This master should be used by designers working on Port of Portland construction projects and by designers working for PDX tenants (“Tenants”). Usage notes highlight a few specific editing choices, however the entire section should be evaluated and edited to fit specific project needs.

SECTION 323114 - AUTOMATIC GATE OPERATOR AND CONTROL

This section is under revision by the Replace Access Control System and new equipment is under selection. Significant specification revisions are expected.

PART 1 - GENERAL

1.1  DESCRIPTION

  1. This section describes requirements unique to the installation of the controls and operator for the chain link fence sliding cantilever gate.
  2. Because certain of the control details will be dependent on the materials and equipment offered, circuitry and layouts shown on the drawings shall be considered typical only.

1.2  REFERENCES

1.3  SUBMITTAL REQUIREMENTS

  1. Submit a pre-design narrative of anticipated system design which shall include: Proposed connection to existing Portland International Airport security access system and types of security access components.
  2. Submit shop drawings of system design. Shop drawings shall be new, prepared by the Contractor using CAD and backgrounds of the contract drawings, with title blocks, identifying drawing number and any reference drawings. Fully dimension all plans and elevations.
  3. Shop drawings shall show any changes to the contract drawings and shall include new control drawings as necessary.
  4. Keyless Entry and Card Reader Stations: Submit complete card access control system design drawings, including the system configuration one-line.
  5. Include equipment installation details and drawings.
  6. Show conduit and wire diagrams.
  7. Submit shop drawings for concrete footing and mounting pedestal. Footings shall not be constructed and pedestal erected without Port-approved shop drawings (detail shown is suggested only; revision may be necessary to match equipment provided).
  8. Submit four original sets of manufacturer’s complete installation, servicing, and coding instructions (photocopies are not acceptable).
  9. Submit certification of UL label and listing of other testing agencies.
  10. Submit operation and maintenance manuals.

1.4  RELATED WORK SPECIFIED ELSEWHERE

  1. Section 323113, Chain-Link Fences and Gates, for the fence revisions and cantilever gate work related to the gate operator installation specified in this division.

1.5  GATE OPERATION

  1. The operation of the gate shall be as follows:
  2. Access from the outside of the secure area, through the gate, into the secure apron area shall be controlled by the specified keyless operator, card reader, or by remote radio control.
  3. The gate shall not allow access unless a vehicle is present over the security loop.

Edit the following for specific gate operation desired.

  1. After the code is entered into the keyless control unit,

1)  the correct code is entered into the card reader,

2)  [or] the remote transmitter is depressed,

3)  the gate will open.

  1. The gate will remain open as long as vehicle presence is sensed by the loop detector.
  2. If no vehicle crosses the “close” loops within a preset adjustable time (up to 30 seconds) after the gate opens, the gate will automatically close if vehicle presence is not detected.
  3. After the gate starts to close, sensing of a vehicle on the “close” loop will again open the gate.

Edit the following for specific gate operation desired.

  1. After the gate closes, sensing of a vehicle on the outside loop will not reopen the gate unless the process is repeated.
  2. Access from the inside of the secure area, through the gate, to the outside, shall be a free exit.
  3. “Close” Loop “A” senses the vehicle before “Close” Loop “B” and the gate opens.
  4. The gate opens and remains open so long as either loop senses the vehicle or a preset adjustable time expires.
  5. After the gate starts to close, sensing of a vehicle on either loop will again open the gate.
  6. The Contractor shall provide all raceways and wiring required for power and control wiring.

PART 2 - PRODUCTS

2.1  GATE OPERATOR

  1. Shall be minimum 1hp. Input voltage shall be 208volt, 3phase; hinged to open left or right as indicated on the drawings.
  2. Shall be industrial duty, steel base and frame enclosed in a weather resistant lockable enclosure. Include mounting for pouredinplace concrete base. Drive equipment shall be housed to prevent tampering and to protect personnel and public from injury.
  3. Drive Unit:
  4. Shall use worm gear in oil-bath gear reducer for primary speed reduction. Final drive shall use No. 50 roller chain.
  5. Shall be provided with an adjustable torque limiter and solenoid-actuated disc-type brake.
  6. Adjustable limited switches shall be of the driven type and the limit settings shall not be affected by removal of the motor.
  7. Motor shall be totally enclosed and shall be a high-starting torque, continuous duty industrial type, protected against overload.
  8. Shall be provided with means, accessible only to authorized personnel, to open and close gate manually without power.
  9. Shall be provided with enclosed On/Off power switch for servicing. Provide a left/right reversing switch to allow use of the operator for both right-hand and left-hand sliding gates with no additional circuit modifications.
  10. Control voltage shall be 24volt, 60Hz and control functions shall be contact “Open,” “Close,” and “Stop.”
  11. Shall be LiftMaster SL 580 or pre-bid approved equal, 3-phase, with the following options:
  12. Time delay to close.
  13. Reversing delay.
  14. Capability for safety reversing device.

Delete the following for single gate installations.

  1. Master slave operation with the east gate operator slaved off the west. (Double gate operation.)
  2. Gate control shall be electric.
  3. Components for gate travel and limit control shall be in the gate operator housing.
  4. Control leads for gate opening and gate closing shall be extended to control logic in a remote gate control cabinet.
  5. Electrical components shall be UL component labeled; and in the absence of a UL assembly listing, shall be locally wired by Oregon-licensed personnel. The wired operator shall be acceptable to the City of Portland Electrical Division.
  6. Cabinet housing.
  7. Raintight when closed.
  8. Securely lockable with Port padlock.
  9. Lift-off cover to facilitate access to components.

2.2  RACEWAYS

  1. Raceways shall be galvanized rigid steel conduit (GRSC) threaded at each connection (unless non-threaded fittings are approved on a case-by-case basis). Factory threads shall be fully coated.
  2. Top and side entries of weatherproof enclosures shall be the Myers type hub.
  3. Locknuts for bottom entry of enclosure shall be sealing type. Midwest Type SL, or equal.
  4. Bushings shall be insulated-throat grounding type. Midwest Type GLL, or equal.

2.3  CONTROL CABINET

  1. Shall be 60inches wide, 62 inches high, 12inches deep, single-hinged, double-door, floor-standing, padlockable door, NEMA4 enclosure suitable for outdoor use with internal mounting panel. Shall be Hoffman Catalog No. A62H60DLP with back panel No. A60P60, B-Line Catalog No. 626012-4SFD with back panel AW6060P, or pre-bid approved equal.
  2. Shall be minimum 14-gauge steel with moisture resistant finish inside and out.
  3. Provide one 12-inch-high floor stand kit per cabinet.
  4. Provide two 1-inch-diameter breathers with screen inserts in the bottom.
  5. Enclosure shall include a heater and circulation fan.

2.4  CONTROL TRANSFORMER

  1. Shall be a 500volt-ampere minimum, 120volt primary to 24volt secondary. The secondary shall be protected by an FNM-3 cartridge type fuse. Mount in terminal cabinet.

2.5  TERMINAL BLOCKS GATE OPERATOR CONTROL

  1. The terminal blocks shall be of the barrier type, rated minimum 300 volt and minimum 15amps, pressure plate or solderless box lug type terminals. Provide 10 percent additional spare terminal blocks.
  2. Wiring channels for terminal blocks shall be PVC plastic wiring duct, slotted wall with snap-on covers, Panduit Type Ne Series, or equal.

2.6  RECEPTACLE

  1. NEMA 5-20R duplex receptacle in a standard 4-inch square by 1 1/2 inch box with raised industrial metal cover.

2.7  GROUND ROD

  1. The ground rod shall be a 3/4-inch-diameter, 10-foot-long copper clad rod extending 3inches above the slab with a No.6 bonding conductor firmly bonded to the control cabinet enclosure.
  2. The ground rod shall be connected by either:
  3. Burndy “Hyground Compression System, or equal.
  4. Exothermic end-weld method.

2.8  LOOP DETECTOR, VEHICLE SENSING

  1. Shall be a complete unit which will, in conjunction with an external loop buried in a roadway, sense the presence of a vehicle.
  2. Shall be a 120volt a.c., 60Hz, input. Output shall be the operation of two 2PDT relays.
  3. Shall be PEEK-Sarasota 535B-MS, or pre-bid approved equal.

Edit for type of entry control utilized.

2.9  KEYLESS DIGITAL ENTRY DEVICE

  1. 12button, 3number combination, electric lock switch with thermostatically controlled internal heater.
  2. Input power shall be 24volt a.c., output shall be a normally open 5 amp contact which closes for minimum 200milliseconds when correct code is entered.
  3. (Auto Only) Provide stand for mounting, height suitable for automobiles. Stand shall be steel tube galvanized after fabrication.
  4. (Auto and Tractor) Provide stand for mounting two units, one accessible from an automobile and the other from a tractor trailer. Stand shall be steel tube galvanized after fabrication. See drawings for details.
  5. Shall be Selectronic 420 CWO with single station within singular housing as supplied by APD, or pre-bid approved equal.
  6. Provide a single pole momentary contact switch mounted inside a lockable brass enclosure, located on the pushbutton housing. The enclosure, available through the Fire Bureau, is master keyed for emergency entry only.

Delete meter base if no utility service metering is required.

2.10  METER BASE

  1. Meter base shall be 200-Amp, 240-Volt, 4-terminal, with manual bypasses, suitable for underground feed. Circle AW U264 or Mill Bank U3514-XL, or equal.

2.11  RELAY

  1. “MCR,” “Close,” “Open,” and “Brake” relays shall be 2P2T, 120-volt, 8-pin, Cuttler-Hammer D5PR2A, or equal.

The Port’s “No Substitution” exemption approval for use of Allen-Bradley PLC equipment at PDX and GA airports is currently in effect. However, verify the product number. Expiration date 7/15/17.

2.12  PROGRAMMABLE LOGIC CONTROLLER (PLC)

  1. PLC shall be Allen-Bradley SLC 5/01, Allen Bradley Micrologix 1200, no substitutions. PLC shall be provided complete with power supply, mounting rack, programming software, and programming cables. The minimum number of input/outputs is shown on the drawings.

The Port’s “No Substitution” exemption approval for use of Allen-Bradley motor speed controller Model series 1305 at PDX and GA airports is currently in effect. However, verify the product number. Expiration date 7/15/17.

2.13  MOTOR SPEED CONTROLLER

  1. Motor speed controller shall be Allen-Bradley speed controller, Model No. 1305-AA-12A, dual input capability for 240-volt, 1phase/208-volt, 3-phase input, 208 volt, 3-phase output, rated for 3 hp minimum, no substitutions.

2.14  FLASHING LIGHT/BUZZER

  1. Light and buzzer shall be Adaptalight, catalog No. 101BS-N5 or equal, stackable base unit complete with flashing amber buzzer, or equal.

2.15  PUSHBUTTONS

  1. Three heavy-duty push buttons are required, mounted in the cabinet. Provide with legend plates reading “Open,” “Stop,” and “Close.”

Edit appropriately for 3-phase services and if panelboard is required over din rail circuit breaker.

2.16  PANEL

  1. Shall be a 120/240 volt, service rated, single phase, 3 wire, 12 space, 60 amp 2P main, solid neutral in a NEMA 1 enclosure. Square D Q0412-24/Q0C12S, or equal. Provide with following 10,000 AIC circuit breakers: One Q0115, one Q0120, and one Q0315. Provide blanks for unused openings.

2.17  CIRCUIT BREAKERS

  1. Circuit breakers shall be din rail mountable. They shall be rated 10,000 AIC.

2.18  RADIO CONTROL

  1. Transmitter shall be Stanley, two-button, Model 1050, part No. 041-010303-00, or pre-bid approved equal.
  2. Receiver shall be Stanley, Model 2032, similar No. 040-009-353-00R, or pre-bid approved equal.

The Port’s “No Substitution” exemption approval for use of AMAG card access equipment at PDX is currently in effect. However, verify the product number. Expiration date 12/6/15.

2.19  CARD ACCESS CONTROL EQUIPMENT

  1. Remote distributed processing units shall be AMAG Model No. 346, 15,000 card capability “Micronode,” no substitution. Provide with surge protection and battery backup to protect on-board memory for a minimum of 12 hours. Remote processing unit shall be wired in a “data loop” to prevent a single line break or fault from preventing any remote processor in the loop from communicating with the main CPU.
  2. Card readers shall be combination high energy magnetic strip by AMAG, no substitution.
  3. The Contractor shall subcontract with Entrance Controls, Inc., or pre-bid approved equal, to supply and install the card access control equipment.
  4. Provide card reader power supply, distributed processing units with a minimum of 12 hours standby power in event of power failure.

2.20  SLOT EPOXY

  1. Slot filler material shall be a two-part, field-mixed epoxy, Concresive No. 1064, or Fosroc Co. “Gold Label Flex” (distributed by Masons Supply Company of Portland, Oregon), or equal.

2.21  CONDUIT SEALER

  1. Material for plugging lead conduits shall be an electrical sealing putty, “Duxseal,” or equal.

2.22  TRAFFIC DETECTOR LOOPS

  1. Traffic detector loops shall have:
  2. A minimum of 5 turns. The Contractor shall coordinate with the loop detector manufacturer to ensure loop has sufficient turns to work with the approved loop detector.
  3. Tees at junctions constructed of Schedule 80 CVPC.
  4. Lead-ins twisted four times per foot, minimum.
  5. Wire, 14 AWG, stranded, XHHW, single conductor.
  6. Wires continuous through the loop (no splices).
  7. All loops shall be tested three ways: resistance to ground, resistance, and inductance. Submit readings.

2.23  CONCRETE

  1. See Division 3.

PART 3 - EXECUTION

Delete trenching article below if Section 312300, Trenching, Backfilling, and Compacting is used.

3.1  TRENCHING

  1. Trenches for directburied steel duct may be excavated manually or with mechanical trenching equipment, except manual trenching is mandatory in those areas where existing cables or other utilities may be damaged. The Contractor shall be responsible for calling location services.
  2. Care shall be taken to avoid unnecessary damage to existing asphalt surfaces, i.e., wooden pads shall be placed under the outrigger feet on all trenching or lifting equipment. Damage to existing surfaces or equipment shall be repaired at no added cost to the Port.
  3. Trenches shall be no wider and no deeper than required to meet the minimum depths specified. Where indicated, trenches shall be straight. Trench walls shall be essentially vertical so that a minimum of shoulder surface is disturbed. The bottom surface of the trenches shall be essentially smooth and free of coarse aggregate.
  4. Backfill compaction shall be 92percent of ASTM D1557. Regrade disturbed areas and patch pavement to original condition.
  5. Lay out underground conduits to avoid routings which might interfere with the operation or sensitivity of the detector loops. Conduit layouts on the drawings are diagrammatic; give careful consideration to auger diameters required for fence posts and bollards.

3.2  RACEWAYS
