Call to Order:2:10 PM, February 20, 2016 at Grace Brethren Church, 1001 N. Pinehurst Blvd.
Meeting Minutes: 2015 Annual Meeting Minutes were read by Steve Gresley and unanimously approved as written.
Presidents Report
- Steve Gresley, 2015 Board President, reported the following:
- The 2015 Board of Directors were able to collect delinquent dues from all but 1 homeowner. He explained that the association is pursuing foreclosure proceedings this month to recoup approximately $5000 in delinquent fees. If successful, the fees will be recovered upon auction of the property unless the homeowner decides to settle prior to that time.
- Mr. Gresley proposed moving to communication with residents via email and suggested that the new board collect email addresses from all owners.
- Mr. Gresley recommended that the incoming board should begin the year with a walkaround inspection of Sunrise. He noted that the sideswalks need pressure cleaning and that a vendor had been contacted who was able to provide his own water for the service. He also noted that mailboxes are beginning to show wear and need to be painted, repaired, or replaced.
- Mr. Gresley suggested that the community needs to have an arbitration committee and recommended that if one could not be formed that the association law firm of Clayton and McCulloh could provide that service for a fee. Homeowners who lose an arbitration case would be responsible for legal fees. Ms. Angela Brown asked whether the association would be responsible for legal fees when the homeowner prevailed in the arbitrations and Mr. Gresley acknowledged that they would. The incoming board would need to take this issue up to determine the specific costs and legal issues this year.
- Mr. Gresley warned residents that Sunrise homes are aging and will very soon required new roofs and air conditioning units.
- The topic of rust on homes and sidewalks was discussed. Mr. Frank Raimondi noted that there are systems that can be purchased that incorporate tanks containing rust remover. However, he noted that the amount of rust remover required can be quite expensive.
- Mr. Gehl addressed homeowners about the number of children in Sunrise and the need for drivers to slow down or we may need to consider installing speed bumps in Sunrise.
- Mr. Gresley mentioned that the incoming board should plan to enforce late fees for overdue (over 30 days) assessments. He recommended a $25 fee.
- Mr. Gresley recommended that this year Sunrise should have 4 social funtions

- Halloween
- Christmas
- Mr. Gresley recommended that it is time to begin work on improving the front entrance and noted that brush and branches had been cleared but that much of the area was actually owned and, as such, the responsibility of the Springs of Suntree
- Mr. Stillwell expressed concern about the planting of shrubs between his property and the park. His major concern was about snakes in the shrubs potentially biting children and that the shrubs were too close to his property. Mr. Gresley noted that Mr. Stillwell had expressed concern about children playing too close to his house and that the shrubs were a barrier to address that concern. Further, the shrubs would be planted 5 feet inside park property.
- Mr. Stillwell also noted that there was a need for a bike rack to mitigate the risk of children leaving their bikes at the end of his driveway. Mr. Gehl told him that a rack had been ordered and would be installed later this month.
- Mr. Gehl was thanked by the community for his tireless work in improving the playground, most notably, for taking charge of the new playground equipment. Several residents complimented Mr. Gehl and the board for the improvements to the park.
Rules and Violations Report
- Mr. Henderson reported that this year there were 76 violation letters sent out in 2015, 20 of which were follow up letters.
- The issue of parking on Sunrise streets was discussed. Several residents noted that no overflow parking exists and there are no other options for parking for families with multiple cars. Several specific residences were discussed and Mr. Gresley noted that a change to the covenants may be possible to reduce the number of renters allowed to live in a home.
- A homeowner expressed the need to improve lighting in the community and that street lights are not being repaired in a timely fashion. The board explained that this was a county issue.
Treasurers Report
- Mr Wayne McDougle presented the current account balances as of 20 FEB:
- Account balances as of 05 JAN.

- Mutual Fund: $27329.48
- CD: $12032.72
- Mr. McDougle also presented the actual and proposed 2016 budgets. After several clarification questions about the budget, it was unanimously approved.
Architectural Review Committee(ARC) Report
- Mr. Terranova provided a report of the 2015 ARC requests. Over 2015, 20 ARC requests were approved. He noted that residents need to submit ARC requests for roofing to insure colors and types of roofs were acceptable.
- The approval process for driveway pavers was discussed. It was noted that county approval is required for any improvements to driveways between the sidewalk and the street.
New Business
- Issue: Mr. Frank Raimondi noted that the new playground equipment installed at the park looked very good but he questioned why the board had not formally asked the residents of Sunrise directly whether they supported such a large purchase. Mr. Gresley explained that board had checked with the association attorney to insure that they had the authority to make this decision. He noted that the source of the funds used for the purchase was not from reserves but were from savings from not having a management company this year and from additional funds recouped from delinquent dues. Reserve funds remained at the same general levels as they had been before purchase. Several board members pointed out that the new equipment was higher quality than what had been purchased in the past, thus reducing the need to repurchase equipment as often. In addition, the old equipment was becoming a safety concern and that a tube structure that was originally at the playground had been remove by a previous board and never replaced. Several residents expressed support for the purchase while several others agreed that they would have appreciated more notice of the decision.
- Issue: Residents of Homewood properties abutting the neighboring San Marino property will be meeting with Mr. John Newton this week to discuss resolution to drainage and fence issues. Mr. Henderson has taken the lead on this issue to insure that affected residence have the issues resolved to th satisfaction of all parties. At issue is that several fences are falling apart probably due to San Marino grading too close to them, drainage, erosion, and privacy concerns with higher altitude of plats in San Marino. Ms. Sharon Fitzpatrick provided a great deal of background and history on this issue from previous board negotiations and volunteered to provide help.
- Election of Officers:
