The border security fence extends scores of miles. Some sections are made of concrete, others of sheet metal. The barrier is three layers deep in parts, fifteen feet high and surrounded by razor wire. Terrorism has been defined internationally as a crime against humanity.The Government of Israel has an absolute obligation to do everything in its power to defend its citizens, Jews and Arabs, from terrorist murderers.

Racist and supremacist ideology motivate Palestinian terrorists to murder - as documented for example in the Hamas Charter: “The prophet, prayer and peace be upon him, said: The time will not come until Muslims will fight the Jews (and kill them); until the Jews hide behind rocks and trees, which will cry: O Muslim! There is a Jew hiding behind me, come on and kill him! … I swear by that who holds in His Hands the Soul of Muhammad! I indeed wish to go to war for the sake of Allah! I will assault and kill, assault and kill, assault and kill”.Palestinian terrorists have murdered hundreds and maimed thousands of Israeli civilians since September 2000. Many more suicide bombers have been caught on the way to attacking innocent people in homes, buses, restaurants and malls in Israel – often a 15 minute walk or drive from the Palestinian Autonomy.

For several years there has been a security fence between the Gaza Strip and Israel. It is designed to prevent explosive-rigged cars or suicide bombers from entering Israel. Terrorists hate this fence. Almost no terrorists have succeeded in penetratingIsrael from the Gaza Strip. The fence has saved the life of innocent children, women and men, Arab and Jew alike. It should get the Nobel Prize for Peace.

The Palestinian Authority’s support of terrorism has forced Israel to start building a security fence around the West Bank too, at an immense cost. While the fence may make life more difficult for some Israelis and Palestinians, Israel must give priority to the protection of life of innocent civilians, Arab and Jew alike.

Arafat’s Palestinian regime claims that the security fence is an Apartheid-wall and the motive for its positioning is moving Israel’s border eastwards. Thisis hypocritical and incorrect. Before the current wave of Palestinian terrorism there was no fence.The purpose of the fence is to keep terrorists out, or protect civilians from sniper fire. Terrorists hate this fence. The positioning of the fence is dictated by topographic and security needs.The fence does not annex territory to the State of Israel, nor does it change the status of the residents. Jews and Arabs will continue to live on both sides of the security fence. About 40 controlled openings have been provided to facilitate the passage of persons and products. The concrete wall section protecting against gunfire is about 2% of the total length of the fence.The fence has apurely defensive designand is easily removable. Summary:If there were no Palestinian terror, there would be no security fence.

The fence is a non-violent, defensive and removable protection of Israeli civilians, Jew and Arab, from Palestinian terrorism. Terrorism has been defined internationally as a crime against humanity. The Israeli Government does not have any choice but to give priority to the protection of civilians’ lives over any other aspect. The judicial system of democratic Israel is checking and balancing government actions in general, and all aspects of the fence in particular. The fence will be removed when Palestinians stop terrorism and dismantle their terrorist infrastructure.

Without distinction - attacks on civilians by Palestinian armed groups (Amnesty International): "The deliberate killing of Israeli civilians by Palestinian armed groups amounts to crimes against humanity. As defined in the Rome Statute of the International Criminal Court, crimes against humanity are various acts committed as part of a ''widespread or systematic attack directed against any civilian population'', ''pursuant to or in furtherance of a State or organization's policy to commit such attack''. (71) The specified acts include murder, torture and ''other inhumane acts of a similar character intentionally causing great suffering, or serious injury to body or to mental or physical health.'' (72) Crimes against humanity do not require a link to an armed conflict - they can be committed either in peacetime or in wartime. The deliberate killings of Israeli civilians by Palestinian armed groups and individuals are both widespread and systematic, and are perpetrated as part of a publicly announced policy to target civilians. They therefore satisfy the definition of crimes against humanity included in the Rome Statute of the International Criminal Court, which is recognized as reflecting customary international law. War crimes and crimes against humanity are among the most serious crimes under international law, and represent offences against humanity as a whole. Bringing the perpetrators of these crimes to justice is therefore the concern and the responsibility of the international community. This view is illustrated in the Preamble to the Rome Statute of the International Criminal Court, adopted in July 1998, which affirms that the most serious crimes of concern to the international community as a whole must not go unpunished and that their effective prosecution must be ensured by taking measures at the national level and by enhancing international cooperation."

Geneva Convention (IV) relative to the Protection of Civilian Persons in Time of War, Part I, Art. 3: "(1) Persons taking no active part in the hostilities, including members of armed forces who have laid down their arms and those placed hors de combat by sickness, wounds, detention, or any other cause, shall in all circumstances be treated humanely, without any adverse distinction founded on race, colour, religion or faith, sex, birth or wealth, or any other similar criteria. To this end the following acts are and shall remain prohibited at any time and in any place whatsoever with respect to the above-mentioned persons: (a) violence to life and person, in particular murder of all kinds, mutilation, cruel treatment and torture;"

Feigning Civilian Status Violates the Laws of War (Human Rights Watch, Mar 31, 2003): “International law prohibits attacking, killing, injuring, capturing or deceiving the enemy by resorting to what is called perfidy. A perfidious attack is one launched by combatants who have led opposing forces to believe that the attackers are really noncombatants. Acts of perfidy include pretending to be a civilian (who cannot be attacked) or feigning surrender (surrendering soldiers also cannot be attacked) so that opposing forces will let down their guard at the moment of attack. Other examples include feigning protective status by the misuse of emblems of the United Nations or the red cross and red crescent. Perfidy poses particular dangers because it blurs the distinction between enemy soldiers, who are a valid target, and civilians and other noncombatants, who are not. Soldiers fearful of perfidious attacks are more likely to fire upon civilians and surrendering soldiers, however unlawfully.”

Article (6): UN projects, accords and resolutions , or those of any individual country which undermine the Palestinian people's right in their homeland are illegal and rejected.
Article (12): Complete liberation of Palestine, and eradication of Zionist economic, political, military and cultural existence.
Article (17): Armed public revolution is the inevitable method to liberating Palestine.
Article (19): Armed struggle is a strategy and not a tactic, and the Palestinian Arab People's armed revolution is a decisive factor in the liberation fight and in uprooting the Zionist existence, and this struggle will not cease unless the Zionist state is demolished and Palestine is completely liberated.

For renouncing any part of Palestine means renouncing part of the religion; the nationalism of the Islamic Resistance Movement is part of its faith… There is no solution to the Palestinian problem except by Jihad. The initiatives, proposals and International Conferences are but a waste of time, an exercise in futility. They took advantage of key elements in unfolding events, and accumulated a huge and influential material wealth which they put to the service of implementing their dream. Genocide (Louis Rene Beres, FrontPage Magazine, Sep 4, 2003): "Readers of daily newspapers are now well acquainted with unending Palestinian calls for the annihilation of Israel. What might not be apparent, however, is that such calls - sometimes in the carefully whispered voice of the Palestine Authority, more often in the strident voice of PA accomplices in Hamas and other related terror groups - constitute an especially serious crime under international law. ... For example, the Fatah organization website still calls openly for the "eradication" of Israel. This call echoes earlier genocidal codifications in the still unchanged Palestinian National Charter, in Fatah's ongoing calls for Inqirad mujtama (the extinction of Israeli society), and in the Charter of Hamas ("There is no solution to the Palestinian problem except by Jihad....I swear by that who holds in His Hands the Soul of Muhammad! Zohair Hamdan, the muktar of the Jerusalem neighborhood of Sur Bahir, was gunned down by would-be assassins who fired nine rounds, hitting the Arab peace crusader with five. When Jerusalem's Arab neighborhoods were scheduled to fall under Palestinian Authority control under the peace plan of former Israeli Prime Minister Ehud Barak, Hamdan protested, saying he would prefer to remain under Israeli sovereignty rather than Arafat's. Courageously, Hamdan did something that is without precedent in the world of Arab politics. He launched a petition campaign, collecting more than 10,000 signatures of Jerusalem Arabs opposing Arafat's rule."

The child who has been taught to die and to kill from kindergarten on, via song and slogan in praise of bloodletting, represents an inconceivable cultural ideal."
