgrade the broadband.
