Letter confirming possession of place / land where storage is located, or in the case when storage is not on the name of the owner of the company or the company itself,than it is also required the contract for the use of property which must be in compliance with the duration of the license between owner/s in the letter confirming possession and the owner of the company;
Main/executive projectof the storage. Requiredat least the page/sof the project where is shown the name of projecting firm with a stamp and signature, the name of the business entityor owner and the storage location;
The evidence on the reservoirs and their volume(reservoir volumetric tables);
Decision on approval issued by the Ministry of Environment and Spatial Planning;
Approval by the Agency for Management of Emergencieswithin Ministry of Internal Affairs;
Fee payment for the license application- 50 euro

License renewal fee is only 50% of the total value. Nonetheless,the entity is obliged to submit the request for renewal at list 60 (sixty) days before the license has expired. Applications will not be accepted in caseswhen the documentation is not completed or in cases whensome document is out of date or missing.Beside standard documentation (from the previous page),Department for Regulation of Oil Market (DROM) may ask for additional information’s or documentation from the entity for verification. The Internal Commission shall consider the application form, while an external Commission or body shall verify technical conditions at the selling pints or storages (if it is applicable for the particular license).
The decision for license approval or refusal will be taken by the DROM within 30 (thirty) days from the date of receiving the application. Upon approval of the license, official from DROMshall contact entitywithin three (3) working days. Signed license should be withdrawn by the entity within 15 (fifteen) calendar days from the notification date of its issuance. If the license is not withdrawn according to the specified period, the entity shall take consequences according to the Law in force on Petroleum and Petroleum ProductTrade in Kosovo.
DROMcan refuse the license by the decision in case submitted data/ documentation are incomplete or incorrect and/or the entity do not met the technical requirements.The entity has therightto appealagainst the decisiontothe Appeals Committeewithin15days. The Appealing Committee shall make decision in regard to the appeal within 30 days.
In cases when entity is not contacted within thirty (30) days regarding the license approval/refusal, he/she must contact DROMat one of the following phone no: 038 200 36 531 or 038 200 36 574, as there may have been technical problems in communication.
Before taking the license, the entity is obliged to submit Insurance Policy on responsibilities regarding the third parties in amount of 1€/ per liter in relation to the reservoir capacities for oil and petroleum products for storage and retail sale and in conformity with the license validity date.
Before taking the license, a tax receiptsfor the license will be issued to the entity, which he/she is obliged to pay and bring it back as evidence. In this case the application fee of 50 €will be reimbursed, and will not be reimbursed if the application is rejected.

Administrative Instruction No. 16/2010 on defining the obligatoryfee for licensing the entities that deal with the petroleum and petroleum products;
Administrative Instruction no. 01/2017onthe quality of petroleum-derived liquid fuels;
Administrative Instruction no. 2007/18 on technical requirements regarding construction and fictionalization of the stations that supply the vehicles with fuel;
